Siuee my return upwards of two hundred add.t onal troops been ordered to Miners- ville, and also @ battery of howitzers, making In al about four hundred soldiers, fully supplied with sixty charges each, and food for an indefinite poriod, Four ether companies in the Culied States service, connected with Colone} Wm H. Yeaton’s regimeut of militia, are under arms an‘ awaiting orders to move. It is possible that the fears of the county authorities aud of the mine owners have magnified this difficulty; dutitisevidentthat the mutineers are numerous, de- termined and well armed, and only need tho willto make A Jong and vigorous defence. The d.fiicuity 18 ono of annual occurrence in the mining districts of Peunsyivan: jut it never before reached its Present propottions. It arises from ibe tyranny of mining capitalists, as regards both the amount of wages paid to the operatives and the manner in which sueh wages are doled out. Probably an equal amount of wretchednoss is remarked | of po other class but the coal minexsof this State, The ave- rage nmount of wages paid to miners is about five dollars per week, aud this, most generally, is not paid in cash, but in “orders” upon storekeopers in the employment of the mizing companies. The operatives in this way not only receive paltry pay, but they a1 windled by the capital- ists, and compelied to take merchandise at tho capital- beth own rate; so that they barely obtain the necessaries of In the spring of tho yt the Schuyikill canal and tts branches open navigation, aud there Is a corresponding rise in the price of coal. Great quantities are mined in May and June, and at those seasons tho miners look for an advance of hire, which ey have usually obtained. ‘This demand for advance takes the form of a “striko,” when operations temporarily suspended, until the delve receive the enlarged pay or compromise of some kind is entered into. This year was made an era for a ‘strike’? upon a grand scalo, and, taking advantage of the absence of ail mi'itary org: anizations from the couuty, the operatives proceededto ensure their demands by force. They seized the collieries of the Forest Improvement Company (now controlled by New York capitalists), interdicted all em- ployes from working under threat of death, and, by put- ting out the fires at the collieries, stopped the pumps that cleared the mines of water, whoreby they wore soon flooded. The Sherif of Schu: nein county found that he could mnake no arrests apd that he could not summon a posse of Citizens to assist him, the sympathies of tho mass being with the -strikers.”” "The latter grew defiant, held meet- ings at Forrestville, Heckleville, homaston and other points, and made reparations to organize a general strike throughout the whole coal region. The faw that tumisted upon working at the old Talent were roughly handlod, the contractors and agents of the minecowners were threat- ened with loss of life and property if they Majntained opposition, and the Sheriff was too weak either in spirit or in force to assert the law and arrest the aes The latter bad organized the strike cunning!) exceuted it ‘unfinchingly. The colilers ar = enforced the strike upon another, so that a pag Pe appeared where he could be recognized. In this officers are yet baified asto the whereabouts of the’ ringleaders. About fifteen hundred men were num- bered in tho primary offensive measures, and their num. bers are said to be increasing. ‘The locality where hos- tilities commenced is noted for the turbulence of Its deni- zens, murders and riots being frequent occurrences = aoe. During the winter families, comp:sed Of eight persous, have existed upon three dollars a week, eahereetlant ‘out of this sum to buy their oil and pay Tent However much the strikers were to be commisserated, their high-handed proceedings left the law no option but force, aud the Governor calied upon General Patterson (of Harper's Pg fame) to deputize cortain men to quell ‘Your correspendent pro- ceeded with these to Minersville on Wednesday afternoon, where the troops are quartered in the Odd veg Pol and act quietly until after mid. night, when the poople of the town were fast asicep. Then, stealthily,, they moved out toward Forrestville, one infected district, with loaded muskets and set b: and this morning had mounted guard over all Neries, to the great astonishment of the mutineers. ‘The latier are flurce and threaten to retake the mines. I rode among them at dawn to-day,aud they svemed unasimous a8 to their grievances, asserting that they meant to abolish the “order” system to secure equal and definite rates for their services, so that they would be out of the reach of want. The Sheriff, — time, has ordered the troops to stand fast, and the rein- forcements that went on to-day indicate fears of rup- ture. If difficulties occur they will be of a serious eha- racter, as the miners are embittered by the of soldiors, and they are all armed with their favorite moun- tain rides. NEWS FROM WASHINGTON. Wastixotom, May 8, 1862, ‘TROUBLES OF THE NEGRO WORSHIPPERS. ‘The troubles of the negrophilists in Congress are thickening. While half @ million of our volunteers are fighting the battles of the Union, and pouring out their blood and their lives to vindicate tho constitution, a little band of reckless political gamesters here are pro- posing to trample upon that same constitution, because its provisions in regard to African slavery are noxious to their peculiar political views. The Wilsons and Sumners, and Lovejoys, are actually urging an in. fringement of the constitution as palpable as that of the Toombses, and Wigfalls, and Davises of the South. ‘The passage of the District Kmancipation bill bas at. tracted hither hundred of slaves from Maryland, many of them belonging to mon whose loyalty has never wa- vered. Some of the masters hgve sought to recover the fugitives under the provisions of the Fugitive Slave law, and the cases have passed through all the legal proeeed- ings preliminary to the delivery of the slaver. The abo- Hition faction are new loudly demanding that for this rea- son the execution’of the Fugitive Slave law shall be arbi- trarily suspended in the District. The proposition, it ie sald, meete with some favor in the Cabinet; but the true friends of the President are confident he will never con- sent to thus commit political suicide, and appear before the country in the attitude of striking for the constitu- tion with one hand and striking at it with the other.
