What effect the event will have upon shippers of cotton and rice, and upon buyers of bills drawn against shipments from Charleston, a very few days will determine. The news from Cherleston, startling as itis, pi duced rather a favorable effect in commercial cir- cles to-day. The evacuation of Fort Moultrie, and the concentration of the United States troops in the much more formidable Fort Sumpter, were un- derstood as indicating a determined purpose on the part of the government not to suffer the pro- perty of the United States to fall into the hands of the insurgents without a struggle, and the indica- tion strengthened public confidence. It is anarchy that merchants fear, much more than bloodshed, Stocks were higher to-day, though the market was inactive. Some holders of State stocks took the opportunity of shifting their load to other shoulders. The recent robbery of bonds continues to be freely discussed, and the doctrine that the government can claim the bonds in the hands of in- nocent third parties is energetically disputed. The opinions of prominent lawers are quoted to prove that delivery, without notice of any fraud, confers | a good title to these bonds. We presume that prominent lawyers will always be found to give opinions which may give rise to fat lawsuits. The fact is, however, that the government is going to clain its property wherever it can find it, just as an individual would do ‘if his horse or his } ship or the deed of his house had been stolen. It may be very hard on innocent parties; | but what can the governmont do’ It must claim j its property wherever it is; the victims will have | their recourse on Mr. Secretary Thompson, Mr. Godard Bailey, Mr. Russell, Mr. Floyd, or any one else who may have had charge of the bonds, or connived or assisted at the robbery. The govern- ment will, we presume, en, each of the States whose bonds have been taken not to pay the inte- rest on such bond If this is resisted the matter will go into court; and judging from the length of time which has elapsed since the New Haven Rail- way bonds went inte court, a final decision may be had in the course of seven or eight or ten years. In the meantime the individual litigants will have paid, in the shape of costs, a large per centage on the bonds to the lawyers whose opinions now comfort them, and will have the satisfaction of knowing that if they win the « at last, the United States government pay+ own costs only. The event should be # warning to the public. No man should deal in bonds which are not transferred on some regular transfer book. Noman should hold property which may have come to him from a thief, and may be reclaimed by the real owners. The disclosures made on the arrest of Bailey prove that over three millions of bonds were left in the keeping of a single irresponsible clerk, who received o smal! salary, and had given no security, If this is the way business is done at Washington, who shall sey how many more bonds may not be afloat, waiting till—come fresh robbery coming to light—the government steps in to reclaim them’ The business in railway stocks to-day was small, but prices were firm. There is a retail demand for stocks by parties who are tired of having idle mo- ney in bank; but really, in the present condition of the country, with civil war quite imminent, it must need some courage to look fur an advance ia stocks, This afternoon the market was rather quiet, and stocks closed steady at the following quotations: United States 5's 1874, a 79; Tennersees, 7!
