AFFAIRS IN UTAH. Our Salt Lame Cisy Corresponden: Gumar Sarr Lage Cery, July 13, 1860. The Ind ans in the West—1he Proposed War with the Shoshones—No Communication with Culifornia—Great ‘Ohange in the Season in Viah—How Salt Lake City ts Errigaied—Crops Favorable—The Great Anniversary of Mormon Independence—Gencral News—The Revolver Again at Work, de., dc. The frieads of the Indians are much pleased to see the ‘Hanazo set its face boldly against the intriguers and gene- sal piunderers of the public treasury, who are at the pre- ‘Pent time evidently bent on getting up a big Indian war 4a the western part of this Territory. Without assuming bo bay that the War Department is not correctly informed @o the real natare of the present Western troubles, as ‘® correspondent, it is at least within my sphore to think that in all such movements there are nine chances ‘Out of ten that the government never receives a truthful ‘ttatement of such affairs till too late to recall orders, and void tho implication of having been duped, if such recall ‘gras made. To be plain, Western life is oue of adven- Cure; and, leaving aside bona fide sottlers, a rougher crowd ‘Pf desperate men than the Western emigrants in genera Bre not to be found in the wide werld. Toey bring with ‘Bhem in search of gold the habits of a fast life elsewhere Eager for the metal, they are impatient of restraint, and a Small thing provokes to deadly hostility. That the pre. ‘Bent Indiandifioulties have sprung from the aggression Of the whites of this order is as certain as there are silver ‘and goid in Carson, and that keener men have tried and ‘Will try to awaken the worst feelings of the human beart fo carry there difficaltics on and make them a matter of ‘Speculation is an equal certainty. It is a matter of com. ‘aon notoriety that the Indians bargained for a certain ‘Compensation the use of their grass on the Truckee river {and the non-fuldiment of their bargains on the part of ‘@ho owners of herds led to remonstrance, the same as Would bave taken place cisewhere, and that justly, too. For just remonstrance and tue assertion of rights, Wan" ‘@-muea, the chief, was shot, which subsequently led to Fetaliation and the death of two or three Whites. Then the unfortunate expedition under Major Orusby, which was totally unprepared for conflict in the field. The Tadians, encouraged by suc- fees, were prepared for more hostile action; the whites, (pind from defeat, but strong believers in the “heavy battalion’ doctrine of the first Napoleon, set the Western World in a fever of excitement for volunteers, and now, the prospect favorable, make the loudest call for troops ‘fad a general war to the death. In this whole matter there is no evidence of a concert Of action on the part of the Jodian tribes. It is sufficient fo account for their hostility to the whites in various parts of the Territory by the bad treatment they have re- ceived at the hands of men passing through their country, (otally regardicss of the obbgations of common humanity. ‘THE WAR WITH Tits SHOSHONES. I notice in the Humax received by last mail that Gene- ral Harney is reported to have been sont for to Washing- ton, and in this connection to be consulted on the proba- bility of a great Indian war—which is very Bensibly set down.at a probable cost of millions, Why the Shosbones should be selected for the peculiar ven. Reance of the government is & mystery. They are the doom jpoeezable and industrious Indians in tho whole Western covtitry. It is true that there are smal! roving Dandsof Indians—very pou. *UCh as the White Knives, whoclaim to be Shozhones, inbabiswg the Goose Creek fountains, on the northern route to California, anta portion of the vailey of the Humboldt—who have from time to time committed various depredations, and (rout their associations with the Bannacks of Oregon may be deserving both of a bad mame and chastisement; but it would be a singular act of injustice to charge upon the Shoshone nation the acts of these roving bands that are Perfectly cacontroflable. Tt is, therefore, to be hoped, Mf there is chastisement in store, that the instructions Of the department will make proper discrimination ve tween the Shoshones proper and other bands of Indians who may have been imp! in recent ate of hostility. All these ex, hopes aud fears would be entirely un- called for were the facilities for obtaining correct infor Mation in the West so easily come-at-able; but as it is the daring and adventurous who “rule the roast,” and get thing: suaped to bees likiog, Me > — 1 Pag 1 respondent to ” re} be va s © trom “the, whites than from the In- affwir in evident to every sane person posted {a the matter, Indian Agent Podge, who i right in the of the lumult, makes a reqgisition ov Governor for only one company of soldiers to be stationed ft Gravely ford~ Vad the difienition been ax great as he would certainly have made larger de- tmands. 5 the communication to whieb I refer, the agent ‘his apprehension of danger from the lawless ‘Tilttes, with far more concern than he views the present -@gitation among the Indiana, NON APPEARANCE OT THF CALIVORNTA MAILA, ‘The Calvfornia mail # A week over due, and no tidings of it.
