Army, “Intellige: oe. CAPTAIN THOMAS W. SWEENY. Among the recent promotions in the United States that of Thomas W. Sweeny, of this city, toa ful captaincy. Gaptain Sweeny was one of the officers ef tho First regiment of New York Volunteers who servea during the late war with Mexico. He took an active part ip the siege of Vera Cruz, the batgies of Cerro d Cherubueco. In the latter affair— army wi Gordo, Contreras whieh has been pronounced the most obstinately con- tesied during the war—he was in command of his com- ny, ane fell at its head near the close of the battle, ten the effects of an aggravated wound in the right arm, which subsequently resulted in the loss of fim>. The bravery and lutrepidity of Captain Sweeny @uring the war won for him the highest regards of his arseciates; and his merits won for him, at the close of the war, the conside: ation of General Scott, who recom- mended’ bim for promotion in the regular army. The reoommendation of the veteran General was vot disre- garced, and in March, 1848, Lieutenant Sweeny was ap- pointed to second licutenancy in the Secoud regiment @f iwiantry. He was soon after ordered to join his com pany, «nd processed to Oregon, where numerous bands ef hostile Indians were preying upon the lives and goods of the white settlers. Lieutenant Sweeny, with his com- mend, was constantly employed in active service with the Indians, with commendable success. After two years wervive mm this manner, Lieutenant Sweeny was ordered by the War Department to return to New York. Ia June, 1851, he was promoted to the rank of first lieu- tenant, and last month he was promoted toa full cap- tancy’ Captain Sweeny is now at 3t. Louis, in command ot bis company, and has the military 6 of the Cus- House there. The recent government award continues to be freely canvassed in Wall street, and opinions are unanimous in condemning the course of the Sec- retary. The only question appears to be whether it proceeded from inexperience or from a less cre- ditable cause. When a loan is awarded in Eng- land, the Chancellor of the Exchequer usually rules out all bids below a certain figure; but he states that figure publicly before the bids, so that all bidders may stand on an equal footing. A Chancellor who fixed his minimum privately, and suffered it to become known among a few friends only, would be scouted out of Lombard street. We fear that Mr. Chase will not fare well hereaf- ter among the moneyed men of Wall street. The bankers who went on to bid at Washington returned this morning; they seem to say that before they go there, that there wil the government.
