Congress rill fail in its duty if the new customs tariff be so ‘awn as to lead to importations of a million dol- ws worth of dry goods in a week. We don’t ‘ant them, and until the present war is ended we not afford to pay for them. ‘The steady portation of hides, sugar, tea, coffee, lead, bacco, &e., will indicate to Congress the rticles upon which a revenue duty may be suc- essfully imposed. These articles we shall con- ue to import ynder all circumstences, and it is 3 Fasy to enable them to yield a revenue of fifty mil- ons as of twenty-five. Yesterday a conference committee was appointed, and the prospect is that the bill will become a law this week. e Senate amendment seems rather frivolous jon the whole. The temporary deposits do not yet ‘amount to anything like $76,000,000. If the ob ject of the Senate was to enable the Secretary to pay off all deposits at once, in case of need, the Umit of $75,000,000 will prove idle if the deposits should reach $100,000,000 or more, as they may do- Bound financiers hold that Congress had much bet" ter place the whole of the new $150,000,00@ absolute- ly at Mr. Chase's disposal, and authorize him toraise or lower the rate of interest on temporary deposits, ‘as the market may dictate. We are glad to observe a change of opinion in certain circles in regurd to Mr. Chase’s policy. The funding of the debt goes on gradvally, and takes its place in the body of our general econo:y without abruptness and by impercep- tivie growth. The Evening Post has thus at last discovered the fundamental principle of Mr. Chase’s policy, and rallies to ite support. We need hardly remark that the Secretary of the Treasury is doing pre- cisely that which the ost recommends. We had occasion, a fortnight since, to explain the prinei- ples of Mr. Chase’s potiey, and the merits of an sone of irredeemabie but convertible notes, in much the same terms as we now find in the Post, Money advanced last week, m consequence of dividend day, to six per cent per annum on call, It closed yesterday at 646, with rather more new loans at the former than the latter rate. Gold closed at 109% 0110. ‘The market is still governed in the main by the importatione of Ame” rican stocks, which are being remitted for in gold. The sellers are, however, losing money, at present, asthe price they are compelled to pay for their gold more than consumes any profit which they may make on their stocks. It {# therefore reasonable to presume that the importation of American stocks from Europe will soon fall off. It is hardly necersary to repeat that this country is doing an excellent business in buying its promises to pay from Europe, and in paying for them in gold at 10 per cent premium. The sooner we getali our bonis home, the better—especially at this rate, With regard to the course of the bullion market, there is very little to be added to what we have eaid heretofore on the subject. There is no legitimate demand for gold in this country. It is of no use whatever to us except to pay our foreign debts with, If, as is generally believed, the new tariff renders it impossible for us to incur any debts to the foreign world, over and above our exports of produce and merchandise, gold must inevitably fall to par, a8 we have a large stock of it on hand and are producing over $40,000,000 @ year. Meanwhile, however, the importations of American stocks on the one hand, and, on the other, the operations og secret traitors and timid merchants, combine to cause a fictitious demand for the precious metal, and the premium is thus maintained at ten per cent. The public have been all along, and are still, sellers of gold; the only buyers are the speculators we have mentioned and the importers of American stocks, or bankers who eell their exchange. The new tariff and the interest account will, by and by, give a good account of this absurd and preposterous advance in the price of @ gom- modity with regard to which the supply is largely in excess of the demand. On Thursday we had a marked panic, with an average decline of 4 per cent in governments and the leading railway securities. OnFriday there was no session of the Board of Brokers. Yesterday it was generally believed that the fortunes of the Army of the Potomac were far from being as desperate as had been believed, and a lively reaction ensued. The Western rail- ways and New York Central are doing a very large'and profitable business, which is regarded ag assuring the payment of all the usual summer dividends, and of some dividends which haye not been paid for some years. The following table shows the earnings. of the Cleveland and Pittsburg road the first half of the last two fiscal yeare:— 100, 116,973 ty The June earnings have been large, and oyer all the debt funded a dividend could be made, as the year’s traffic will reach $1,300,000, against $1,114,- 940 last year. Under the reorganization, the con” cern gets ite cost down to the actual money it sold its bonds for, and to asum upon which dividends can be made upon average yearly earnings. CITY COMMERCIAL REPORT. Sururvay, July 5—6 P. M. Asuma.—The market was firmer. Sales of pots were made at $5 87}¢, and pearls advanced to 6/¢e. The stock in the inspection warehouse of Messrs. Lester, Palmer & Co. consisted of 144 bbls. pots and 28 do. pearis. Total, 172 bble. BREADsTUFFs.—Flour—The market was steady, in fair Cemand, and for good cound brands of State and Western the market was firmer, while other descriptions were without change of moment.
