Last winter the California Legislature passed an act autborizing the Governor of that State to appoint an Emigrant Commissioner, to feside in New York, and take ail lawful and Proper messures for the protection of passen germ from the numerous hetel sharks, runners and ticket agents who infest the lower part of fhe city, Toe Commissioner, Mr. Dickinson, @ntered upon the discharge of bis duties last April, and caused the arrest of a large nom- ber of “agents” and the eappreasion of several bogus ticket offices, Subsequently two noto Pious ticket swindiers were tried ond Ponvicted upon indictments found by the Grand Jury. One of them has been sent to the penitentiary for one year, and the other to Sing Sing for two years, and their tate affords & notable example to their confreres.
