The Case of Detective Williamson. Before the Police Commissioners. FRETIMONY OF MR. FOUCHE KENNEDY—ATTEMPTED ASBABSINATION OF TWO DETECTIVES AT BALTI- MORE. The above case was continued yesterday before Messrs. Bowen and Acton, Commissioners, quite large number of the members of the department being present. The ease was to have commenced yesterday ; but it seems that ‘there was some misunderstanding about the day. Mr. Kennedy was, therefore, absent from the city on Satur- day, and not preseut te hear the evidence given in behalf ef Mr. Williamson. The case seems to be the main topic ‘ef conversation among the police, and Mr. Kennedy is strongly condemned by most of the entire department, There is certainly every reason to believe that Mr, Wil- Mameon has furnished a truthful statement of the facts, ‘as those who have been associated with him speak in the highest terms of him, The eharge that he was intoxicated is clearly shown to be false, and eyi- dently trumped up with a view of revenge. At the trial en Saturday several witnesses wero sworn—Messrs. “H. Regan, R. T. Gilbert, Charles Heidelvernor, J. J_=. Abbe, ¢. Yaliahe, Wm. Connor, J. Pooler ‘and e and after the time it is alleged he was under ce of liquor, and all gave sworn statements that he was perfectly sober and showed not the slightest Mmdication of having drank. Mr. Thomas T. Everett was also Sworn, and stated that he was present in the Superintendent's office when Mr. Williamson called upon Mr. Kennedy, and that the said Williamson was perfectly sober, and during the conversation with Mr. Keanedy used the most respectful language. Mr Bowen desired to know if Mr. Kennedy was posi- tive that he had never seen Mr. Williamson before? Mr. Kennedy replied that he had not; was positive that be was not there in the month of December last. ‘Mr. Bowen—Have you been a candidate for avy oflice sander the general government’ Mr, Kennedy—I can only say that I nevor have been a eandidate for any office under the general goverment; but the ngwspapers have tried to make me one. Mr. Bowen—Well, I believe they have tried to miko you a candidate, as they have every one elsa of note: my Bame has aiso been used; bu: as these young men Soe en must have somethi ng to do, why {| must them to blow away at me as weil as at any other One of the reporters bere gave Mr. Bowen to under- stand that they did not ask hia permission, to which Mr Bowen seemed rather chopfallen. Mr. Bowen continuing—Did you have any convorsation with Mr. Williamson on the Ist of March with reference te your obtaining ollice? Mr. Kennedy—I never had any conversation with bim ‘or any other officer about going South, except those I sent: bs am sure those that did go received no orders until after got there; bo men, to whom Thad sent them; the custom to send officers out of the city, and to such places where crowds of people were to assemble; it was aot long since that several were seut to Canada on the arrival of the Prince of Wales, Mr, Bowen—Did you ask those you sent Sovth what ‘heir poliucs wore? Mr. Hawlev, Chief Clerk, was then called and sworn, who tretitied that he had served a notice on Mr. William- son and bis counsel, informing them that the trial was to come off on Monday at eleven o clock There being no otber witnesses, the case was closed, and as the reporters were about leaving Mr. Kennedy aid that he derired Wo apologise to the reporters for tak img Mr. W:liiamson for one of their number, to which he wae given to understand that apy apvlogy from him was unnecessary. The increase of loans and the decrease of specie are both the fruit ofthe award of the new government loan; and con- sidering that $8,000,000 were drawn out of the banks in specie, aud nearly an equal amount of securities deposited with them as collateral for joans, the decline in the specie column and the in- crease in the loans seem both quite moderate. the falling off in deposits indicates @ partial re- vival of business throughout the country; it is to be hoped that it may continue. Money is quite duil to-day, at about 6 per cent for call loans. Paper of the highest grade is in active demand at 6 a7 per cent; lower grades were at various rates. Treasury notes are wanted to-day at an advance. The foreign exchange market continues dull. Bankers ask 106, but there is very little demand. Importers generally are using their money in pay- ing duties, and are postponing their remittances to the other side. The stock market was buoyant and active this morning, the news of the probable evacuation of Sumter being regarded as conclusive against civil war. We intimated some days ago that the difti- culty would probably end in this way, for the pre- sent, and that, in the absence of the actual immi- nency of hostilities, the bulls were likely to pre- vail on ‘Change. The event has verified the asser- tion, To-day a very large business, indeed, was done, and, beginning with United States stocks and running through the list to the Western railway shares, everything was wanted at an advance. Central rose 1; Erie, Hudson, 194; Michigan Central, 14; Galena, Vas Rock Island, 134; To- edo, 1; guaranteed, *4; IMinois Central, 2; Read- ing, %. State stocks ‘were all very firm at a gene- ral Bavasibe; and so were governments. The lead- ing speculators continue to receive advices from Washington predicting a continuance of peace, and announcing that both Mr. Lincoln and Mr. Davis are bent on avoiding the shedding of blood.
