aa not concern them. The address itself is a specimen of pharisaical assumption, which could only emanate from a self-created and self-glorifying clique. It comes to us for publication, accompanied by a note rom the Secretary, marked “private,” and so , marked, no doubt, for the purpose of avoiding an exposure of its impertinence and vul- garity—an immunity which we accord to it. The real object of the “ Sabbath Committee” is but poorly disguised in this attempt to control the Central Park Commissioners. It is but a covert design to shut up the Park entirely on Sundays—to lock the gates and exclude the poor and the working classes from all enjoy- ments within its precincts; to secure it, in short, for the “respectable” and “pious” por- tion of the community exclusively. In the present condition of the public mind they dare mot oe that design openly; but this move- t the preliminary step to the consum- mation of that object. eee MEWS FROM WASHINGTON. Proposed Withdrawal of Douglas and OUR SPECIAL WASHINGTON DESPATCH. Wasuixcroy, June 29, 1860, PROPOSED WITHDRAWAL OF BRECKINRIDGE AND DOUGLAS. } A movement bas been on foot for the last three days, ‘by the respective friends of Douglas and Breckinridge, ‘among whom were several men in high position, to get ‘them both to withdraw from the fleld, with the view of putting some unexceptionable man jathe ring against Lincoln. Dovglas and his friends positively decline any ‘such arrangement. The “Little Giant” says he has en- listed for the war, and will not leave the field. This course will lose him many friends. ‘TUE YATE OF TH DOUGLAS OFYICKHOLDERS. ‘The administration has fully determined to put the guillotine in motion against every federal offccholter who has bad or is now engaged in aiding the Douglas move- ament, Already several prominent officcholders in New York, who were at the Baltimore Convention lending ‘their influence to nominate Douglas, have been marked for decapitation so soon as the right kind of men caa be found to fill their places, The administration docs not intend to pursue any half way policy. ‘War to the knife” is their motto. ‘THR REJECTION OF THR SPANISH TREATY. The rejection of the Spanish treaty embarrasses the ad- ministration considerably, aud will tend to complicate ‘the long pending questions in dispute, aud others of 1e- -cent date which have sprung up since the treaty was made, The administration will hardly attompt any further negotiation with Spain. It was with great reluctance that she made the treaty, and but for the persistent and ‘indefatigable efforts of Mr. Preston it never would haye ‘been negotiated. ‘THR SAN JUAN QUESTION. ‘The San Juan question is no bearer a solution row than ‘when the negotiations first commenced. The British government thought that bya little finesseing and artful -diplomacy she would be able to get the United States to ‘ack down; but she has already found out her mistake, and also that President Buchanan understands the subject fully as well as she does. ‘THE EXTRADITION TREATY WITH SWEDEN. ‘The Senate ratified the extradition treaty with Sweden, (qb With Switzerland, as bas been erroneously stated). OUR TRRATIES WITH RASTERN NATIONS. Among the acts passed by the late session of Congress was one to carry into effect certain stipulations in the treaties between the United States and China, Japan, Siam, Turkey, Persia, Tripoli, Tunis, Morocco and Muscat, and by which our laws in crimidal and civil matters are extended over American citizens in those countries; also ‘the common law, including equity aud admiralty.’ Minis- ters and consuls have full judicial powers, and can punish ‘According to the magnitude of the offence. The President is authorized to appoint seven marshals to execute pro- cesges—one in Japan, four in China, one in Siam, and one in Turkey. Murder and insurrection, or rebellion Against the government of either of said countries, with intent to subvert the same, are made capital offences, punishable with death. Our consuls or commorcial agents on islands not inhabited by any civilized poople, or whom we baye not recognized by treaty, are alse em- powered to exercise Judicial fanctions over American citi- zens. A Strange Developement. . New Havey, Conu., June 29, 1860. A strange developement has just been made in regard to the whereabouts of Er L. Deforest, who was missed from the Metrogolitan Hotel, New York, on the 1Tth of Jaguary, 1857, and who was supposed to hay been mur- dered. A letter was received this morning, by the cashicr of the New Haven Bank, signed by Deforest, and dated ‘Melbourne, April 17, 1860, inquiring after his back diyi- dends, which bo says he bas not drawn for some time past, He adds that he has given the powgr of attorney to Mesers, Mailler, Lord & Quereau, Wail street, New York, to euable them to receive bis dividends. He also ask# a statement of the amount so paid and the price of the stock at the latest sales. A curcful comparison of the letter with other of his manuscripts shows a striking re- ambiance throughout, and no doubt is expressed of the genuineness of the letter, It comes by way of London and Boston. At the hour appointed, balf-past three, Dr. Hayes entered the room, where be was most cordially received by those present. It cannot be said, indeed, that many gentlemen were pre- Sent, considering the great interest which attached to every expedition hitherto fitted out for this almost super- buman work.
