CLOSING SCENES OF THE SESSIGN. Waamroron, Joly 17, 1882. ‘The fret session of the Thirty-seventh Congress closed most unimpressively, Two bills of importance came be. fore the House—that forbiding the circulation of ehin plasters by corporate bodies, and the Conflseation act, deth of which were hustled through with the usual dis. regard of order, attention or concern, Not more than one-third of the representatives at- tended to the readiog of the President's sanction of the Confiscation act, as modified, and scarcely ten mombers kept their goats during tho reading of the voto, as proposed and afterwards withdrawn Such conduct mi Bt be denominated reprehensible by a novice, but in reality all proceedings im the House are conducted with the came absence of decorum and dig. nity, Doubtless the listless, indeed noisy manner, in which the proposed veto was recsivod, took its rise trom the disaffection of the radicals, who do not conceal their dislike of tho President's moderate course. His action in this ease has been far from pleasing to thom, and the tone of the veto amounted to @ signal reproof of the in- ange system of legisiazion tbat they have enforced. ‘The ditferences between the radicals and the President widen every day. At the same time, he receives for the lose of tneir confidence the respect and deyution of all ‘conservative and national citizens, ‘He was loth,” said one member, ir the middie of a group of Congressmen, “to see his composition ueglected, and has had it bronght here to receive our eulogiums.”” ‘Whoever heard,” said another, ‘ef the reading of a yeto that was not @ veto, or the production of adocument the necessity for which had passed away Alarge bedy of the radicals adjourned daring this stage of the proceedings to a cosy aud convenient refresh ment room, situated w a secret re-esa of the Capi tol, and satisiied at once dm \ppointmant aud their thirst. The Honse, indeed, presented » sorry apeeta Many members were not present. The ladies’ and gentlemen's galleries wore almost deserted, and the diplomatic gal lery was quite empty, All seemed to be eoguizant of the genera) course of legislation, aud there was nothing at hand startling, excitiug or impressive. The body parted as if for @ night, without the formula of a fare: well ora prayer. The storied men, whose names engross the legisiative annals of the rebellion, wero as indifferent asof yore—Lovejoy, Ely, Stevens and the rest, pacing np and down before the Clerk’s desk, or throwing them. solves into pictureque attitudes at their seats, smil ing, nodding, and gossipping. Far back sat Critten den, in the ripeness of an honored age, once rising to change his vote, and then subsiding into silence; while Wieklitfe, occupying a like remote position, seanned the attitnde of things quietly, as if brooding upon the great changes which the recess might make upon the ebaracter of his State and the fortunes of the nation. ‘The keen and capable Speaker, Mr. Grow, was prompt an ever at determining the parliamentary position of things, and the reading clerk Went on in his usual me chanical! vein at the calling of names and the utter- ing ef eections and motions. That was the word for the whole body, and, like the going out of the hall of great cougregation of hissing, flitting files, the Thirty-seventh Congress locked up desks and elosed its occupation, Many will thank God that 1s eoncluded to go home without effecting, what some of its members seem to have been urging, the ruin of the whole country, - The Senate sat in secret session, confirming and re- Jjeoting nominations, and the doors were besieged by many applicants and nominees, who had feverish faces and @ general appearance of dissatisfaction. The last Senator se remain {0 bis place after adjournment, was Summer, of Maseachusetts, who sat writing until the great bal! was quite empty. Another session witl find, at least in part, @ more pa. triotic, rational and politie Congress; but tm the recess matiers may be enacted, that wii} ehange the poli- ey, perhaps the very principles, of the realm. Among the last acts signed by the President was the ove muthorizing the tesue of postage and other govern. ment stamps as curreney, and prohibiting banks and other corporations from issuing notes below tbe denom!- Ration of one dollar for circulation. ‘The President and members of the Cabinet occupied the Vice President’s room at the Capitol while attending to the public bust S—""___aaaQQQ— FINANCIAL AND COMMERCIAL.
