Arrival of Union and Re bel Soldiers. Fifteon rebel prisoners, belonging to the First regiment North Carolina cavalry, arrived in this elty yesterday morning, via the New Jersey Railroad from Washington. They were captured somo months ago in Virginia, and have since then been confined in Washington. They signed a parole of honor, binding thom not to take up arms against the nation@government. All the prisoners. are, professedly, as bitter ‘‘ secesh ” as when they first. joinod the rebel army, and refuse to take the oath of alle- giance to the Union. After the appointment of tho Hon. Edward Stanly as Governor of North Carolina it was thought advisable toforward thera to their own State, there to remain until an exchange is effected. They re- mained at the Park Barracks yesterday morning until nine o'clock, when they were marched down Broadway 10 the Vestry street pier, where they embarked on the steamer General Burnside for Newbern.
