Correspondence with the British Govern- ment on the Slave Trade, &., 5 &o. w., Wasmaxctor, Dec 6 1960 This fas been a more quiet day in Congress than yos- terday; but tt is only the caim that precedes a terrific aod devastating storm Tho majority of ihe Sennte, ai- mopished by the mischievour effects of tho ebullitions of yesterday, went to the Capitol this morning resolved to discountenaance any attempt to revew the dangerous and Uritating diseursion, Thoughtful men on both rides of the Chamber condemn ant deplore the spirit ta which tho dcbete wee conducted, as tendirg to mujual Irritation. It may de revivedon Monday next, when the propost- tion to appoint ® committee of thirtcen on the perilous condition of the Union shall come ep; but I think not. The Senators from the cotton States bave taken their Stand, snd will not care to talk, The composition of the committee of thirty three on ‘the state of the Union, a5 amnoancel today by she Speaker, ts caleulated to dispel the last lingering hope that any good wil! come out of that movement, Several of the membors from the slavotolding States are exactly She persons most obpoxtous to that eoction, and no re- commendation from such a committee, therefore, ts kely to be received favorably by tho South. Had the Speaker appointed men of the highest wolght and in fluence from all the Statee, the rosuit might have been diferent, or at least there would have been some emall ehance of an accommodation. But I must confess that it aignifes Little bow the soothing systom is attempted. Dignoion {is certain, Wasmixcton, Dec, 6, 1860. Tue Commitice on the Crisis announced to-day does not give satisfaction, The men, with very few exooptions, from several of the Southern Sta‘es, do not represent the Bontiment of those States, Whatever recommendation the Committee may make will be jadgod of exclxsively apon {ts owa merits, and will receive no weight or @uthority from the character fof the committee iteelf, The Spesker hag cmitiod a good opportunity fo elicit and put before the country the views and recon ‘mendations of the more discreet of the representative men from the section watch considers itself in disgrace from the election of Lincoln. ‘The appcai of Mr. Joba Cochrane to-day, to Mr. Haw kins, of Plorida, not to deciine to serve on the committee of thirty three, produced a deep impression, It was a Durst of thruling eloquence, and the applause in the gal- levies at vontod the sincerity with waich the popalar heart cherishes the love of the Union. ‘The carly adjournment of the two houtes afforded the opportunity to Seastors and representatives to accom pay thelr familics and fatr friends 1m the round of visis preparatory to the approaching round of festivities, and ther is most auspicious for the lovers of these A caccus of Southern Sepaiors and Representatives ix Delag beld this evening at Brown's Hotel. This is the Bret conference that has been beld. Its object is to can- sicer what action ooght to be trken in regard to the gommittce of thirty threo, and whether any of the cotten States should meet with this committee. Tbore is @ strong repug ance among the representatives of the ive cotton States to meeting ai all. No decisioa, how ever, ap toa late bour, bar been errived at. The comcoratic Senators have pot gone into caucas 10 aclect their usual committees, and it la doabtfai whether command @ majority at preeoat in.the Benaw. It is cnJerstood that several Senators will refuse to ree Gognise Mr, Dovglae at a member of ‘be caucus. Senator Powell will move for a committee, tlml'ar to tbe one appointed by the House, wiim the view of eug gesting rome guarantece which will lesd to an edjost- mont. Most of the Sepators, bowerer, despair of cllect- tog any tt ing. The visit of the Potnam Phalanx to tho Tomb of Wash tegton wan the only feature of interest to day. They wcre weompanied by the Marine Band, aod the speeches at the Tome made by Major Stuart and Daniel P. Tylor, whose grandsire fought by tue pido of Washington, wore cicquest. A poem by Mre. After the Hcwe adjourned, so severe wore Southern men vpon Mr, Mi!lson, that @ bloody conflict came near Detng the reeult of @ conversation in one of the hotels, in which Mr. Millson was charged with being a damned black republican. Until the House settle the question of ex .using Mr. Hawkine from serving upon the commities, the chairman, Mr. Corwin, will not cali thom together. It ts understood that tne gentlemen named upon the commiitee from other cotton Stutcs will ask to be ex- cused from serving upon the committee, This will un- doubtedly delay the sotion of the committee. ‘The prevailing opinion here is that the committee of thirty-three, appointed to snve the Union, will be of no more value in that direction than a bottle of Spauiding’s glue, as the vory basis upon which {t is constructed will dofeas the object in view. It is composed of discordant elements, and will break upin a row. No importance whatever is attached to !t. ‘The select committee of fifteen on the Pacific Ra‘jroad will hold a meeting en Tuesday next. Tho Chairman, Mr. Curtts, is decidedly in favor of passtug the bill as it was reported to the Houte, with the Centra! and Southern ‘exas routes. By special assigoment the House will con- sider the bill om the 18th inst. The statement sent to the country yesterday that Mr. Lipooln endorses the compromise proposition oi Thuriow ‘Weed is not trac, He has not interfered in the matter at all. 1 learn from # gentleman who arrived to-day from South Corolipa that s certain degree of dignity and moderation wil! characterize the action of that State in seceding from the Union, which he believes she will surely do. Taat ‘State will sezd a commissioner to Washington to consult ‘with the President, The latter will no: receive such com- missioner, who will them appoal to Congress, announce the grievances of his State, and the terms upon which South Caroiina proposes to go out. The commissioner will then await the action of both Houtes. The gentle- man from whom I learn the above assurcs me that the Legisiature of South Carolina is about equally divided be- tween pagsing @ bill Oxing en early day on which to so- cede, and a bill leaving the time of secession subject to the action of other States, ‘The President dines the diplomatic corps to morrow, it beizg the first of che series of dinners, My despatch last night, that Mr. Washburn, of Wis- consip, would present ® draft at the Troasury to-day, which bad been once refused, and that if payment was refused egain, he would make a logal protest aguiust the government, was telegraphed back to this city this mora- tog, and when Mr, Washburn presented his draft today for seventcon buadred dollars, it was promptly paid, At two o'clock today, Mr. Somes (republican), of Maine, presented raft for seven “hundred dollars, end it was refused. At the same time Mr. Stevens, delegate from Washington Territory, and chairman of the Preckinridge National Committee, pre. sented @ draft for three thousand dollars, and it was paid. The report to day tz, that R'gga & Co and others, who contracted for the Iast ten million loan, have advanced about six million dollars, and now refuse to Pay any more, om the ground that South Carolina, » member of ono of the contracting Aras, repudiates her proportionate part of the bargaio. The President sent to the House to-day a very large wars of documents, in response to the resolution of the former scasion. contents it is shown that the cost por anoum of the African squadron, from the year 1843 to 1860, was $284,000 The cost for the present year is estimated ab ed0ut $800,000, owing to the majority of the vessels cm- ployed being war steamers. In the iastructious to tho Fing Oflicer of the African squadron, the Secretary of the ‘avy saye— - ‘The United States doos not claim tho mere hoistlag of cur flag sbonia give immunity te those who have the might to wear it *® pretence would subject It to degradation avd disbonor, because it would thus be made a cover for piracy aud other crimes of similar atrocity; but hor own citizens, who rightfully display it, ere entitled to absolute immunity and to protec: tion. You will, therefore, be prompt to prevent the search or Getention of vessels of the United Scares on the high seas, in time of Pe, by the armed vessels of eny ober Power; and should a ves tel of the United States falsely arsume the flag of any ‘other nation, it would coust.tute a0 protection. Among the documents from the State Department is a note from Lord Jobn Rustell to Lord Lyons, which the latter, by direction, read to Secretary Cass. It is dated in February last Lord John Ruesel! says thas it is bis paiofu duty to call attention to the increasing activity and suc- cers of the slave trade carried on between the coasts of Africa and Cuba, and that it appears that the number of pegroes introduced isto Cuba laet year was from twenty two to thirty thousand; also, that United States capita parties sailing un¢er the American fiag. The e‘journment of the House to day peutiing the re- quett of Mr. Hawkiss, of Fiorida, to be excused from serving on the ee! ct commitiee, was carried by the oon. servaiire yoto.
