But the relief afforded by this expedient will not be adequate to supply the wants of go- vernment, if the collection of taxes be unduly de- eyed. Mr. Cisco cannot hope to get over ten millions at most on temporary loan, and in the event of a disturbance in the money market the Dew plan might emborrass instead of assisting the Rovernment. It ia to be hoped, therefore, that the Committee of Ways and Means will remember that speed is of more cgnsequence, in the present emcr- gency, than exactness of detail, and that a scheme for a system of direct taxation will be laid before the House this weck.
