FINANCIAL AND COMMERC Scspay, March 17, 1841, The feature of the foreign trade of this port last week was the failing offin the imports, which were less than half those of the corresponding week of 1860, and much less than those of the corresponding week of 1859. The decline is duc, of course, to the commercial disturbance caused by pending political agitations, and nmst continue for some time to come, however the present trouble may terminate. The event and the pros- pect may be viewed ina gloomy and also in®a hopeful light. A decline in importations implies a falling off in trade, which, in one sense, is the greatest disaster that can befall a commercial port anda commercial country. On the other hand, however, a decline in importations implies a de- crease of consumptio decrease of indebted- ness to the foreign world, and—production proceeding on the usual scale—an increase of wealth retained in the country. Thus, while, as we said, we took from the foreign world last week only half as much as we took during the corresponding week of 1860, and our total impor- tation since January 1 is nearly $13,000,000 less than that of the corresponding period of last year, on the other hand our exports last week were # million in excess of those of the corres- ponding week of last year, and onr total exports since January 1, $11,200,000 in excess of those of the corresponding period of last ir. The course of the foreign exchange market ren- ders it probable that, after next week, the flow of coin from Europe will cease. At the same time the season is now approaching when gold generally flows to New York from ail parts of the country. Unless the usual course of trade be reversed this year, we shali witness an accumulation of over forty millions in our banks by June next. The bank loans swelled, according to last state- nent, from an average of $121,893,963 on March 2, to an_ average of $122,705,004 on March 9. The increase was caused by the award of the government joan, large amounts of whieh were hypothecated in the banks. M seems doub fal whether the statement to be published to-morrow will show a farther increase. The banks are rnking great efforts to secure all the good peper that is made; bat liquidation proceeds ko fast that even by running the discount brokers ont of the field, it is doubtful whether they will ucceed in keeping their line up. We are going to witness a period like the summer of 1858, when money waa worth four per cent, and bank cashi went into merchants’ offices to beg for single name paper. The money market exhibits no great change since last week, though cupitalists find it perhaps rather more diffieul: to piace their funds. Several leading commission houses which receive money on deposit aid allow interest therefor have as much and more than they can use left with them at five per cent. People who go in quest of money, however, contiaue to pay 5% and ervept, Paper is very scarce indeed. A few ptional names go at 5 per cent, and what is generally known as first class paper at 6 a7. Se. cond class nawes, and names generally known to be connected with trade in the Gulf States, pass with difficulty at 12a24 per cent. Though the money market is infinitely easier fhan it was, it cannot be said that mercantile confidence has in- creased. The price of all leading articles of mer- chandise is nearly as low as it was in the worst period of the panic, and very heavy losses indeed must full somewhere. We lear of bat one failure, however, during the week—-a commission house in general merchandige. We have to report a further advance of 4% per cent in foreign exchange since the close of last week. Yesterday the closing rates were, for sterling, 10634 a 2% for bankers’, and 105 a °y for mercantile bills; for francs, 5.30 a 3394 for bankers’, and 5.33% a 35 a 37% for mercantile bills. Southern bills are more readily sold in our market than they were some time since. The Southern banks have been remitting pretty freely of late, and the difficulties about clearances being ap- parently removed, there seems to remain no reason why they should not recover their old position in our market. At the present rate of exchange it does not pay to import specie from England, the loss of interest being greater than the gain flowing from the difference of exchange. A few. are higher than they were a week ago, bat the advance is quite slight. The feature of the week has been an active de- mand for all classes of federal securities, which bas caused the new loan—awarded at 90%—to be sought for at 96, and the 12 per cent Treasury notes, which the banks were so reluctant to take at par, to gell at4 per cent premium, Whether people have come to the conolusion that politi- cal matters look brighter, or whether the low price of federal securities is at last attracting public at- tention, it may be difficult to decide; but people certainly seem bent on investing their money in United States bonds and Treasury notes, and from the look of the market, it seems quite possible that we may witness a forther advance. In any event, the general government is good for all it owes. Even if the border States had followed the example of the Gulf States, the Northern States would be abundantly able to pay the whole national debt, and would not hesitate to provide the interest, Thess are the considerations which seem to be influencing the pablic mind, and lead- ing to the appreciation of government securities. We hear of no attempts to place the new loan of the Southern confederacy on our market. It is understood that five millions have been taken at New Orleans, and with this the friends of Preai- dent Davis in this city seem to think the govern- ment will be able to get along for the present. It will have been remarked that the constitution of the new confederacy, published in yesterday's Usrarp, contained in the preamble a distinct assertion of separate State sovereigaty, implying the right on the part of each State to secede at pleasure. The creditors of the Confederate States will therefore have to rely upon the honor of each State individually for the repayment of confede- rate loans.
