2 ‘The New Arm: COLONBL OLMSTRD'S Colenel William B, Olmsted is in New Yorkolty, active- ly engnged tn raising one of the new regiments for by the President's procianiation for three hundred thousand men. Colonel Olmsted is an eld soldier, and served as major in the Fifth York Excelsior regi- ment with gallantry and credit. But his career as « soldier dates further back than this rebellion. The banks now refuse to pay out specie to any one except at the current market price of the article, and many will not sell et all. The changes in the loans and deposits are too small to cali for remark.
