To-morrow they will probably show about 350,300,000, which will be nearly hali @ million less than tuey really hold. A motion was made at the Clearing House meeting on Fri- day to inquire into the expediency of resuming specie payments. Nothing, of course, will come of this movement. The government having sus- pended, and by act of Congress pronounced paper to be a legal tender, the banks could not resume without being Lroken ina week. By and by both Government and banks will resume without diffi- culty. At present, the less idle talk on the sub- ject the better. On Monday last the bunks showed a loans average of $137,674,238, being a decrease from the week previous of $2,276,720. They will probably show a further decrease to-morrow, in consequence of the heavy sales of government Bixes which have been effected by some of the banks. We learn that some of these institutions ure shrewdly converting a portion of their 7.30 Since January 1 ... —— i... oo messec Cumberland rivers to trade is the com- mencement of a revolution which may affect the cotton and tobacco markets very seriously. Gold fell yesterday to 15{, but rallied afterward, closing at 1% bid. The supply from holders who are tired of losing interest exceeds the speculative demand. At the same time, we are rather inclined at present to look for an upward turn in the precious metal. lt is now apparent to every one that gold will not rule at the excessive premium which was expected by sanguine speculators when the legal tender bill was first projected. But it is not likely that, so long as paper is a iegal tender, and the final issue of the war remains undecided, it wil cease to bear some premium, or disappear from the list of speculative fancies, At the present pre- mium there is no temptation to sell, aud the re- main believers in the depreciation of govern- ment paper will naturally be tempted to buy. The following table shows the course of the stock market during the past week and month: — Hib, 8. Feb. 15. Bob. 22. March 1. Mar. 8. But such infinences can be but temporary. The speculative tendency is as ever, and there are many iniuences at hich are calculated to encourage purchases of stocks, The general belief inthe speedy sne- of the Union armies, the large and increasing traffie on the Western railways, and the expansion of credit which everybody expects to follow the emission of large amounts of government paper in various forms, are calculated to exercise 8 powerful influence upon that large class of the community which is accustomed to indulge in the excitement of stock speculation. In the prevail- ing staguation of general business and industrial enterprise, the Stock Exchange is the only mart here capitalists can nture ther means with i fe something more than mere le We discern the ten- n the steady appreciation of all first class e and federal securi. ties. Within e@ few weeks United States bonds have risen eight per cent, some of the State boads xception of the inking funds of the ran Southern road, whose improved condi tion is not yet generally understood—have ad vanced to par or a@ premi In the course of a few days the stream of capital which has beer flowing into this channel will be still further elled by disbursements of near y if not quite one hundred millions of dollars by the United States goverment. Simulianeously, it is supposed by forcign Lonses that the supply of stocks and bond= from Europe, under which our market has stag gered for some¢ months past, will be checked, and that European capitalists will again begin to invest tuoney on this side. The demand thus expected for safe and profitable inve:iments can only be pplied on the Stock Exchange, and, with the ex- ception of the bonds of the government, there is nothing on the Board list to compete with the stocks of railways which are believed to be sound- ly managed and to be earning a fair income, CITY COMMERCIAL REPORT.
