Money lenders are disappointed at the non-appearance in our market of the government certificates of indebted- ness. The fact is that these certificates, which were engraved by the American Bank Note Com- pany in an unusually short period of time, were found by the department at Washington to be not elaborate enough for security, and were accord- ingly returned here to be cancelled. Commodore Vanderbilt has signified his willingness to carry the mails for South and Central America in his, steamships, provided he is protected against the smuggling of letters for California by his vessels. Postmaster Blair has written a letter to Congress, in which he refers to steamboat owners trying to “eoerce’’ the department, and recommends that no steamer be allowed to clear for a foreign port unless she agrees to carry letters. The public are not familiar with the particular clause in the con- stitution which empowers Congress to use vessels belonging to citizens without paying for them; nor is it generally understood on ‘Change that a clear- ance is an act of favor or grace on the part of government. The prevailing impression among merchants and shipowners is, that a vessel depart- ing on a lawful voyage is entitled to a clearance as a matter of right, and that government has no more claim to compel such a vessel to carry lct- ters than coal or flour. The particular case of the California mail, however, can be stated without falling back on these general principles. Congress, at the session of 1860-61, granted to the Overland Mail Company a million of dollars per annum for carrying the mails between the Pacific and Atlantic States. The Overland Company does not carry the mails with the regularity and celerity required by merchants, and for some time past the bulk of the letter correspondence between this city and San Francisco has been smuggled through on the |, steamers, which have no mail contract. The ques" tion for Congress is simply—can the steamers be expected to continue to do, for nothing, the work for which the Overland Mail Company is paid a million of dollars per annum? If, the expe- rience of the last six months proves, the Overland Mail Company cannot carry the mail to the satis- faction of the mercantile community, should theY continue to be paid for doing that which they don’t do? Would it not be more practical, more sensi- ble and more economical to send the mails by the route which experience has shown to be the quickest and most reliable, and to pay the car- riers—not a million a year—but a fair remunera- tion for the service?
