FINANCIAL AND COMMERCIAL Taurspay, Feb. 6—6 P. M. A general feeling of uneasiness continues to per- vade mercantile and financial circles, in conse- quence of the uncertainties which overhang the fu- ture financial policy of the government. It is openly asserted that the gravity of the crisis is not appre- ciated at Washington, and that Congress seems strangely unconscious of the perils which will be- come inevitable if the present state of delay lasts much longer. There is very little that is encourag_ ing in the letters from Europe. The entire mer. cantile and manufacturing interest of England and France seems to be hostile to the United States» and the only hope of our escaping foreign interven- tion on some such frivolous pretext as the stone blockade, appears to rest upon the conservatism and high principle of some members of the govern- ments of these two Powers. Very serious incon- venience is caused by the policy of certain banks in throwing out United States notes. It is proposed that the merchants unite in a representation to the banks, requesting them to receive these notes on deposit, andif any refuse, that a general reques, be forwarded to the Bank Superintendent praying that he wind them up forthwith. All the banks are on illegal ground, and it is in the power of their customers to compel them to close their doors, The true and safe remedy for the present difficulty is, however, the passage of the legal tender clause by Congress. It passed the House this afternoon by @ decided majority, and will now go to the Senate. The money market is without change. Money is in good demand at 6 a 7 per cent, very few lenders being anxious to part with their money at present. First class paper is so scarce that it passes readily at 6 a7 per cent. Foreign exchange is inactive, but rates are firm. We hear of sales of sterling at 104% for first class bankers’ bills, and of francs at 4.97% 098%. The. market will not become fairly active till to-mor vow. The stock market remains dull and languid, with ® limited business. Operators are all intently watching the proceedings in Congress, and rumor states that some of the members who have lately made themselves conspicuous by their ardent de- yotion to the hard money system are in close and constant communication with some of our speculative jobbers.
