2 The Burning of the Cataline. UNTERESTING DISCLOSURES BEFORE JUSTICE QUACK- ENRUSH—THE STEAMER ALLEGED TO THAVE BEEN WILFULLY FIRED—EVIPENCE OF MR. DOBBYN LALOR, COUNCILMAN VAN TINE AND CAPTAIN PHILIPS. ‘The investigation before Justige Quackenbush relative to the burning of the steamer Cataline at Fortress Mon roe, on the 2d of July last, promises to bo quite interest- ing. A man named James Larkin, who officiated as a sort of clerk on board the boat at the time of her destruction, is suspected of having set fire to her; but the evidence is by no means satisfactory as to his guilt, and it would not surprise us much ff the oriime were fastened upon some other party before the investigation’is concluded. It is true Mr. Dobbyn Lalor testifies that he heard Lar- kin confess that ho set fire to the boat, but the very next witness for the prosecution (Captain Philips) declares that the accused was in his berth asleep at the time of the conflagration, and that when he was rescued from the rudder he was found to bo in his shirt and pantaloons, The testimony of Captain Philips as to Larkin’s capacity on board the Cataline, and the man. nor in which he came to be on board, is rather muddy, and will bo worth perusing. That there is ‘‘a wheol within a wheel” there is no doubt, but-what the real Tacts are a lengthy examination alone can determine. The Oligwing is a report of the evidence elicited gu. Tuesday ‘afternoon: M. Dobbyn Lalor, being duly sworn, deposes and say® Abat he is iuted with one James Larkin, of St. Law- State of Now York, and at present living at ne this city; that tho said James Lar- ‘kin, on the 14th o Bt, 1861, said to this depenent that he (Larkin) had sailed on’ board the Cataline for Fortress Monroe im the capacity of purser or steward; that the said Larkin had accomplished the burning of the steamer; that at the time the vessel left Fortress Monroe, after leaving General Butler and staf there, and while paper ary into the stream, the lights were all put out, and th a the whole thing was well arranged—so well, in Tact, tho steamer was al) a-biaze in a mo- met ‘hat ne done it, And this deponent further says whe ghove statement was made among other statements Seiative to said vessel by the said Larkin, and that the aid Larkin has repeated statements sev ‘eral times to this deponent in reference thereto; and this deponent further pays that on the 22d day of Angugt, 1861, tho said Larkin stated, in the presence of deponent, among other things, that he (Larkis) had accomplished Lhe destruction of the Cutaline: by spirits of turpentine at the smoke pipe. ‘John Van Tine, No. 831 Broome street, bemg duly sworn for tho proséantion, says:—I know Mr. Larkin Papen his coming in my place; nover saw Mr, Isaac Philips mk once; ho made himself known to mo in my place; the urser of the Alabama was With him; ho introduced said Phitipe ns captain of the steamer Cataline; there waa other person, whom I do not know, with him was not present at the time; Mr. Philips told’ mé © ak the time of the firo of the Cataline Larkin was asleep in ‘his berth drunk; he tok! me this to slow the impossi- bility of Larkin’s being the captain of the steamer; I sup- pose he used that expression for the purpose ‘stated; tain = Philips left. omy place; after which a Larkin came in; he then went out; after that Philips, Larkin and thoir friends met at my place; Philips asi I Larkin in my presence if he was captain, or if he ever told deponent that he was captain; Larkin said that he had never told me so, and he n did; other persons had told me so; they’ then passed ont; there was no dif Gculty in my place; I think I saw Larkin again that same afternoon; i think I saw him twice that afternoon; the second time I referred to 4 difficulty with Captain Philips in the presenco of Mr. Lalor; he said he knew enongh about the Captain to put him ina tight place; Mr. Hughes was hot present then; the aitercation referred to was about dinner time; think Philips accused Larkin of not doing anything towards saying anything, that he found Larkin lying on the rudder of the boat; think Larkin was present when Philips told me that; shoul judge Larkin was sobor when be spok: ing or putting Philips in a tighs place; Lalor was pr with him; should say Larkin was perfectly sober Lalor was in the habit of being constantly with Larkin ; Larkin told Philips that he done as much as he (Phili did-to put out the fire, and if he hadu’t done someth towards saving the powder or putting something out of the way what would bs the consequence, or something of that Kind; Larkin said Philips appropriated something from the boat to his own vse. Isaac O. Philips deposed as follows:—I reside at No. 114 South Ninth stroct, Williamsburg; I knew the steamer Gataline; I had command of her from April 25 untit the 24 of July ,1861, when she was burned; she belonged to Mr. Charles A. Stetson, Jr. ; the’ papers were in his name; M. M. Several banks and bankers are avail’; themselves of the decline of the bank specie reserve to put up the rate of loans to six per cent, and for the present that must be considered the rate. I to be maintained when the Sub-Treasury begins to disburse the large amount of money it has on hand. Exchange closed firmly at 10734 a 108 for ster- ing bills (bankers’) and 5.32% a 35 ‘for francs. Stocks were dull, and rather lower to-day, as was natural after the buoyant market of yesterday and the day before. There was no increased amount of stock offered, however, ang the transactions were limited. Ten- nessees rose 124, North Carolinas 14, and Virginias ¥Y%- The advance was chiefly due to a communica- tion reccived from the District Attorney, stating that that official would like to know whether, in the opinion of the Board, Southerners are sending their stocks here for sale or buying State bonds which come into the market from other sources. As it is well known that the supply of Southern State stocks has come from the West and the demand from the South, it is inferred that no further steps will be taken to in- terfere with transactions in them.
