How longa period it may take to satisfy the rebels of the utter fallacy of attempting to resist the government is the problem in the case. We hear of few sales of exchange for future delivery. Bankers are unwilling to sell, or import- ers to buy, onthe terms which were populara week ago. Inthe event of cotton coming forward in August and September, baukers will make money by the contracts they have made, If the rebels control the planting interest, and keep cotton back, the merchants who bought, for delivery in the later months of the summer and autumn, at 113, will make money by the operation. Vigorous efforts were made by the bears to depress prices, which were but feebly resisted by the bulls. The Indiana State imbroglio has been used with skill and effect to shake public confidence. Early last week quite a number of stocks came on the market in consequence of the affair, and prices, especially of Pacific Mail, Erie, Toledo, &c., de- clined heavily in consequence. Yesterday and day before, however, a fresh demand sprang up, and the decline was speedily recovered. There are so many people who are in search of temporary and permanent investments for their means that no de- cline on the Stock Exchange can be permanent. In the opinion of the oldest members of the Stock Exchange the course of the market must be upward, as a general rule, so long as the money market remains in its present condition and no new aye- nues are opened for the employment of capital. Stocks which yield a regular revenue of 6 a8 per cent per annum will naturally be bought by par- ties who have money to dispose of, and who cannot make it earn 5 per cent by lending it omcall, or by buying commercial paper. Stocks which yield @ larger income will be still more actively sought after. Pacific Mail, for instance, which has paid twenty per cent per annum for sev- eral years, and is earning at present about thirty per cent on its capital, with no present prospect of a decline in its busineas, is quite naturally more generally wanted by.investors at 115 a 116, than it was in other seasons at 80 a 90. We hear that the principal stockholders in the company object to the accumulation of further surplus, and demand that the amount of money due from government— some $220,000—which will be paid in a day or two, be divided this month. The Western and New leans, Beaufort, N. C., and Port Royal, S. C., is raised this day, it may be expected that further shipments will be made in the course of the pre- gent month. It must, however, be confessed that such shipments are very speculative in their cha- racter. They may turn out well, and, in this case, the profits realized will be very large indeed. But there are many chances that they will turn out badly; that the goods may be seized by army officers, destroyed by mobs, captured by brigands or confiseated by officials on either side; and in this case the loss will be total. We cannot recommend people to ship goods to New Orleans at present. In the course ofa few weeks trade will be restored along the Mississippi. It will then be safe to ship goods to any part of the river; and there is not the least doubt but produce enough, in the shape of cotton, sugar, molasses, &c., can be obtained to pay for the goods so shipped to the South. Care will be taken, of course, in giving credit. Mississippi never enjoyed mueh credit, and will now have less than ever. People who deal with citizens of that State will probably insist on payment in every case on de- livery of the goods. In Louisiana there is some feeling of honor, and the established houses will probably make no contracts which they are unable to fulfil. Some of the speculators in the street had a notion that these stocks would be slaughtered, in consequence of large amounts of them being held by parties who held Indiana | State bonds. Some stocks have undoubtedly been sold on this account; but, so far as we can learn, there is no prospect of further sales, Instead of the bull failures which were talked of, we have heard of no defaults on that side, however it may. have fared with their opponents, In State stocks there has been but little change during the past week. Northern State stocks are wanted at full prices, with the exception of the stocks of Indiana, which are un- der a temporary cloud. It is claimed by theState agents of Indiana that the State cannot in any event be made liable for any debta incurred properly accredited agents without legislative au- thority. We infer that the State of Indiana is not likely to borrow any more money. The loans have been diminished by the falling in of mercantile paper which has not been renewed, and increased by purchases of government stocks. It is evident that our banks, like the Bank of England, are here- after going to base their business on the proper security—government stocks. In this country, heretofore, mercantile pap@? has been the grand basis of banking business, and loans on, or pur. chases of, government securities incidental opera- tions. Henceforth—for some years at all events— the bulk of our banking credits will be based on public stocks, and mercantile paper will fall into the second rank. Thisis as it should be. The best possible mercantile paper resta on a basis of individual security which events may destroy in an hour; whereas, government stocks, as is proved by the crisis through which we have passed, rest upon the indestructible security of our national existence, and all the property possessed by the citizens of the republic. Our banks have learned @ sound lesson during the past eighteen months. They will not hereafter be so anxious as they, have been heretofore to discount long paper, based upon the credit of merchants in distant States; but they will be more ready than they have ever CITY COMMERCIAL REPORT. The stock embraced 223 bbls., of which 32 were pearis. Buravsrurrs.—Flour—The market was heavy and rather lower for common and medium grades of State and Western, while high grades were steady and prices unchanged. Sales of all descriptions were moderate and chiefly to the nome trade, the demand fur export being limited. The sales embraced about 12,000 bbis., closing within the following quotations:— been to lend money on government stocks, and to a 456 foster investments in public securities. The re- 15 cent advance in government securities will doubt. less lead to copious conversions of currency, and will thus supply the government with a large amount of money on very favorable terms. Yes- terday the deposits for conversion fell but little short of $200,000. We look to see the bonds of 188] selling this summer at 110 a 115, and the 6.20 bonds selling at such a premium as will insure the immediate conversion of all the legal tender currency afloat. Whether Mr. Chase will avail himself of the condition of the money market to reduce the rate of interest on all 5.20 bonds issued after a certain date to five per cent remains to be seen. It is generally supposed that money will not be worth over three per cent per annum this summer, and the security of the United States government will simultaneously be proven to be the best possible in this country. Under these cirenmstances government ought to be able to obtain all the money it needs at or below five per cent, The money market was extremely easy all last week. None of the leading houses are willing to —Canadian flour was in moderate demand, while prices favored purchasers. The sales embraced about 1,100 bbia., within the rango of our quotations. Southorn flour wag lossactive, and the lower and modiam grades heavy and inclined to droop, while the sales embraced about 700 bbls. at the above prices. Rye was firmer and more activ of 17,000 bushels were mado at Ac. a 66c. for Western, and at 7c. for State. Barley was steady, while the market was quiet. Gold, after having touched 104, closed at dhout 103%. There are few bills in market; but the demand is very slack. Leading importers, and importers on epeculation, paid for their goods in advance. A few houses are letting their credits ran, expecting to be able to buy bills af a moderate rate this summer and next fall, on the strength of renewed exports of cotton.
