December, the month fixed for the Spanish invasion, will come and go without war. GEN. HARSEY AND THE SAN JUAN AFPAIR. General Harney has presented an elaborate statement ¢o the War Depa) tment in relation to his conduct in the San Joan affair. The General's family—wife, son and ‘three daughters—are in Paris, where he wishes to join ‘them as soon as the question between him and the de- partment js adjusted, which will soon take place without court martial or anything of tbat kind. ‘MR. BRECKINRIDGE'S RECENT SPEECH. ‘The omission by Mr. Breckinridge of any reference to the aaministration or to Mr. Buchanan, in his Ashland @peech, excites remark here. What a return for the Pre- eident’s kind and cordial words from the balcony of the White House! It was doubtless a mistake. THE FUSION MOVEMENT. ‘Every rational being in Washington is in favor of the ‘fusion of all the elements of opposition to Lincoln in New ‘York and everywhere else, The universal sentiment is ‘that ~hoever is against this hearty union has some selfish of personal object in view. OUR RELATIONS WITH CHINA. It appears from our treaty of amity and commerce with Chinn, just officially promulgated, that the United States ‘will exert their good offices in case any other nation ebouid act unjustly or oppressively against that empire, to bripg about a satisfactory arrangement of the question, ‘hus showing their friendly feetings. A similar provision {s.cor.tained in the treaty with Japan. (THE CALIFORNIA ROCNDARY QUESTION. ‘The United States and California Boundary Commission ‘will proceed shortly to the scene of its duties. Lieuten- ant Mowry, the Commissioner on the part of the United ‘States, bas received his instractions from the Secretary of the Interior, which contomplate, with the concurrence of the Governor of California, the establishment of the initial point of the boundary at the south in. tersection of the thirty-fifth parallel, latitude north, with the Colorado river, and « reconnoissance of the line toward the north this winter. In the spring 0f'1861, the initial point at the north, in the Washoe re- gion, will be established, and the line surveyed as far as Practicable. With a view to economy, Secretary Thomp- @0n has limited the number of employés to be engaged | here to those absolutely necessary for the scientifis work ‘and charge of the instruments on the way out, the re- ‘mainder of the corps to be engaged in California. SESSION AT THE ASTOR HOUSE—FUSION WITH THE DOUGLASITES ATTEMPTED—TROUBLE ABOUT TER CONDITIONS—NOTHING YET ACCOMPLISHED. ‘The Breckinridge State Central Committee met yester- day, at room No, 20 Astor House, and as the object of the meeting was rumored to be a fusion, if possible, with the Douglas portion of the democracy, the corridors and ves- tibule of the hote! were thronged during the day with a miscellaneous crowd of politicians, oMee holders in the various federal and eivil departments, and ou- merous editors of rural papers, among all of whom the greatest excitement concerning the movements and action of the committee, assembled in secret seesion near by, seemed to exist. The flying rumors which wore occasionally borne to their ears from the mysterious pre- cinets of No. 20 were soatched at with eagerness and gravely discussed on every hand. ‘The meeting was called to order shortly after twelve O'clock, Mr. Joun A.
