INTERESTING FROM THE SOUTH. The Latest Rebel Telegraphic Despatches. ALARM OF THE REBELS, &e., &e. &e, Fonrass Monros, Feb. 13, 1862. Despatches from Memphis to Norfolk admit that the ‘Union flag was cheered on the Tennessee river by the People, and assert that the Unionists neither seized nor destroyed any private property, not even cotton. Governor Letcher has issued an order for the formation of Home Guards for the defence of Norfolk, Petorsburg and Richmond. 4 Bishop Ames and Hon. Hamilton Fish return to Balti- more, the rebels refusing to receive them. Four hundred released Union prisoners will reach Old Point on Friday or Saturday. ‘The Richmond Dispatch says Our Tennessee exchanges give us gloomy prospects for the future in that part of the confederacy. Several lead- ing journals intimate plainly that there is really a throat- ‘ning state of affairs in East Tennessee, growing out of the idolatrous love of many of these “pooyle for the old Union, The correspondent 8f the Memphis Avalanche writes that the condition of the interior counties is not improved by the lapse of time. The people apprehend an imme- diate advance of the Northmen, and traitors to the South evince their joy in every village and neighborhood. The Unionists are making de- monstrations in many of the northern counties? and even at Memphis there were exhibitions of joy on the arrival of the news from Beech Grove. Armed bodies ‘of Johnson’s and Maynard's followers are prowling about in all directions through the mountains. In the remote counties many have beon shot at night in their own ‘houses who adhered to the fortunes of the South. DESPATCHES TO NORFOLK DAY BOOK. ‘TAX UNION TROOPS AND GUNBOATS IN TENNE:SER. Muarurs, Feb. 12, 1862. The latest advices from Tennessee river report that Genera! Pillow has the Union force hemmed in near Fort ” Fort Heury 1s submerged, and has been abandoned by the Unionists. One Union gunboat returned up the Tennessee river to the bridge on yesterday. ‘The bridge is guarded by 500 Unionists. There is a large Confederate cavalry force betweon them and Paris. Phe Union men were cheering for Lincoln. The peopie of Paris were preparing to leave. ‘The latest adviccs from Paducah say that boats are constantly arriving with forces from Tennessee river. ‘Fourteon have already gone towards Fort Donelson with troops. Heavy firing was heard in that direction on Tuesday. ‘The Confederate loss at Fort Henry was five killed and “ten wounded. Gen. ‘ilghman was taken prisoner. A key to the recent advance in bills may be found in the tables of foreign im- portations at this port. During the week which ended last evening we imported from abroad very nearly a million dollars worth of dry goods (chiefly woollens and cottons), and over @ million dollars worth were thrown on the market. Under thenew tariff these goods should pay a handsome revenue to government. They will have to be paid for in specie, and, as similar goods can be made here, government may just as well divide profits on the trade in them with the foreign manufacturers. Gold rose to-day to 104% a f with large trans- actions. The extraordinary combination of good news which was received to-day failed to produce the effect which might have been expected on the Stock Exchange. At the opening of business operators had the fact of the passage of the Trea- sury Note bill, with the legal tender clause, at mid- day; the official intelligence of the brilliant success of the Burnside expedition was received, and, later in the afternoon, we heard of the capture of Springfield, and of developements of loyal feeling in Tennessee. Yet the closing prices of the day, when compared with those of yesterday, only show an average advance of 9% a ¥% per cent. Some of the purely speculative shares—such as Toledo, Rock Island and Michigan Central—rose 1 per cent, pro- bably because to their interests the successes and reverses of our arms are alike indifferent. But dividend paying securities, like Pacific Mail, New York Central, Panama and Burlington and Quincy, only rose 44 a 34; United States securities were no higher than yesterday, and, with the exception OF Tennessees, none of the State stocks fluctuated, This condition of the market, especially when viewed in connection with the growing ease of money and the steady appreciation of gold, is very remarkable indeed, and leads to much com- ment. Some people account for the absence of life, and outside business on the Stock Exchange, by saying that the bulk of the loose stock in Wall street is now held by four or five leading houses, which have always been identified with the bear party, and whose leadership the public is therefore very loth to follow. By and by, when the govern- ment begins to pay out its paper, and stocks are not so notoriously held by speculators whose sin- cerity as bulls is more than doubted, it seems to be expected by the commission brokers that their customers may re-enter the market. At present the general talk among the commission houses is that stocks are pretty high, considering the times, and are not likely to advance much so long as heavy blocks of stock are held by parties whose general distrust of public securities has been no- torious for years.
