Prim is vo be sent back to Mexico in the capacity of ambaseador of her Majesty the Queen of Spain. ‘ihe desvaich, however, which ‘communicates the report modiles it with the following reserve—that if rchance such a mission were to be confided to the yeneral, it would only be with a view to advise the guv- ernment of President Juarez, not to fetter in the slight- eat degree the popuiar sentiment im the of ite @esiies and its aspirations. {From the London Times, May 29. 1 it ts certainly not surprising. on the first of the flair, that the three Powers recently allied im the expe- @ition to Mexico should be auxivus to explain them- selves on the singular proceedings im whi that expedition bis Especially is 51 Justification thought necessury by the government ef France; for, whereas the French were es to the convention, which expressly disclaimed all inten- tion of interfering with the internal affairs of Mexico, {hey are now marching on the Mexiean capital with the evowed og ing the and Bcarcoly less notorious design of an Austrian dynasty in its place. But, aithough there ry undouptedly sume difference at this point between the pro essions and ‘the practice of our Allies, we are not 7: sang: that their conduct is ether ind fens te in te spo deci, that it could be fairly represented as a “devi ment” of the @esign, rather startling perhaps, ‘bus not very arbitrary when closely examined; and ii the various accounts of this curiuus transuction ‘are trans- lated into plain English the story will appear imteliigible emough. The Ailies did, mo doubt, proceed to Mexico with the = intention of exacting redress and satisfactiva TF wrongs, and without any direct or immediate desigo of constituting a pew government for the Mexican peo- ple. Ic is cieur, however, from the very protests aud feservations un this point which the convention contains, ‘hat some reorganization of the Mexiean State was re- garded asa very probable incident of the expedition, Shough it was curetully dectared that the Mexicans them: elves should be left to determine what form such reor- ganization should take, This is the pomton which the whole quertion turns. Probably no one of the allied Powers expected, or eveu desired, that the expedition, whieb after so many years of forbearines had at length been despatched, should leave the anarchy of Mexico as bepeiess us before. The mere guarantees for the future eo which we were entitled to msist implied some radical change in the admanictraatn of the counery. . * . . But we think it impossible to deny tha: some change ef gover ment at Mesico was mee warily incid-ntal to this expedition, uuless the expedition wus tobe a mockery, and we <o not well see bow this cliange of goverumeut could have beeu accomplished excet by an advance on She capital. Zo leave Juarez ia power would have aul- lided ihe whole expedition, for the condition of Mexico and of the foreign residents iu the counuy would have Deon just as bad six months hence as it was six montis ago mareb on Mexico, therefore, became only a Question of ageney. We could do nothing in such matter. We had no troops there but one battslion of marines, aud if we bad bad a whoe army we should Bever have despateied it on such an errand. Spain would, probably, have bad ne objection to the mission, but she would patural:y have stipulated for Q Spanish and not a French nominee in successim to Juarez. In the end, France, as the lower with the Strongest force and the :ewest doubts, found ihe work berown. She always anticipated some such obligation. It was, as the Munatour tolls us, on¥ of ihe “hy pouheses which imposed themselves on her foresight,’ avd which ‘aitiwaiely shaped itself into a so kd lability. We can oniy wish ti ii through the enterprise. We sincere- ly trust she may succeed ip the adventure very sure that we look upon ber undertakin menis rather of gratituce than jealousy. Mr. Albert Carrier, of Kewburyport, passenger by the Africa, informs the Traveller that two steamers were About to leave Queenstown fap Nassna with the intention of running the Sowthern blocRade. Tho inhabitants of Queenstown state that two other vessels suiled the pre- vious week for Nassau, for tho purpose of runuing the ide. Frivay, June 13—6 P. M. Money is offered everywhere on call at 3 per cent. Mercantile paper ells at4 a 5; certificates of indebtedness at 100%% a 10024; green backs at 4034. The forthcoming issue of Treasury notes is stilia general subject of discussion. No one ob- Jects 10 the scheme save those who have opposed Mr. Clinse’s policy from the start, and who are at least suspected of harboring no very kindly feel- ings to the government in the present crisis, The true key to Mr. Chase's policy at present is to keep the now 5,20 bouds at such a preminm that the holders of legal tender paper shall seck to fund it os soon as they get it. ‘ihe new issue of paper will probably achieve this result, Foreign exchange is very flighty and ancertain, Bankers’ bills on London are quoted at 116 o 116%; gold, 105% a %. The stock market was rampant to-day; the amount of business done was enormous. At the morning board governments were sold at the ex- treme advance of last evening, State stocks were Inactive, and Tennessees and Miveourie again an sighth lower, This singular decline in border State stocks, while all other stocks are buoyant | and advancing, is ascribed to the effect of the re fusal of the Missouri Convention to entertain a selieme of emancipation. We un- derstand that the vote was a close one, and that several directors protested against a further accu- mulation of cash assets; but the more conserva- tive members of the board, who deem twenty per | eent per annum enongh to divide, carried the day. ‘The stock will prohably soon recover its activity. Between the boards the market _was very active indeed, and prices were 4a % per cent higher, For Central % 3%, for Toledo 48, for Erie 39, were bid.
