THs REPUBLICANS AND THE REVEAL OF THE LAWS OF MEW ‘The more moderMe of the republicans are getting alarmed at the course of the republican party in the House yesterday, in repeating the Territorial lews of New Mexico in regard to slavery. The minority report of Miles Taylor, which bas just been submitted, is an able document. He maintains that the action proposed is in fact a usurpation of power on the part of Congress to interfere with the local legislation of the Territory, as conceded by the organic act; that it is in violation of the Compromise of 1850, of which that act made part; and ‘hat it is subversive of the rights of the citizens of the several States who have gone inte the Territory with their Property, relying upon the protection of national suthori- ty, to which they are entitled under the principles of the Constitution of the United States. THE TERRITORIAL ORGANIZATIONS. ‘To day was set apart for Territorial business in the House. Mr. Grow, Chairman of the Committee on Terri- tories, endeavored to get the House into Committee of the Whole for the consideration of bills connected with ex- isting Territories, but the anti republicans, under the lead of Mr. Thayer, of Massachusets, joined by a few re publicans, voted him down. This, however, could not prevent his offering bills for the organization of the Terri- tories of Idaho, Dacotah, Chippewa, Nevada and Arizona, which bis committee had instructed him to report. These were severally laid on the table, notwithstanding every opportunity was offered to make them conform to the views of the majority. Mr. Grow yielded the floor for the reception of amendments and substitutes, in order that separate votes might be had thereon. This placed the bills in the bands of the majority of the House, and it became clear that the same vote which tabled could have stricken out the slavery restriction proviso, and thea passed the bills. But this would not satisfy the Southern dre eaters, who demand proviso protecting slavery, in accordance with the clause in the majority platform re ported in the Charleston Convention. Knowing they could mot obtein this, they placed them- selves under the leadership of the new ‘‘aquat. er sovereignty king,” as Dougiss saluted Thayer, after be had finished his speech to-day, and re- sorded himself as opposed to giving our Territories go- vernments for protwciion to persove and property. Thayer was listened to with much interest by both members and Senators. Dougias was so much delighted that he could vot refrain from violating the rules of the House by olap- ving bie hands in applause. He probably remembered baving made pretty much the same speech himecif in \864,and it sounded like music to hear it so ably re oearsed. At the close of his speech the House adjourned, having accomplished no business. There was no material change in the aspect of affairs. A messenger had arrived at Vera Cruz from the city of Mexico en the 24th, by whom it appears that Miramon’s government have agroed ‘0 accept the basis of adjustment proposed by the Freach and English governments, excepting therefrom, howevor, the provision for civil and religious toleration. Of course it is impossible for the liberal government of Mexico to agree to any such basis of arrangement.
