REPORT OF THE COMMISSIONBRS OF THE CENTRAL PARK. The report of the Commissioners of the Central Park— avery voluminous documont—was received and 1,000 copies ordered to be printed. The following is a synopsis of the report:— Owing to the national diMouities in the spring of 1861, it was somewhat difficult to determine, in a work employ- ing large number of men, upon the wisest measures to be adopted. A large dimunition in expenditures was re- solved on and effected, It wonld not have done to stop the work, for much of it was in a condition requiring completion to prevent damage by action of the weather. The men were gradually absorbed in other vocations. In 1860 the expenditures were $878,354 In 1861 the expenditures were. 479,103 A reduction in 1861 of. «+ $899,191 A farther reduction in expenditure will (ako piace wis year. ‘The average force in 1860 was ‘The average force in 1861 was ‘Total. . Statistics of work done are given at tenet. THE WIGH BATES OF DUTY--CHARACTER OF THE IMPORTATIONS—REVIVAL QF BUSINESS—LAKOH RECRIPTS OF DUTY, ETC. ‘The high rates of duty were not levied any (00 600n on Sugar, tea and coffee to answer the object the goverpmont had in view. During the past and present mouths large Quantities of all these articics have arrived at this port, and bave in many cases been placed in warehouse on account of the large amount of duty which it is necessary to pay before obtaining possession of tho goods. This remark is especially true of coffve, of which many car- goes haye lately arrived, it being u0 uncommon thing for ‘a single invoice valued (exclusive of duty) at $100,000 to be placed in bond. The high rates of duty now levied on this ond the other articles named above bid fair to in- crease the revenue dorived from duties on foreign goods to a sum exceeding that hoped for when the new duty was levied. The business of the Custom House, since tho beginning of tho year, hag boon s0 great as to encourage, those who feared for. the” revenue. The sums received have been as large in many cases as in (h® most prosperous times, amount ing to from $100,000 to $200,000 daily. A larger sum than the last named has, in fact, been received once or twice within @ week. These sums , too, from the duties on articles which are r of life, or which have como to be regarded as such, like sugar, tea, coffee, blankets, ke. The importers of dry goods’ have been, during tho last year, abstainivg from the importation of articles in their lino of trace, drawing for the supply of consumers on tho goods already on the market and those in bond, of which latter thre was a large quantity at the outbreak of the rebellion. They are now beginning to import a little more freety than for some months, owing to a supposod scarcity of foreign dry goods in the market. The goods, however, which they now import are of the more useful descriptions, such as blankets (of which large Pe guia have been imported by private individuals), Some woollens, a few cottons, worsteds and worsleds abd cottons. All’ of these goods ° imported much more sparingly than in other years. Such goods as laces, embroideries, fine linen, embro Jered megiins, &e., which are imported in large quantitios in times of peace, now rarely find entry on the Custom Honso books. The men who leags and occupy bonded warehouses have been quite indignant ever since the action taken by the Collector in appointing assistant storckeepers at their expense, and the announcement made in Sunday's HxraLD that the justice of thoir complaints had been acknow- ledged, and that the oifice was to be discontinued where it was not necessary, gives them great satisfaction. They complained thst the appointment of men to offices of which there was no need, at their expense, at a time when everyihing had been done to injure the ware- housing business, was exceedingly unjuat. The flamcs extended to the roof of the building, and before subdued it was nearly destroyed. The damage to stock, machinery and building will be about $1,500; insured in the St. Marks and Williamsburg City Insurance Companies. New Haven, Naw Loxpox axp Stowinctow Ram.Roap.— The New Haven and New London Railroad has boon placed in the hands of trustees, for tha benefit of tho bondholders, by order of the Superior Court. The bullion brokers predict a continued export of gold, as they say the country is bare of goods, and, whatever the tariff may be, people will buy silks, ribbons, flax and woollen goods, tea, coffee, sugar, iron and lead. To pay for these foreign goods;we have nothing but breadstuffs—of which the export is declining— and gold. The decrease in deposits is unexpected; that of loans is less than was expected. The banks have now reduced their circulation about three millions since they suspended, and all the banks are still calling in their notes and declining torcissue them. In ashort while great embarraas- ment will be felt here for the want of small notes. Money is abundant. On call the general rate is six per cent. The Sub-Treasurer allows five on deposits of United States notes, and some lenders succeed in getting seven per cent. First class paper sells at 6 a 7, and ordinary to good business paper at8 2 10a 12. Foreign exchange closed to-day at 114% a 115 for bankers’ bills, and very few bankers were will- ing to sell under 115. There is very little demand for bills; but the supply is even less than the de- mand, and bankers put up their notes in order to be able to ship specie. Gold rose to-day to 103%, and a sale was made this afternoon at 104, buyer sixty. The shipments of specie last week were as fol- lows:— Spanish doubloons. Gold bars and sovereigns. . Gold bars. + $1,420,308 Stocks opened to-day with a better feeling; but the absence of orders caused a decline in the mar- ket as soon as the speculative list was reached. The decline was aggravated by the receipt, shortly after noon, of the America’s news, which fore- shadows a probability of an early interference by France in our civil war, and the market looked very gloomy in the afternoon. The average de- cline was % a % per cent on the speculative list; but Illinois Central fell off 1 per cent, Pacific Mail %, &e. The America, which arrived to-day at Halifax, brings news to the 28th, having been detained two days by running aground in Queenstown harbor. As the Emperor's speech was delivered on the 27th a synopsis of it should consequently be found in her news. From the fact that no intimation of its tenor has up to this hour been transmitted by tele- graph, and nothing said about French intervention except ‘vague rumors” of an application said to have been made to Great Britain by France, it is inferred that Mr. Thurlow Weed’s predictions of an announcement by the Emperor in his speech of » policy hostile to this country have not been con- firmed. The Illinois Central Railroad Company have called for an additional assessment of' $5 a share. The Board of Control of the State Bank of Ohio met at Colambas last week and unanimously passed a resolution recommending the branches of the State Bank to accept the provisions of the act re- cently passed by the Legishature authorizing a sus- pension of specie payments, The State Treasurer of Wisconsin reports that there is in the treasury $29,322 of the bills of dia- credited banks of the State. Of this amount $12,708 is on banks which have been wound up, and oa which the Comptroller is ready to pay a little-more than 67 per cent, or $8,591 18 in the aggregate. Should the balance come in as well, the loss to the State on the whole amount will be about $9,000.
