Qn the other hand, at the present time, mer- chants who have been trading with the West are bardly in a better condition than those who have een doing business with the South. Most of the currency of the great Northwestern States ws based on deposits of the State stocks of Virgi- nia, Missouri, Tennessee and Kentucky, which stocks have within the past few months or weeks deolined over filty per cent, and would be much Jower but for the fictitious demand created by the operations of the bears in Wall street. The fail im these cecurities has occasioned a correspond.ng depreciation in Western currency, and, in conse- qmence, a dead jock in exchange on New York. The Western holder of $10,000 in Chicago cur- renoy (representing deposits of Virginias or Missouris at 75 cents on the dollar) cannot purchase a drafi on New York for any- thing like $10,000 with his money. He must sub- amt to a discount of 10, 12 or 15 per cent. And as there are few branches of trae which can afford to pay such a shave as this, Western debtors, as a genera! rule, are holding back in the hope of some improvement in their exchange market. Many think that the reopening of the canals, the spring movement of produce, will help remove the difficulty; and this is doubtless true to some extent. There is no reason why honest debtors in Illinois and Wisconsin should not send on corn aud flour to meet their notes here. But we take it that ihe cardinal trouble grows out mrinsic worthlessness of the basis of mos Western currency, and that this tronb) onrable. ‘The sooner the West realizes the fact that the stocks of all slave State worthless, that no interest will be paid on t for some years, if ever again, and that money will be saved by sending them to New York and con- verting them into money even at the present preciation, the quicker will matters in that section begin to mend, and Kastern creditors get their money. The West must call in its present de currency, issue fresh bank notes based on deposits of free State stocks, plant plenty of corn and wheat, and ina year it will beable to pay all ite debts twice over. We have frequently had occasion to observe that the war is going to revolutionize ou ‘The beginning of the revolution is upon us. The od, rich houses, which have grown strong by se. ing to the © ,are going down, one after an other; and meanwhile other honses are growing up in their place. Many New York houses will grow rich by furnishing the troops with supplies during the war. War always creates a large de- mand fora certain class of commodities. Those who produce and those who sel! these wil! make money. Next year the West will be able to buy largely of foreiga and domestic merchandise, and careful capitalists will then inquire for Western, just as of late years tl have insisted on Southern paper. There need be no fear for the commerce of New York. Indi- viduals fail and disappear, bnt their places are soon filled by younger and more tuna'e men; andthe commercial community, despi asters of a season, increases year by year bers, wei and power, The difficulty of negotiating paper is very gre indeed, and bat few names can be passed at price. Very choice acceptances go at about s percent.
