M. ‘The following is & comparative statement of the exports (exclusive of specie) from the port of New York to foreign ports for the week ending March 4 and since January 1 :— 1860. 1361. ‘1862. We notice that we shipped last week $60,000 of sotton to Liverpool, and $20,000 of dry goods to France. The aggregate is made up of a large number of small shipments to almost every country with which we trade, the number of clearances last week having been unusually large. The money market is growing easier. There was more money offering to-day at 7 per cent than the brokers could use, aud we hear of loans at 6, There was no substantial cause for the recent furry in money. Demand notes have taken another turn to-day, and, having been thrown out by some of the banks, were sold at a small discount. A difference of opinion exists as to whether they ave alegal tender or not. Mr. Spaulding, who drew the Treasury Note act, says that it was the inten- tion of the committee to make them a legal tender, and Secretary Chase is understood to have ex- pressed the opinion that the act does, in effects make them so. As, however, some lawyers have doubted this, we understand that a short declara. tory act will be parsed in aday or two through Congress to settle the question. Foreign exchange is very dull indeed. The leading bankers ask 113; but buyers decline to give over 112%. Francs range from 5.00 to 5.05. Th® future course of the market will mainly depend on the progress of our arms in restoring the South to the Union and Southern products te the markets. ‘The stock market continues to exhibit the same features as yesterday. The large operators are waiting for news from the army; the public are buying moderately; prices are pretty steady, with- out animation, An impression prevails that the large supply of money which will be received in this city when Mr. Chase begins to pay out his certificates of indebtedness will cause a general impression in the market, especially if we should hear simultaneously of victories in the field. At * this morning’s board a slight demonstration was made against Tennessees and Missouris, which de- clined % a % per cent; Reading likewise fell off %, Galena %, Toledo % and Rock Island %. Other stocks and bonds were steady. After the first board the market became languid, and very little business was done in the afternoon. People in this section of the country are ready and anxious to pay their share of the expense of the war, and do not complain of being taxed too heavily, though it must be confessed that the bill, as presented, promises to be pretty sweeping. No objection can be urged to the tax which it is pro- posed to levy on beer, spirits, tobacco, segars” carriages, watches, plate, billiard tables, licenses, dividends and legacies, unless it be that some of these articles—such as tobacco, spirits and beer— could afford and ought to pay a far heavier duty- The tax on flour, ten cents a barrel, might also have been raised without causing much additional inconvenience, and without diminishing the con- sumption. We notice no duty on wheat, cotton or corn. If flour can pay ten cents, wheat should pay two and a half and corn one cent per bushel—the daty to be collected at the place where it is sold. The omission of cotton is so remarkable that it must be the intention of the committee to tax ig in another bill. It could well afford to pay $2 50a bale, which, on acrop of 4,000,000 bales, would yield a revenue of $10,000,000 per annum. Turpentine and rice could likewise afford to pay a smal] tax. Taxation should be general, and there should be be no exemptions. The Share due by the Southern States oan always be collected hereafter. With regard to the income tax, we can only repeat what we have previously said, viz, that it is the worst possible form of tax for a coun try like ours. By restricting its operations to in. comes over $300 the bulk of the rural population will eacape it altogether. It will be extremely difficult to levy it fairly in cities, and it wili inevitably be one of those taxes which honest men will pay and rogues evade. As a financial resource, it will be extremely unreliable; in years of plenty and prosperity it should yield a large amount; in years of trouble it will produce little or nothing. In European countries, where the bulk of the tax paying population live on fixed incomes derived from land, or investments in the funds, or employ- ments under government, an income tax is fair and its product certain. Here, where almost everybody's income varies from year to year,where no man knows any other man’s income, and many men do not know their own, it is the worst kind of tax that can be ‘devised. At the same time, if Congress deems it necessary to add it to the other taxes, it will meet with no opposition here. The summary of the Tax Dill which we have before us does not specify the amount of the stamp taxon legal and com- mercial papers. This is without doubt the acst important tax in the whole list. Stamps have al- ‘ways been one of the most productive taxes in England and France; they would be still more so here, in consequence of the great commercial ac, tivity which pervades this country. We have no doubt but @ revenue of $60,000,000 a year could be obtained from a stamp taxon promissory notes, bills of exchange, sale notes, leases, deeds of sale and conveyance, charter parties, ships’ registers, marriage contracts, papers in law s1 stock cer* tificates of all kinds, bills for sums over $50 policies of insurance, transfers of stock, &c., &c. Nothing is said in this act about a tax on real es. tate. We understand that this wiil form the sub- ject of a separate act; and itis to be hoped that on the one hand, a tax will be laid which will reach that large class of persons who escape othet taxes, and, on the other, that it will be so light as not to raise doubts of its being paid. General Halleck's order permitting trade on the Tennessee and Cumberland rivers is much dis- cussed in commercial circles, though the condi- tions upon which this trade may be carried on are not fully understood. The quantity of cotton which may, in any event, be obtained in Tenneasce and on these rivers is a matter of much epeculation. Memphis has received in a year nearly 400,000 Dales. Some of this, however, was drawn up the fiver from below, and could not in any event be tained until our forces lad descended the Mig sissippi. Northern Alabama and Northern Mississippi by the way of the rivers; how much, if any, from Southern Missouri and Arkansas, are problems which are exercising the minds of the speculators in the staple, and possess 3 marked interest for manufacturers and shippers. The resumption of general commercial intercourse with the cities of ‘Tennessee will not possess much practical signifi- cance until something further is known with re- gard to the restrictions upon that intercourse, and the amount of produce which may be expected to be drawn out. "The railroad traffic returns are explaining the re- cent purchases of railway stocks at the Board. The Directors of the Manufacturers’ and Mer- chants’ Bank of this city have voted to continue the payment of its liabilities in specie, notwith- standing the act of Congress making United States demand Treasury notes a legal tender. The report that the United States five dollar ‘Treasury notes had been counterfeited is untrue. It is also untrue that any of the country banks have been discredited, with the exception of the Merchants’ Bank of Trenton, N. J. By the Norwegian, at Portland, we have advices from England to the 21st of February. The politi- cal news is stated to be unimportant. Consols were quoted on the 20th at 927 a 93—the same as by the previous arrival. The sales of cotton at Liverpool for four days were 41,000 bales, the mar- ket closing firmer. Breadstufls were dull and pro- visions steady. The Milwaukee Sentinel says that a law author- izing the banks of Wisconsin to suspend specie payments has passed both branches of the Legis- lature.
