It may suffice to say of it that, prepos- ferous as are many of the provisions of the tariff of 1857, the new scheme is far mgre absurd and impracticable—besides being a retrograde step Some articles are classified under three different mames, and subjected to three different rates of @uty. Under pretence of favoring the manafac- tarers, the pew bill proposes to levy taxes on articles which are essential to the successful prosecution of the manufacturing business. The in ereased duties which are laid upon the commo dives which it is proposed to protect are described eo clumsily that it will be very easy for rogues to evede them, and very difficult for fair traders to @ecide how much they are bound to pay. In dry goods, some articles have a threefold duty to pay— a duty per ib.,a daty per square yard, and an ad valorem duty. Even then the provisions of the bill are so loose that the classification of articles cannot be determined without long and expen- sive litigation. Ina word, the bill, whose paternity ie shared by Mr. Morrill, of Vermont, and Mr. Sher- man, of Ohio, is 0 loose, so clamsy, and so illogi. eal, that, if it became a law, it would be a source of endless contention and difficulty. But the main objection to the bill arises from its being unnecessary. During the period of stagna tion which intervened between the crisia of 1857 and the recovery of 1860, the customs revenue feil abort of the public expenditure. This was to be expected. Countries whose national income de- pends exclusively on taxes upon commerce must expect to see that income fluctuate with the flac- tuations of trade. When commerce is active and bank expansions large, the national income will increase beyond expectation; when trade is de- pressed, and the bank movement moderate, that jocome will probably fall below we figure at which it bas been estimated. his has been the experience of the United States. In lei4 5 and ‘06, the foreign commerce of the Uni ed States waststimulated into unwonted activi- ty, and the natioas! income increased so fast that there ceme to be a surplus of twenty millions in the Treasury, aud the goverament undertook to buy up it» bonds at 21 per cent premiam. In 1868 and “59 that commerce fell awsy to mere nominal figores, and the national income was so much re- duced that the government was forced to borrow forty millions of dollars wo pay its way. The road bed is now prepared, and the iron will be laid immediately. As soon as that gap is completed, & boat will be put om the river to ply-between Peoria and Pekin, to run in connection with regu- lar trains.
