Moarax, Feb. 4, 1861. On the 28th of January’ the Montenegrins, with a band of insurgents from the neighboring villages, which they had kept in a state of revolt, surprised soversl villages in the district of Nicisset, and behaved with the utmost cruelty and atrocity towards the peaceable Mussulman inhabitants, killing altogether forty-one persons, of whom ten were children and three women. A second band at- tacked the chief town of Cartazatz, and assassinated sevo- ral people, burned many houses, and acted with the greatest ferocity and cruelty toward tho inhabitants. The salee of cotton for the week have been 49,000 ‘bales, inclading 3,500 to speculators and 11,000 to ex- porters. ‘The market opened active, with a slight ad- vanoe; but American advices and the unfavorable ac- counts from Manchester had a depressing effect, and fair qualities declined one eighth of a penny; lower qualities were vory irregular, and offered at one-quarter of a penny decline. Money abounds on call at 5 a 6 per cent, and the right sort of paper goes readily enough at seven. Second class names are no easier to pass than they were. Foreign exchange was rather firm to-day. Bank- ers are getting 105% for their sterling bills, and 5.40 for francs. Good mercantile bills go at One or two leading. houses ask 107% for their sight exchange on London. The stock market was dull to-day, and as a rule prices were lower. Harlem preferred fell off one per cent, Central %%, Hudson %, and the Western shares }, a 94 all round. Erie fell off 4%. We hear that, contrary te the expectation of many brokers, no stock has lately come from England, The completion of the Long Dock is likely to increase rather than diminish the English interest in Erie, United States stock of ‘68 advanced 1 per cent, and the stock of 65 1% per cent. From pre- sent appearances it seems likely that two combi- nation bids may be seat from here—one at about | 91, for perhaps half the whole amount to be awarded; the other at 90, or there- ebouts, also for a large sum. it is snpposed, however, that no bid at 90 will be sue- cessful, as there will be a very large number of bids from private individuals ranging from 9! to 93 and 95. Some leading bankers will meet to- morrow for the purpose of consulting in regard to the matter; it is supposed that they will make a combination bid so as to insure the taking of the whole loan, but at such @ price as will enable the public to bid over them and still obtein a» cheap bond. This morning 98 was bid for the sixes of 1868, which, having only seven years to run, are leas desirable as an investment than the new bonds. Good clear’ bills can be bought at 100, and we hear of some bill of lading drafts, well secured at that, which wero passed at 973. This shows the widenees of the range. Francs are also lower. A sale of 200,000 Al was made at 5f.6734, Trif_ing sums can be had ‘ut 5f.65, and the run is now from 5f.70 a 5f 5734. The New Orleans Bulletin of the 15th says:— Business of every kind has been exceedingly uneettled to-day, and the market has worn ghout an umusu- ally irregular and disturbed appearance. In the morning there was a good demand for foreign exchange, and sey- eral round amounts were taken at very firm prices, but subsequently the inquiry abated and holders found it almost impossible to effect heavy operations on an: terms whatever. Clear sterling bi were sold as hig! ag 103, and even a fraction over for favorite signatures, while all other good bills ruled at 102 and 101, and as low as 100%. Bills with shipping documenta attached ranged from 100 a 98 and 973, and francs from 5.50 a 5.60 and 5.65 per dollar. The Philadelphia Bulletin of Wednesday after- noon says:— ‘The money market is abundantly supplied with but the frequency of failures and the distrust whic! ists in mercantile circles have about brought the disoount business toa close. First class paper, and promissory obligations accompanied with satisfactory steck or other collaterals, may be quoted at 7 to 10 per ‘oeat, but renew- ed paper ahd second class evidences of indebtedness aro generally rejected. The banks are doing very little, ex- cept in the way of renewals. We are informed that one or two suits have been commenced against the ‘banks that Paying out uncurrent funds, contrary have recently been to the act of the Legislature. Trade continues very si nant in most departments. There has been, within foo or two, more demand for breadatuifs and for flour. In wheat and corn there is more firmness in prices, but cot- ton, coal, iron, naval stores, provisions and wool are ex- ceasively dull.’ In froights’ there is very little doing, in either foreign or coastwise. Exchanges are very quiet. In the Illinois Legislature a bil was introduced, read three times and passed by a unanimous vote, to provide for the issue of $335,592 in bonds, paya- ble in 1879, the committee to which it was referred having thought it better to issue the bonds at once, and, when called upon by the United States, to pay the money rather than to make the guaranty. A comparison of the footings of the weckly statement of the Boston banks with those of last week exhibits a decrease of $315,800 in the items of loans and discounts, $279,454 in deposits, $171, 253 in circulation, and an increase of $78,189 in specie.
