Others, again, basing their judgment on the heavy balance in favor of this country shown by the trade yetarns for 1860, which we published the other day, believe that the foreign exchanges will rule in our favor until the restoration of peace leads to a Tenewal of imports on @ scale proportioned to the wealth and population of the country. Speculators bought and sold from day to day on the political events transpiring and about to trans- pire; but no material change in prices took place. Stocks seem to be beyond the influence of panic for the present; and though in the present condi- tion of the country there seems to be little temp- tation to buy stocks, still, the experience of the past few days proves that there is but little profit in selling them. Federal securities are higher than they were a week ago, which may be ascribed to the effect of the new firmness lately infused into the policy of the administration, and to the retire- ment of the secessionists from the Cabinet. The second batch of Treasury notes—$5,000,000— are to be awarded on Saturday, 19th. The sub- stitution of Hon. John A. Dix for Mr. Thomas as the head of the Treasury Department will render it possible to negotiate them at a moderate rate. It may be well, however, for Mr. Buchanan to follow up the removal of Mr. Thomas by that of the Assistant Treasurer, whose secessionist opin- jons are no secret. The financial community at the North are ready and able to lend the govern- ment all the money it may need during the present trying emergency, but they are not willing to ran any risk of unconsciously supplying the revolu- tionary party with means. Some recent transfers, by Mr. Thomas, of moneys from Northern to South- ern depositories, created a good deal of uneasi- ness. With regard to the bids for the notes to be awarded on the 19th, it is prematare to speculate, 80 much depends on the events which may occur during the week. It is pretty certain that the money market is going to be easy throughout the spring and summer, and that safe investments yielding 7 to 8 per cent interest will be very soarce in the course of sixty days. It is equally certain that, in any event, the obligations of the United States will be @ safe investment. At the worst, if fifteen slave States secede—and two or three of the number show no tendency to do so— the States of the North are abundantly able to assume the whole debt of the United States, and to pay the interest on it punctually. The whole debt of the United States is not much more than the debts of the States of Ohio and New York. Any new bonds, notes or obligations which the general government may require to issue during the pending crisis ought to command a feir price, even though patriotism should not be allowed a place among the reasons which may prompt peo- ple at the North to subscribe. The passage of ordinances of secession by the States of Mississippi, Alabama and Florida in- ereases the anxiety of parties interested in ship- ‘ping, cotton and exchange. We have no informa- tion with regard to the course pursued by the col- Jectors of Mobile, Pensacola and Apalachicola; it is presumed that they continue to receive daties and to issue clearances in the name of the United States, notwithstanding he passage of secession ordinances by their respective State Conventions. If they do not, any ship sailing out of those ports does so at her peril, and is lawful prize by any crui- ser. At Charleston, it is understood that before the removal of the buoys ships sailed with South Caro- lina clearances, which, it is said, were endursed by a British Consul. It is not known where this British Consul acquired the right of recognizing the independence of South Carolina, nor does it appear that his endorsement could confer va- lidity upon a clearance in itself utterly worth- less. At tol vresent time, thé measures taken by the ‘anthorities of South Garofina forthe | * protection of the port of Charleston have effectu- ally closed it tocommerce, and we are not sur- | prised to learn that the Emily St. Pierre, an Ame- Pican vessel, has been refused admission to that port because she carried the stars and stripes in- stead of the Palmetto, as her national flag. It is pretty evident that so long as the secession movement remains in suspense, the commerce of all Southern ports must be carried on under cit- cumstances of great peril, and bills drawn against cotton shipped from Savannah, Apalachicola, Mo- bile or New Orleans must be regarded with dis- favor. Should the other cotton States follow the example of South Carolina, their ports will be closed, if not by the general government, by thent- selves. The resignation of the United States col- Jectors and the adoption of a foreign flag will close these ports as effectually as a blockade by ships of Cotton, sugar, rice, &c., will find their way wi to Europe through the Northern ports, to which it will be sent by rail, and thus the in- dependence of the Southern confederacy they will be inaugurated by the payment of tribute to the North on all Southern staples. The Charleston and New York steamers are coining money at the present time by carrying eotton, rice, &c., from Charleston to New York for shipment to Europe. It costs the owners of the cotton, it is said, as much to send it to New York av Yi would to send it to Europe, and they are paying besides a commission to the New York house to which it is consigned in transit, Still in the present, condition of affairs, the Charleston merchants have no remedy. Even if they could get ships out of their harbor with a freight of cot- ton for Burope, bills drawn against goods shipped in vessels without a regular clearance could not be sold. It seems probable that the controversy between Mr, Platt and Mr. Devlin, the rival City Chamber laine, will at length be brought to a close by the surrender of the former. Judge Hilton has order- ed Mr. Platt to be confined in jail until he sueren- ders the money in his hands and the books of his office. As between the two rivals, we ore not aware that the public has any choice. Both are \ believed to be respeetable, honest and wealthy men. Insome quarters, however, regret is ex- pressed that, if it WAs necessary to remove Mr. Platt, the Common Council should have chosen as his sueceseor @ merchant who is extensively en- ged in business. Mr. Devlin’s fortune is said to ainple; but be is koown.to be very heavily en. ‘ ~ gaged in commerce, and, in times like these, no man who has outstanding claims or obligations ought to be entrusted with the keeping of three or four millions of the city’s money. The City Cham- berlain ought to be out of business; he ought to have no notes floating about the street, In times like these, whea the sound- est houses are failing, and the public ear is periodically appalled with reports of defalca- tions and embezzlements in the very highest quarters, no man’s virtue should be tried by de- positing with him three or four millions of dollars, when money is worth one per cent per month, and he may have liabilities of his own to meet. We do not wieh to be understood as casting any reflection upon Mr. Devlin; but if the Legislature should suc- ceed in reforming the charter so as to relieve us from the anarchy under which the city now groans, itis to be hoped that some arrangement will be made by which the public moneys shal cease to be a subject of anxiety. The events of the past few months have actually injured the city credit. A few more changes and wrangles would prevent the negotiation of any more city loans. There has been some talk about a sub-treasury for the city, on the plan of the federal Sub- Treasury; but experience warns us that as New York is at present governed, this system would be quite likely to lead to the ap pointment of some one who might run away to- Havana with the whole treasury some fine morn- ing. Itis very doubtful whether any better plan can be adopted than the one which was in force before the appointment of Mr. Platt. When the city funds were in the Mechanics’ and in the Shoe and eather bankt, no one felt any anxiety about them, and they were in reality quite safe. Ever since their removal to the ill-fated Artisans’ Bank they have been a source of endless uneasiness and con- tention. id We have made inquiries at the office of the Erie Railroad Company with regard to the clause inthe agreement for the reorganization empowering the new trustees to assess the stock and bonds. We learn that the mortgage bondholders are not liable to be assessed in money, but that the stock- holders and unsecured bondholders are. No one seems to know what may be the probable amount of any assessment in money to be levied after the sale, but it seems to be well understood that there must be such an assessinent levied. Some persons think that half a million of dollars will be all that is wanted; others talk of a million. As a general rule, such estimates generally fall short of the mark, If a million ef dollars be required, an as- sessment of $5 a share on the stock and a corres- ponding assessment on the unsecured bonds would raise the amount, provided everybody paid up. If more money was needed the assessment would have to be heavier. One of the officials in the service of the company states that he does not think the assessment will amount to more than $10 a share, if so much. Shareholders in the Erie Company will do well to look into this matter: By the agreement they are bound to pay the assessment or forfeit their stock. They may not find it convenient to do either.
