J@ is understood that an arrangement has been complo- ‘Ged to-day by the Postmaster Gencral with Commodore ‘Vanderbilt to carry the mails, by way of the Isthmus of Papama, tri-monthiy until the 4th of March next. Tho exact price for this serv ce has not tranapired, but is is understood to be'satisfactory to both parties, Vanderbilt ‘rusting to the liberality of Congress for relief, The mails ‘will, therefore, leave for California on Wednesday next. A STRIKE AMONG THE PeELIC Pruvtbas. The public printers, Bowman ard Ford, have not fallen ‘upon pleasant places in these Intter days, and they are now greatly exercised—firet by the action of Congress in @utting down the price of the public printing forty per cent, and secondly by tho refusal of their farm hands to do the work at the reduction, allowing them the per centage fixed in the orignal contracts. Ford’s contract with Larcoml & Engiish allows them eighty cents on the dollar fur executing the work, leaving him twenty ceats on the dollar us his pay for beiag House I’rinter. Under the reduction, Larcomb & English huve refused to allow ‘Ford the twenty per cent, and stopped the work a fow -days ago to get a new contract, Bowman and Rives have trimmed their éails and will sail on until next winter in ‘the hope that Congress will take the back track and allow the deficiencies which may be claimed to have accrued ‘apon thelr portion of the printiog, Vord will havo to give up bis interest in the House privting, if he wishes it 4 Koon, and will probably do so, relying npoa an appeal to the House to pay him for eraving the hono- of being public printer, These claims will be quite as legitimate as any which will come from speculativus upon Ure credulity aud generosity of Congress, and they will undoubtedly be allowed. There is this phase in tho printing troubles which Was not cousidered by the Printing Committee when they enggested the “reduction, in provid- ing for the protection of tho government against fraud they forgot ca provide for their political favorites, elected printers, The reduc- tion ef furty per cent from the old prices is ail well enough, and quite proper; the price will pay a fair profit to any one doing the work by hisfown facilities, but it leaves ne wmargiu of profit to pay third parties for doing nothing. Wendell could do the work for sixty cents, and make money, because he has the material and no per centage to pay; but Ford could not ges Wendell to execute the print ing for sixty ceats on the dollar and allow him twenty por cent, not of the profits, but upon the gross receipts.
