Com- mitted for examination. FINANCIAL AND COMMERCIAL, Monpay, Feb. 25—6 P.M. The bank statement of to-day compares as fol- lows with that of last week :— Wh end’g Loans. Specie. Ciresila'n. This week the banks will have a fair business in loaning on go- verament stock, and the next statement will pro- bably show an increase. As to the specie colamn it must continue to increase. This week a steamer »will arrive from California with the usual remit- tance, and, after a week or so, the receipts of gold from England will again increase. In the course of March the line will undoubtedly pass forty mil- lions, with less opportunity for its use than there has been since the crisis of 1857. Unless a stock speculation should arise, or some other accident should come to the relief of the banka, they will find it diffienlt to earn dividends this year. The money market was rather more active to- doy, in consequence of the award of the loan, At two o’clock there was a pretty lively inquiry for money athaf percent. In paper we can notice no change. Foreign exchange is stronger again. All the bankers are asking and getting 106, and a fair business, compared with that ef recent days, has been done to-day. The advance of the past ten days will be good news to our friends in Europe. The event of the day is the advance in stocks, and especially in the governmentloan, The latter, which was awarded on Saturday at an average rate of about 90 65-100, advanced this morning to 9324, and sold in the afternoon al 9354. This very remarkable movement appears to be dune to the fact that the shock lately given to the government credit did not proceed from any substantial canse. It was originated by the gross and apparently de- liberate mismanagement of Mr. Howell Cobb— who did all that a Secretary of the Treasury can do to break down the government credit, to pre- vent the public lending money to the United Btates, and to place it out of the power of the government to pay its servants, or meet the interost on its loans. The injury in- flicted by Mr. Cobb was aggravated by the snbsequent discovery that his successor, Mr. Thomas, and his assistant, Mr. Clayton, were both concerned in the movement for the over- throw of the government, whose paid servants they were. And a further blow was dealt at public credit by the unwise action of the New York city banks in fixing twelve per cent as the best rate at which they would take government Treasury notes. Happily these causes have ceased to operate. The Treasury Department is now in the hands of @ person who enjoys the confidence of Wall street. The banks have so far recovered from their fright that they offered, on Saturday, to lend the government all the money it wanted ata rate which would net them about seven per cont. The causes of the decline in government credit being thus removed, the effect disappears, and the result is an advance of fully three per cent in government stock in one day. Most of the successfal bidders look for a farther advance, and talk of holding for par. The fives of 1874 ad- vanced 1% per cent; Treasury notes, 4; Ten- neswee sixes, 144; Virgiuias, °4, and Missouris, %. The advance in State stocks is mainly predicated upon the general belief that a settlement of the pending politdeal tronble is at hand. It is not expected, of course, that the whole trouble can be adjusted at once, but it is believed that & compromise is on the point of being adopted which will unite the border States with the North and afford a basis for ne- gotiating the quiet return of the Gulf States to the confederacy. Railway shares were all better. Minois Central advanced 2 per cent; Toledo, 2%; Rock Island, 1°; Galena, 1%; Michigan guaran- teed, 2; Reading, 2%; New York Central, 1°; Erie, 144; Hudson, 194. In the afternoon some of these were a trifle weaker, but others again were even better than in the morning. Illinois Central, which, in consequence of the very large earnings and the prosperous condition of the company, naturally attracts the first attention of specula- tors, advanced }, in the afternoon, and closed at 1 bid. Erie was firm. /The market was steady at the close, the maaan oe the last quotations:— Tonnessees, 744, a 44; Virginia 6's, 764% @ 764; Missouri 6's, 66 4%; Cantou, 1444 @ 15; Camber- land Coal preferred, 6% a 8; Pacific Mail, 8 a \%; New York Central, 76% 0 7%; Brie, 32% a 33; Hadson River, ar a45; Harlem, 164% a %; do. preferred, 40.42%; Reading, 44% 9; Michigan Central, 58 2 58; Michigan Southern and Northern Indiana, 1474 @15; do. guaranteed, 33 a 4; Pa- nama, 114a %; Iilin Central, 81 8 4; Galena and Chicago, 734 @ 24; Cleveland and Toledo, 34 a %; Chicago and Rock Island, 58% a 59; Chicago, Burlington and Quiney, 72), ® 73; United tater 5's 1874, 8634 w 87. ‘The following was the basiness of the Sub-Troa- wary to-day:— The Philadelphia Inquirer to-day has this ar- Secreta Sacre nes ee Soreness The portion of the new loan taken outside of New York appears to be as follows:— The total amount bid for by the parties out of New York appears to be: Vermont...
