The Philadelphia and Washington (D. C.) banks @aspended specie payments this morning. This was caused by the bank suspension at Baltimore, to which city these banks were debtors. On Mon- @ay last the Philadelphia banks showed a specie reserve of $4,115 jounting to $26,775,- 878, a circulation of $2 , and deposits equal we $1 3.121. Assuming that their bills re- eeivable are ordinarily good, the banks are per- Beetly solvent. The question is asked in some q@arters what effect will these bank suspensions ave upon us in New York? If we owed money to Philaceiphia the specie would be drawn from us in payment, ind thns the suspension might injure us, But a» we do not owe money to Philadelphia or Baltimore, but, on the contrary, are creditors of those cities, it ls not easy to perceive that the beak suspension in those cities is going to fejore us in any way. It is probable that, afer a time, the Philadelphia banks will send their specie here. There will be no demand for it at home, while here it will always ho useful. always flowed from the banks which d tothe banks which had not, Had there been no foreign drain at that time all the specie in the country would have accumulated at New York, and our banks might, perhaps, have been able to expand, and so save themselves, This wes the last day for paymenta on account @f the first half of the ten million loan awarded on Tid October, and out three-quarters of a million te gold were received on account at the office of the Sob Treas io dus city. As some of the successful bidders may have remitted treasury notes direct to Washington in pay ment of their awards, it is impossi- bie to say positively that any bidder has defaulted. It is understood, however, that at feast one New York bidder refuses to pay, and pleads as bis excuse that the Union is already dis- seived. Of course Mr. Cobb will make short work with him. The stock awarded to him will be sold by the government broker, and he will be held for the difference between the price at which it sells and the price at which it was awarded to him. ‘The transaction cannot cost the government a great deal of money in any event, unless, indeed, the party who now refuses to pay up should be found when sued to be not worth powder and shot. The business of the Sub-Treasury to-day was as follows: — Bouthern disunionist conventions, it is worth while fo look into the statistics of the States which pro. pore to separate from the Union. Five States are said by the South Carolina leaders to be ready for secession—to wit: South Carolina, Georgia, Flori- ds, Alabama and Mississippi. No one has claimed North Carolina or Louisiana, or Texas, or Arkan- pas, or any of the border States, as belonging to the dixunionists. If there be any secession, it can hardly embrace any but the five States we have enumerated. These five contained at the time of the last cenens—and the population has not mate- rially increased since then—1,568,570 white People; rather more than the population of the Duchy of Baden, but less than that of Hanover, or Saxony, or Wurtemberg, or Tuscany, @r the kingdom of Denmark. Numerically con sidered, the new Southern repablic would be ebout half as important a State as Canada, and one third as powerful as Mexico. Its area, however, Would be vast—not less than 243,141 square miles sbout the same as that of the empire of Austria, @onsiderably larder than that of France, and twice as large as that of the kingdom of Great Britain and Ireland. This extensive territory would prove doth an advantage and « barthen. An advantage, because it would prevent pauperdom, and, with Proper systems of cultivation, we enable the eitizens of the Southern republic to become gene. rally prosperous, and even rich. But a burthen, tiso, because it would vastly increase the cost of their naval, military and revenue service. A very large force would have to be kept aader arms to Prevent smuggling, and to keep in check aboli- fdonist enterprises from the North; besides which, the prospect of hostilities with the United States would oblige the newgnation to establish at once the nuelens of & powerful army. We have always Deen able to dispense with an army, because there has never been a Power on this comtinent formi- d@able enough to be feared. In the event of se- eeesion both sections would necessarily be forced to prepare for the contingency of war. It would, therefore, be absolutely necessary for the sew mation to set about building a navy and mastering Qn Army as soon as its separate national existence ‘was acknowledge. Under the circumstances, it ie not likely that the expenses ef ite government would be less than $40,000,000 a year to begin with—rather more than half that of the United States, France or England.
