8 NEWS FROM THE STATE CAPITAL New York City Senators in Arms About the Street Department—Resolution of Inquiry in Regard to the Police—Grind- ing Committee—Public Defence—The Harbor Master Bill Ordered to a Third Reading—Amendment to the Brooklyn Charter—Health Bil, dic. Ataawy, Feb. 26, 1862. There ia considerable commotion among the Senators representing the four Senatorial districts of New York city, in regard to changes being made im the appoint” monts in the Street Commisstoner’s department. An ‘mportant despateh has been sent to the officials in charge, which will no doubt create quite sensation upon {ts delivery. There is evidently a storm brewing in that Keeality, amd may yet prove motto be merely ashower: ‘The Senators referred to are evidently in earnest, and ready to carry the war inte Africa, Mr. Loutrel, of New York, this morning secured the Psssage of two resolutions relative to the Metropolitan Police. Tho first calls upon the Commissioners to report {0 the Legislature the amount of fines levied upon mem- ers of police and collec! \ since the organization of the Board, stating what har > » done with such fines and under what law the fines wre collected. The other re- solution calls upon the Police Commissioners to report to the Legisiature before the Ist day of March a statement of the entire police force of the Metropolitan district for the year ending Necember 31, 1857, designating the num- ber of officers and their grades, and also all other em- pleyes of said Board, and the expenses thereof during said year; and also a like statement for each year there- after to and including December 31, 1861; also if there are any person or persons holding position as patrolmen or otherwise in the department under twenty-one years of age; also if any person in the department holds any other pubiic or private situation, and whether there are avy persons in the department’ who are drawing pay witnout performing their duty for such as required by jaw, and whether any persous are now upon the force who ure not residents of the Metropolitan Police district. Mr. Smith olfered a resolution for a Grinding Commit- tee this morning. It provides for the appointment of a commitivo of sixteen, or two from each judicial district, to consider such local bille against ‘ehich there has Deen no romonstrance preseuied. Several bills were noticed in relation to New York city affairs, such as regulating the nominating conventions; nding the charter of the Tammany Society ; to legalize the primary el ctions; to protect passengers in caré and Omnibusses; to redvce the fare on the city railroads and eeve a others of |.ke nature. Th only bill of any particular impertance to the city of New York was the bill recommended by the Harbor Master Investigating Committee, in refereuce to abuses in that em. ‘The bill was amended in several particulars. only matorial amendment was that offered by Sena. tor Roberison protecting the steamboat companies ow ing their own wharves. It was ordered toa third read- Ing, as amended, without any opposition. The bill con- templates many radical changes, and will, beyond a doubt, work a beneficial change ‘and stop a great deal of the corruption existing under the preseut law. It pro- vides for the ap; nolntment of a oaptete of the port, and to assist him, subordinate to his direction, eleven harbor masies, making twelve in all. Five of the number shall have boon masters of vesseis sailing from said port, or pay who shall have been engaged in piloting vessels or from said port, to hold office for three pe leon og It also enlarges the powers of the captain of the port, and enables him to guard against abuses by any of the har- ‘bor masters under him. ‘The bill toamend the charter of the city of saan ‘was considered in the Committee of the Senator Murphy stated at some length the eviis that the city saf- fered under the present charter, and did not rever in any ny algo stating w! ‘finally report ‘The Senate was in executive session a short time this ‘The Work Accomplished by the Legisia- ture—List of Bills Signed by the Go- vernor, é&e., &c. Ataaxy, Feb. 20,1862. ‘The Legislature has now arrived to within four or five days of one-half of the session fixed by the constitution for which they can draw pay. The work accomplished (a far behind that of any session fora number of years. ‘The Governor last year,on the 20th day of February, had signed sixty-one bills; now he has only signed twelve, and has but two more before him awaiting his signature, making im all only fourteen bills that have passed both houses this session. Last year at this time ever seventy had passed both branches of the Le. @elature. ‘There have been introduced inte the Assembly 432 bills; fm the Sonate 230. Of this number, the Senate committee Ihave reported 221 favorably, and the Assembly commit- tee 211. The Senate has passed forty-six of this number, ‘and sent them to the Assembly, besides those that have ‘been finally acted upon by both houses, while the Assem- Diy have read the third time and sent to the Senate only twenty-six of their bills over and above those now in the hands of the Governor, and have fourteen more ready for ‘their third and final reading. Senate. Auaany, Feb. 25, 1862. A communication was received from the Gana! Depart- ment asking the concurrence of the Legislature in the proposed reduction of canal tolls on certain articles. Mr. Raussy introduced @ bill to amend the genera! Mr. Summ introduced a bill to authorize the Brooklyn, Bath and Coney Island Railroad Company to use rails of not Jess than forty pounds to the lineal yard. ‘The Senate then went into Committee of the Whole, and considered the bill defining the duties of the Captain of the Port and Harbor Masters of New York. The bill authorizes the Governor to appoint eleven Harbor Masters, nine to reside in New York and two in BrooklyE. ir. The District Attorney expressed himself satisfied that these men were unable to pay any fine. Judge Shipman then said:—ihe government brought these men hero in 1860. Bagi d were indicted vi the 29th of October, which perhaps was as soon as could be ater ‘their arrival in this couuntry. The trial has been delayed until the present term. Very obvious reasons, as 1 can eee, have operated uj the government to delay the trial of these men. They have delayed it without any fault of the men themselves; they were eutitied to trial at that time, and it was the duty of the goverument to bring it on, unless there were sume reasons of policy to Tequire its’ postponement. The government has p.s:- poned it from that time down to the present time. the meantime the principal offender (Gordon) has been tried, convicted and executed. Now, the government having withdrawn the iudictment for the capital offence, and to the minor charge the prisoners having entered a plea of guilty, thereby saving the government tie ox- pense and labor of a trial, I do not feel, under these circumstances, called upon by any sense of justice to in- flict upon these men any more than a punishment which will render their term of imprisunment since their indictment equal to two years, the hmit fixed by the statute. As to the fine, inasmuch as the District Attorney says, upon inquiry, he is entirely satis- fied that the men have no means to pay , I do not, in the present features of this case, desire to fix a fing which would have no other than to prolong their labors at the expense of the government. ‘The sen- tence is that you be imprisoned for nine months aud pay one dollar fine. In the case of Warren, ex-Judge Dean said, that in counting wit him, he could not advise him wo plead guilty. 18 not citizen of the United Siates. CHARGE OF MURDER ON THE HIGH SEA8, ‘The United States vs. John Riley.—Theq prisoner is charged with the murder of H. Brown, a seaman, by throwing him from the rigging. The District Attorney, ip stating the cage for the prosocution, said that the American ship Marathon sailed from this port on the 16th of January, 1861, and on the 19th of that month, whist the deceased was on the yard arm of the vessel, he was kieked by the prisoner and fell overboard. Anentry was made in the logbook that the decoased died by acci- dent, but the facts of the case having been made known to the United States Consul at Liverpool, the prisoner was sent home to this country for trial. Mr. Christopher Tyler, part owner of the Marathon, proved that she was an American vessel. His total service was over ha'facentury. At his death he was on the retired list of the navy. DEATH OF REVO C. HANCE. Mr. Revo C. Hance, an esteemed citizen of New York died quite suddenly yesterday. He was a native of New Jersey, but has been a resident of this city for moro than half a oontury. He was for many years engaged in mercantile business es one of the firm of Leggett & Hanoo , but was better known to the public from his long conne.tion with the Croton Water Department, whe ¢ he discharged the duties of Regist-r faithfully and accepta- bly to the satisfaction of all. The name of Mr. Hance is identifie! with the organization and progrer# of the Mer- cantile Library Association, of which he wes ore f the frvstees, and in the prosperity of which he felt the mort- lively interest. His funeral will take place t -morrow (Fri- day) afternon at two o'clock, from St. Thomas’ church, corner of Broadway and Houston stre t. DEATH OF EX-SENATOR ROBERT Y. GRANT. Robert Y. Grant, ex-Senator of this State, dicd at Mid- dletown, New York, on Wednesday morning. Senator Grant was a native of the town of Liberty, Sul- livan county. New York. He was of Scotch descent, and was born on the 221 of November, 1818. His parents are still living. His father, Joseph Grant, one of the ploncers of Sul'tvan county, is a man of prominent influence and distinction, and is Bow in the seventy-fourth year of bis age. T x-Senator was educated in the common district schools of his native place. On attaining his majority he adopted the vocation of a farmer until ebout eleven years ago, since which time ho has been successfully engaged in the tanving business. Ho held the office of Justice of the Peace of Liberty in 1849-55, and was Supervisor in 1854-9. He also held the offico of Postmaster for six yeare, He was State Senator in 1860-61.
