In other words, taxes must De levied at once, aud made payable in April at latest, or there will be another deadlock at the ‘Treasury within ninety days, The new regulation: by which Treasury notes are received on deposit at the Sub-Treasuries, will prove useful to some extent. But the relief afforded by this expedient will not be adequate to supply the wants of go- vernment, if the collection of taxes be unduly de- eyed. Mr. Cisco cannot hope to get over ten millions at most on temporary loan, and in the event of a disturbance in the money market the Dew plan might emborrass instead of assisting the Rovernment. It ia to be hoped, therefore, that the Committee of Ways and Means will remember that speed is of more cgnsequence, in the present emcr- gency, than exactness of detail, and that a scheme for a system of direct taxation will be laid before the House this weck. The whole subject has been vo thoroughly ventilated in the newspapers that po member can pretend to be unfamiliar with its bearings. Everybody knows what articles wil: bear taxation, and every competent statistician ean form ap opinion as to the amount of revenue they will yield. Every one is agreed that tax * tion—copious, searching and thorough taxation—is the true remedy for the case. Let there be no time wasted, then, in such idle discourses as were delivered on the Treasury Note bill by the oppo- nents.of that measure. Members of Congress may surely be assumed to know something; it should Dot be necessary to review the whole science of Political economy to enable the House to decide whether a stamp tax should be 4 or % per cent, railway passengers should or or whether should not pay s small tax on their tickets.
