NEW YORK HERALD, wee MARCH * 1862, NEWS FROM SHIP ISLAND. ‘The United States steam tranaport Fulton, Commander Watton, arrived yesterday morning from Ship Island, Miss., which port she left on (he 13th inst. at one o'clock Px Sho brings 20 important intelligence. The health of the troops was excellent, and they were in fine spirits. ‘The Urausport steamer Constivution arrived there on the 12th of March. The ship Idaho went ashore of Cat Island on the 9b inst., but was lightened anc! got off the same day. The fleet at Ship Island is as follow:—Sloops-of-war Pensacola and Hartford; gunboats Harriet Lave, Wissa- hickon, Kines, Kennebeck, Calhoun, Piola and Seiota; supply ship Fearnoug)t; schooner gunboat Kittatinny ; prize schooner Cora; ships North America, idao, Qcoan Pearl, Undaunted aud tiack Prince; shooner Eliza 8. A Reconnoissance and an Attack by the Rebels. Owing to the large increase of troops at Ship Island and the meagre facilities for encamping them, General Phelps determined to send an officer to reconnoitre Mis- Bissippi City, witha view to ostablishing a camp at that Point. An order was procured from the senior officer of the Ship Island squadron, Captain James Alden, of the Bloop-of-war Richmond, for the gunboat Calhoun, Captain £. J, De Haven, to proceed to Missiastppi City, under or- ders of Colonel E. F. Jones, of the Twonty-sixth Massa~ chusetts, who bad been assigned the command of the ex- Pedition by General Phelps. On Saturday, the 8th inst., ‘et two o'clock P. M., fifty men each from Companies Band 1, Massachusetts Twenty-sixth, embirked on board the Calhoun, with forty rounds of cartridges and a day’s ras tions. Company B was commanded by Captain E. 8. ‘Clark and First Lieutenant William H. Lamson, and Com- pany | by Captain John Pickering and Firat Lieutenant C. E. Drew. Acutter from the Richmond, with eleven ermed sailors, commanded by Master's Mate f. P. Swan, Of the Vincennes, but temporarily attached to the Rich- mond, accompanied the Calhoun. We also had a prisoner from New Orleans, who was to be landed at Mis Sissippi City and allowed to return to New Orleaus, Alter the embarkation of the troops a con Siderabie delay cccurred in getting up steam, so that it was half-past three wuen we got under way. In about an hour we arrivedat our destination, and the dranght of the Calhoun being only six fee! and a bal’, we were able to rem directly up (o the wharf. As we approached tho village wo saw a man on horseback riding rapidly away from the place Excepting two or three other persons whom we could ee, the place seemed utterly deserted. The two com panies were immediately landed, and the marck up the wharf—which was three-quarters of a mile long and eight fect wice—commenced. When about a third of the way to the shore we fonnd the planks torn up for about thirty yards. Thecross ties were left standing, ‘Dut in some instances weie cut nearly through. A few men were detailed tc teur up the outside plonks and lay them along the ties: and in fifteen minutes wé had a twelve inch walk over the gap. The piles on which the pior stood had been cutaway for some sixty feet, and the outer end of the plank walk hac dropped into the water, eight or ten feet below, while the inner, or shore end, hung tothe re- mainder of the pier by one corner. After we had gone ashore it oc- curred to Mr. Sawn that we might be in some burry to return; #0, without waiting for orders, he sent some sail ors to lay extra planks over the gap, Mr. Swan's con- duct was most crovitable, and Colnnel Jones did not fail to thank him for bis prudence. While crossing the pier the enrmy fired six times at us with canister and round shot, but not a man was injured, though one was struck tu tho thigh with a spent canister shot, which made a slight abrasureof the skin nud then fell into his boot. M. Wall street is very quiet. People are waiting to hear from Island No. 10 and the Army of the Po- tomac, and operations of any magnitude are gene- rally postponed until news is received. Money is in fair demand at 67 on call, and 6 a7 for the best paper; government certificates of indebted- ness sell at 97 a 98, Foreign exchange is very dull. Bankers gene- rally ask 112. A few refuse to sell at this rate; but, as a general rule, the public are looking for lower rates to-morrow. Gold fell 4 per cent this morning, rather to the surprise of speculators, who, judging from past experience, took for granted that it would be higher. The mistake probably arose from their forgetting that the government has not yet begun to issue its new Treasury notes. “When they begin to be paid out at the rate of a couple of millions.a day gold may move, though it is not likely that it will ever touch the high premium which our leading bankers so generally expected. This afternoon it was higher, closing 101% bid. The stock market was inactive to-day, and the course of prices irregular. Governments were better, and so were Erie securities; but the general railway list was lower. A concerted bear attack is being made upon Toledo, Rock Island, Galena, and the Michigan shares; and though the bears have thus far lost money, they adhere to their policy, apparently in the hope of a defeat of our armies somewhere or other. The bears in Toledo, who sold the stock down to 44% this morning, loudly assert that it is not intended to declare any dividend this spring. We do not know how this may be, but we have seen a letter from the Presi- dent of the road, announcing that a dividend had been earned, and would probably be declared at the meeting which is about to be held in this city. But whether the surplus in the hands of the com- pany be divided or used to pay off bonds, the result is the same so far as the stock is con- cerned; the point is: bas the road earned a dividend? and on this point there can be no doubt. At the second board prices were rather better than in the middle of the day.
