Opinions of the British Press on th? War News from America. "WHAT IS THOUGHT OF THE BLOCKADE, Lord Palmerston Fears England May ** Drift Into the Quarrel.” Cotton Quiet and Firm---Bread- stuffs Drooping. ‘CONSOLS, 90 1-4 A 90 3-8, Sr. Jonns, N. F., August 20, 1861. ‘The steamship Canada, from Liverpool on the 10th, via Queenstown on tho 11th instant, arrived off Cape Race ‘at haif past feur o'clock yosterday (Mouday) afternoon, ‘Tho Canada has 134 passengers, and $100,000 in specie for Halifax and $114,900 fur Boston, ‘She reports that on tho 13th, In latitude 61 29, longitude 1 93, passed Great Eastern; 14th, at 7:40 P. M., latitude 61 22, longitude 26 10, passed steamer Arabia; 17th, at <6 A. M., latitude 5 55, longitude 38 20, passed large screw Steamer, bound east. ‘The dates per the Canada are two days later than those a@troady to hand, As regards European politics tho news is unimportant. ‘Tho steamship Saxonia, (rom New York, arrived out on ‘the 5th instant. American affairs claimed undivided attention. ‘Mr. Russell, in another lotter to the London Times onthe Dattle at Bull run, asserts there were no daring deeds on either side;and no desperate struggles except by those who wanted to get away. ‘The London News defends the Northern army. ‘Tho Bishop of Durham died on the 9th of August, The American houso in Liverpool reported suspended by the last steamer is that of Whitworth & Co.; liabi- ‘Mties not stated. : The Bombay mail of July 12, reached Malta August 7. ‘The African mail has arrived. ‘The slave trade was being carried on very briskly. Adespatch from Queenstown of the Ith of August ‘The stonmship Canada has £38,000 in specie. ‘The steamship Asia, from New York, arrived here yes- torday, the 10sh inst. ‘The mammoth English iron platod war ship Warrior bad tmade a successful trial trip down the Thames. THE AMERICAN REBELLION. Undivided Attention of England to the ‘War Question—Farther Reports of Mr. Russell, of the Lendon Times, on the Bull Ran Battle and Retreat—The Lon- don Journals on the Bloekade—Lord Palmerston’s Opinion as Expressed in the London Post, His Government Or gan—Arrival Out of Ships from Savan- mah and New Orleans, é&c. American affairs claimed undivided attention. ‘Mr. Bussell, in another lotter to the London Times on the ‘Pattioat Bull run, asserts there was no daring deods on ‘either side, and no desperate struggles excopt by those ‘who wanted to get away. ‘The London Times, in an editorial, takes the recont speech of Mr. Vallandigham, of Ohio, as an evidence of tho charges that will be brought against Mr. Lincoln if the South is successful. It says that only a victory by which the stain of Manassas may be effaced and the South indaced to come to terms,.can secure the President from ‘the consequences of having begun the civil war. The Landon Globe observes, with regard to the blockade question, that the blockade is a right of war; but by what right, whether of war or peace, can Congress em- Power the Exccutive to desist from the blockade and substituto the levying official duties on goods about to be landed in territories where that Executive can afford no ‘Protection to them from further exaction or speculation The Shipping Gasetle complains that the blockading ‘@quadron on the coast of America appears determined to interrupt marine commerce in deflance of the best undor- ‘atood maxims of international law, and at risk of col- Tision with the forces of a maritime Power. ‘The London Post, in an editorial on the blockade ques. England should be compelled to drift lame will not rest with England, but ‘with a government which has endeavored, to the ruin of Gnnocent commerce, to enforce the validity of a blockade ‘which it is manifestly incompetent to maintain. Tho London Daily News defends the Northern army. The London Times of the 10th remarks that the Ame- -ticans of tho North even take pleasure in tho sensation aused by their recent unparalleled dofeat. Another letter from Mr. Russell says, he having acquired further information respecting the fight ,has come to the following conclusion:—There was not a bayonet charge made by tho federal infantry during tho day; there was nota charge of any kind made by the Confederate cavalry upon any regiment of the enemy until they broke; there was mota band to hand encounter between any regiments; there was not a battery charged or taken by the fede Talistsy there were ‘no masked batteries in play ‘Dy the Confedorates; there was no annihilation of rebel ‘horse by the Zouaves or others, a volley fired by one battalion emptied three saddles among a body of horse, who approached at somo distanco, and tho in- fantry, which performed the execution, then rotired, sand there were no desperate struggles except by those He then alludes to the ap_ Proach of the Confederates towards Washington; says ‘the Unionist troopa were complaining of nothing having ‘Ween paid them, and about 80,000 three months’ men had ‘felt, or were about leaving. ‘The London News warmly defends the Northern army from malignant attacks on account of the retreat from ‘Manassas, the estimates formed on the hurried fight ‘of a mere panic stricken mob of camp followors, and <@ulogizes the gallantry of tho Union troops, In the same article the News says the aim of the South is to extend @ad perpetuate slavery. Mr. Bernal Osborne, » member of Parliament, in a ‘@peech to his constituents said he believed the American ‘quarrel moro attributable to the Morrill tariff than the Mave. He hoped a reaction would take place in England. ‘& Lancashire was pinched there would be great distress, and he could not foresee in what issue this unfortunate fratricidal struggle would ultimately end. England’s only course was to calmly await the result and abide by ‘tho policy of non-intervention. ‘The Canada reports the arrival out of the folowing ves- eels from blockaded ports of the South:— Arrivod from Savannah, Genoa, at Deal. Artived from New Orleans, Kaler, at Barcelona, into the quarret, ‘who wanted to get awa; ‘The Moniteur confirms 8 report current but not credited, ‘that the French government has sent despatches to Rome asking satisfaction within twenty-four hours. ‘The monthly returns of the Bank of France show an in- <erease in cash of over 12,000,000 francs, ‘The Emporor has bestowed the military medal on tho ‘Bing of Sweden and the Prince Oscar, ‘The Bourse closed flat and drooping. Rentes 68f. 300 ‘The Italian government has cancelled the order for the withdrawal from Naples of the Swiss soldiers formerly in {ghe service of the King. In the lower House of the Hungarian Diet, an address from the Diet to the Emperor had been proposed by M. ‘Deak and unanimously and enthusiastically adopted. The sdemands made in thie address do not differ from those in ithe first, which refutes the Imperial rescript and declared ‘hat further negotiations are broken off. APesth despatch of the 9th of August says the depu- fons from the magistrates and electors had congrata- ‘Mt. Deak on his late conduct. M. Deak has refused ‘@ serenade offered him. ‘The reply of the Dict to the Imperial reacript would be ‘\Geppatched to Vienna on the 12th. ‘The dissolution of the Diet was anticipated. ‘The modecate perty and the party of action in Hungary Commercial Intellig MONEY MARKET. Portrait or GENERAL Simaxt.—We have been favored by Mr. E. Siogel, the artist, with an excellent lithographic portrait of Brigadier General Franz Siegel, who, a8 second in command to the brave and lamented General Lyon, of the Union army in Missouri, has won unfading laurels by his bravery and sagacity. General Siegel now commands the column of the late General Lyon, and we doubt not that he will add to the roputation which he has already achieved as a brave, skillful and energotic offcer.
