For a month there «has been no material variation in this item of the bank state- ment; the income of the banks has balanced the outgo tothe Treasury. This will probably con- tinue to be the case for some time to come. During “the past week the banks have paid seven millions into the Sub-Treasury on account of the popular “loan. Bat'the disbursements of the Treasurer have “been so-heavy that even should the reserve show a decrease to-morrow the apparent deficit will be «made up during the present week. Over three -millions of dollars haye been disbursed to con- + tractors and others at this point since last Monday. In studying the bank statement it must always be ‘remembered that, from the fall of 1857 to the fall «of 1860—when the banks were conducted on ex- tremely conservative principles—a reserve of “twenty millions was deemed adequate for ail possible contingencies. The banks now hold more than double that amount. It should also be borne in mind that on 19th August, when the banks first decided to stake their fortunes on the success of the government, the actual specie reserve in the “banks and the New York Sub-Treasury amounted i? round figures to $54,000,000. Since then severa | millions of gold have been sent to Chicago, St’ “Louis, Cincinnati, Western Virginia and Washing- ton, for government use. Yet at the present tim? it appears from the returns from bank and Sub” “Treasury that the aggregate reserve does -not fall Mar short of fifty millions. A right understanding of these facts will lead to the conviction that the only ‘financial peril which was apprehended by the timid in August last—the hoarding of specie by the peo- ple—has been safely avoided. There has been no + Aoarding anywhere. The gold which wasin bank ‘when the war broke out is in bank still, and it is fair to presume that, as the people did mot lose heart and hoard when the fortunes of the republic were at the lowest ebb» they will not do so now, when the horizon is brightening daily. It is necessary that the outflow of specie should be prevented at all hazards. If there should seem to be any chance of an increase of importations of foreign luxuries it will devolve upon Congress to lose no time in raising the duties so as to render such importations once more given them cour. options. These figures reflect the large profit which our banks are reaping by the patriotic policy which they adopted in August last. At the present time, after deduct- ing from the bank loan the aggregate amount of popular subscriptions to the 7.30 Treasury notes it appears that the banks of the city of New York are drawing 7 and 7 8-10 per cent interest on on their entire capital, awd accumulating a ri sonable surplus besides by their transactions with NEW YORK HERALD, MONDAY, NOVEMBER 25, 1861, 6 Cae Aa a ee ‘ a this city 308 635— in other words, that, independently of their mercantile busi- dividend al, Nov. 23, ; PU 0 PARISTAN FAsHIbss, Z tf 7 government, menader B tu § tothomate sb have failed. to movies ihe many exquisite | Money is easier than It was @ week age, Call loans are still quoted at six per cent, and parties who go in search of money cannot borrow at less than six, Persons who have to go imsearch of bor- rowers, however, are obliged to content themselves with a fraction less, and many of the old houses de_ cline to give over five for temporary loans. Very high rates continue to be paid by houses which have been engaged in the Southern frade. It is,evident that, though many Southern debtors may wish, for their own sakes, to pay their debts as honestly as Northern men, the exi- gencies of the rebel despotism will impoverish the Southern people before they are thoroughly sub- dued; hence little reliance can be placed on the value of Southern debts, and the wisest plan for all parties is, to write them off at once, and trust no Foreign exchange rose last week to 108% a % “at 109; and to 6.214 a 23% for francs, a few draw” The advance was ex” bankers is that when navigation closes on the lakes and canals the railroads will not be able to carry the seaboard to sup. of ex- change.
