FINANCIAL AND COMMERCIAL. Sunvay, Feb. 3, 1861. The foreign trade of the port for the week end- Img yesterday exhibited the same features as the previous weeks, There was an unusually heavy ex- port of produce, and a small export of specie; an import of foreign goods one-third less than that of the corresponding week last year. It must be remembered, however, that we are now compar- fog with a perfod of very heavy importations of foreign goods, and that, taking the year as a whole since January 1, we have imported as much thie year as we did last. Importers talk as though they had not much faith in the spring business, and certainly for the Southern houses, which have latterly been the leading houses in the dry goods trade, the prospect is not very bright. But a fair Dusiness will certainly be done with the West in this and the ensuing month. Bince the last statement was made up they have received from abroad about three millions of dol- lars, anda million or thereabouts has been dis- bursed from the Sub-Treasury in payment of go- vernment warrants. Against this must be set ‘the loss to the South, something over a million of dollars. The last specie average was $28,968,941, @ decrease of $629,842 from the week previous; at the corresponding date last year the banks held $20,060,739 in coin. We are beginning to receive some gold fromthe West, but as yet it comes very slowly. When the Western country begins to make its purchases for the spring, a large por- tion of the gold which is now going South for the purchase of cotton bills will come back to us through that section. The non-payment by the South of debts due to the North is enabling the Southern banks to accumulate gold; the banks of New Orleans now hold the unprecedented sum of $16,289,868. The last loans average of our banks was $123,935,153, a decrease of $2,099,367 from the week previous; at the corresponding date last year the loans amounted to 123,088,676. It is supposed that the curtailment of loans which commenced a few weeks since has about reached its limit, though the dulness of business must soon render it a matter of difficulty for the banks to keep their line full. There is no positive change in the money mar- ket since last week, but the supply of money is, if anything, rather more abundant. On call the brokers are borrowing at various rates from 5 to 7 per cent, according to collateral, amount bor- rowed, &c. It is difficult to place a large sum above five, but parties who go in search of money on railway stocks generally pay seven. The choicest mercantile paper goes at seven per cent. This is, however, strictly prime paper, and the names are such as are not likely to be injured by present complications of politics. Ordinary good paper, such as used to go at seven before the elec- tion, now sells at 8 a 10a 12; and very fair names can be bought at 12a15 percent. The names most carefully svoided by lenders are those of par- ties who are supposed to have heavy amounts due to them at the South. It is of course impossible to form any accurate guess at the amount of the Southern debt to the North at the present time. It has been suggested by some leading bankers that the aggregate amount of Southern indebted- ness to the North must be not less than sixty mil- lions of dollars, at least half of which must be set down as very doubtful. But there exist no data for a reliable estimate on the point. Foreign exchange is dull, at a smalladyance over last week. Leading bankers ask 107 for their 60 day bills on London, and 5.30 for francs; 108 a 2 for short sight bills on London, and 5.2124 for francs. At these rates there is no margin for profit on shipments of specie from Europe to this country, after freight, insurance and commissions are paid, though the rate is still considerably be- low the conventional par between the two coun- tries. It is not likely that any more specie will come here after the steamer of 24th January ar- rives out; but between this and then four or five more millions may be expected. The future course of the foreign exchange market will de- pend largely on political events; if any compro- mise be effected at Washington, exchange will become active, and business will revive. If, on the other hand, matters r@main unchanged, or grow worse, s0.a8 to create further interference with cotton shipments, the supply of bills will fall off, and the market will again for a time be- come stagnant. A few purchases of Southern cotton bills for New York account are being made at Savannah, Mobile and New Orleans; but fates arc very low, especially at Mobile, from which port ships are going to sea with State clearances. Jt is generally understood that some foreign holders of Erie, Illinois Central and State stocks have taken the alarm atthe dition of political affairs in the United States, ant @re selling out their interest. One can readily un- derstand the motive which induces holders of Vir- giniaa, Tennessees, Missouris and other border State stocks to seli out, pendiag the present com plication; bat why stocks like Illinois Centra! and Erie should deciine on political grounds, itis not perhaps so easy to determine. However, the cause is of litle consequence—it is with the effect we have to deal; and that wés and is still unfavorable to our market, railroad shares generally syinpa thizing with Erie and [ilinois Central. The financial legislation of Congress advanced another stage yesterday by the passage throught the House of Representatives of Mr. Shermau’s bill for anew $25,000,000 six per cent loan, The measure will probably paces the Senate next week Thas the incoming administration will be provided with the authority requisite to borrow no legs than aixty millions of dollars before December next, as follows:— . As, however, nearly one- third of this will be re quired to redeem the outstanding Treasury notes, the balance left available for the purposes of go vernment will be something like $40,000,000. not too much, if the Morrill bill passes, Under th: Present tariff the receipts from customs have fallen very considerably since the present political agi- tation began. They must continue to deetine, as, in the present condition of affairs, there will be few NEW YORK HERALD, MONDAY, FEBRUARY 4, 1861 if any importations at Northern ports this year for Scuthern consumption, and the secession of the Guif States is likely to deprive the govern- ment of the revenue usually derived from goods imported at Charleston, Savannah, Mo- bile and New Orleans. If the Morrill bill passes the importations will decline still further, especially if the section referring to the warehousing system be retained in the bill. We notice with pleasure that the bill has been amended so as to prolong the period during which goods may remain in warehouse from thirty days to four months, This is a step in the right direc- tion. But itis far too short astep. A year is the very shortest period which should elapse between the importation of goods and their compulsory withdrawal from warehouse. The government can gain nothing by compelling merchants to pay duties at the expiration of four months, while im- porters would gain much by having the additional delay. Indeed, we cannot see what is to be gained by altering the present system, which has worked so well, and under which our@oreiga commerce has thriven so amazingly. If the idea of the re- publican leaders in seeking to shorten the period during which goods may be warehoused is to in- crease the revenue, they are laboring under a delu sion. The effect of the change they propose would simply be to reduce importations, and con- sequently to reduce revenue, The New Orleans Picayune of Monday evening, the 28th ult., says: ‘The week opens actively.
