Carpenter ia ihe Deputy, and ai present the acting @ Genera) Sapermtendent of the Polos. He was bern in Albany in 1816, Ho commenced his public life in the ca- pacity of day police oflicer, im the Fifa ward, in 1842 He was appeinted Captain of the Fifth ward police en the 20h of February, 1848, and was reappointed, from time to time, until he succeeded to the office of Deputy Super- Mmtendent, on the organization of the Metropolitan Police, fm 1857. Tho last time Mr. Carpenter was appointed, wader the eld law te the Captaincy of the Fifth ‘ward police was im 1853, when a stroug opposition was made against him by the gamblers and brothel Keepers of the ward. This fact caused a general move. mont amorg the cittzenz ef the ward, irrespective of par” ty, to secure Mr. Carpenter’s reappointment, in whieh effort they finally succeeded. Stnce his accession to the Deputy Superintendency of the present foree, he hhag exerted himself, so far as his position would allow, ‘without interfering with the prerogatives of the General Baperintencent, to introduce improvements into the po- Mee economy. He established the ‘‘ Rogues’ Gallery,” a esllestion of the ambrotypes of the must noted rogues in tho country, which have been coticed at length in tho Henan, by which to recognise them if agaim caughtm ‘their OM habits. He also inaugurated a system of exchange of likenesses of the rogues caught in the princi- Pal cities of the Union, a system which is being operated ‘with the most beneficial results in their detection. During ‘the riot in the Seventeenth ward, in 1857, which affair at ‘ene time assumed formidable proportions, Mr. Carpenter headed a foree of six hundred policemen, and with com mendable prudence, not desiring to aggravate the afair, ‘opt a strict watch on the mob until the excitement sub- sided. His experience has mado him thorenghly ae ‘qeainted with all the minutia of police business. JAMES MOLBROOK. Mr. Holbrook is now the special agent of the General Pest Office Department. Ho was appointed by Hon. Cave Jobmeon, ufider the administration of Mr. Polk, a period extending ever sixteen years. Before his accession tooffos much pesulation and roguery existed in the Post Offices hrevghout the Union. Valuable letters were robbed of their contents to such an extent that at one time it wasa matter of chance whether a valuable letier ever reaehed ite destination. By these depredations merchants and business men were much inconvenienced, To reform these matters Mr. Holbrock was appointed, and during his term of office has detected and brought to justice hun- dreds ef deprecators on the mails, until he has muceseded im establishing a security im the transmission of valuable mail matter not heretofore peesessed. He has shown rare qualities in the detection of roguet—a quality much de- sired tn s Chief of Polico—he has an unsurpassed geogra- phieal knowledge of the United States, besides baving the prettige ef a good education, all combining to render him @ person eminently qualified to the vacant General Super- fmtendency. GBORGE W. MATSELL. ‘Mr. Matee!] is a native of New York, and is now im the forty-cighth year of his age. He commenced hie public Me in 1540, when he was appointed a Police Justice by tho Common Council. He served in this capacity with distin- @uished success until 1848, whon his official term was ‘Drought te a close on the accession of the American party to power in the city government. In 1849 he was ap- pointed Chief of Police by Mayor Havemeyer, and was ‘unanimously confirmed by both branches of the Common Council. His official term was for one year, Mayor Micklo, comitg in power in 1850, reappointed Mr. Matsell, and he was continued in oMce year after year under Mayors Kingviand, Westerveit, Havemeyer, Brady and ‘Wood, im all extending over a period of ten yours. On the establiahment of the Metropolitan Police, Mr. Matsell Was tendered the office of Deputy Superintendent, but he declined the appointment, desiring to retire from public Iife for a while, and he subsequently made @ tour of the ‘Western States. He returned to this city in 1858, and ines that time has been tho editor and proprietor of th: National Police Gaveite, besides carrying on an independ- ent police business. Mr. Mataell during his long serviee in the police, acquired much valuable experience im maticrs pertaining thereto. ALFRED E. BAKER. Mr, Baker was formerly connected with the press of ‘Miscity, and on the establighment of the office of Fire Mar- ghal of New York, about five years ago, he was selected for the position. The office was established under the patronage of the various insurance companies of thla eity, from the fact that juet prior to its establishment io. sendiarism had become so frequent, and the failure of the po! s to detect the guilty ies so patent, that it ‘was doemed advisabie to create the office of which Mr. Baker is the head. He personally attends al! firos in the city, both night and day, and investigates and reporta the erigin of the same to his employers. In the discharge of this duty he has shown rare detective and judiciai abili- ties. He has a thorough knowledge of police mat fers, and being a man of superior intelligence, is well qualified to fil the offics of General Superinten dent of Police, Asan evidence of Mr. Baker's qualities ns 8 detective in bringing incendiaries to justice, we sub- join a few of the arrests and convictions through his ia stromentality during his term of office:—November 10, 1854, Chas. Peverelly, convicted for setting fire to his own store, was sent to the State prison for four years and six months. September 20, 1854, Martin Shipton, cenvicted of firing a tenement house. was sent to Sing Sing for ten yeare. September 6, 1866, John Denniny, con- vieted of setting fire to a tencment house, was gent to Sing Sing for tem years. Hiram Le Burnes, con vieted of attempt at arson; sent to city prison for six months. Sept. 16, 1857, Mike Wogan, Jr, convicted of potting fire to a bonded warehouse in Front street, jaig- men} was suspended. December 14, 1857, James Shepard was convicted of setting fire to his own house, by whiek his wife was burned to death, but was afterwards granted. a new trial, and reconvicted; another new trial | was granted, which will commence today. Among ether arrests and convictions were those of Patrick MeNally, James H. McGee, Joseph Hackett, Francis Sol peter, Henry Newell, John Murphy, Gustave Ludwig Francis Dedien, Nancy Hood, James Ieahy, Michael A Lyneh, Jeaac Harris, Louisa Williams, Klizabeth Brown, Adolph Klanter, Fred. Gossch, and Jno. Wilson, each o whom received sentences for terms varying from six months to ten years. ROBERT W. BOWYER. Mr. Bowyer is known from one end of the Union te the ether as one of the most expert thief catchers on the con timent. In the year 1863 he was appointed Captain of the Crystal Palace police during the World’s Fair. We must have a constitutional conservative democrat for our next President, and atall hazards we most defeat the nominee of the republican party, who. ever he may be. ‘With such ideas as theee filling men’s minds, I once again say to you, * Keep your eye on Texas.” ‘There 18 a greet movement going on there—one which Sam Houston cannot stop Indeed, it will carry him along, and J think he wil! be willing to go with the current, This movement is secon only tothe the American Revolution. It may take the form of a natioual meagure through a series of acts of good faith to the State, combined with the Pa- cific Ratiroad measure aod the protectorate of Mexico. Wali theeo'tail, and the War Department make no re- sistance spainet Mexican invasion, aud the savage Indians are turned looge on the Texan frontiers, and the great public measure of the State and the age is voted down by Congress, and ail to be finished by the election of a black republican President, thea this new revolutionary, radi- cal or democratic movement will be made by Texas single hanced. The United States will bave lost Texas, our rightful extension into Mexico, while foreign Powers will possess such » check upon our Pacific States as to bind us over forever to keep the peace. And perpetual peace to a republic means do- mestic iesues and domestic agitation, and these maladies end in political destruction. PROVISIONAL GOVERNMENT—TRAVELLER MURDERED IN FONORA—INDIAN DEPREDATIONS—WOMAN AND CHILD CARRIED INTO CAPTIVITY, ETC [Tabac (March 16) correspondence of the St. Louis Re publican. | A public meeting of the citizens of Tabac and vicinity was held last evening to consider the propriety of the movement. A free cigcuesion of the question revealed the fact that our citizens are almost unastmously oppored to it. Objections were urged on every side, and it was generally admitted, even by the advocates of the provi- tional government, that {tt would not only be impolitic, but utierly out of the question, to resort to direct taxation a8 a meats of revenue for the support of the government. The indians still chntinue their depredations, and al- moet daily we have accounts of their appearance in dif- ferent localities. The miners epgaged in working the golt placers near Tubac were constantly annoyed by their attempts to steal the animals, and ‘tually were compelled to abandon their diggings.
