Besides these general movements, there will] be con- siderable change in the arrangements in New Mexico, Some new posts will be established, and several of the old ones abandoned. The posts generally wil have larger garrisons than heretofore. Active Operations are to be carried on against the Camanche ‘aad Kiowa Indians, who have for many years been in a Brate of war with the frontier of Texas, and have recently committed depredatious on mail and other parties on the ‘ante Fe road. DOUGLAS AND THE PRESIDENCY. ‘The friends of Senator Douglas calculate that thirty one out of the afty- four Pennsylvania delegates elected to Charleston are for him. They glorify over the facts that ‘Collector Baker was beaten as the Senatorial candidate by Montgomery, the Congressman, and that Foster, the de- mocratic nominee, is a Douglasite. In the midst of the rejotcing of Dougias’ friends, the friends of the administra- tion are equally satisfled with the complexion of the Penn- splvania delegates MODIFICATION OF THE TARIPP. The Comnzitiee on Weys ard Meaus have under con- gideration a tariff Lill, which they will complete neas after Gisposing of the regular appropriation bills. It is impossi- bie tosay whether the manufacturing interests of New England will be satisfactorily cared for, or whether wool ‘will receive 2 due share of attention; but fron and coal, from all accounts, will be carefully looked after. AN INTERESTING INVISTIGATION, A retolution will be offered in a day or two, calling for ‘& special committee to inquire whether the public money bas been used for, or whether any oflicers of the govern- mext have been engaged in, carrying elections in any State or Territory by corrupt and unlawful means. This will open a vast fleld for inveetigation, golng back to 1856, ond including the mode aad manner in which the Lecomp- constitution had its origin. CIRCULATION OF SEWARD'S SPRECH, I learn that 75,000 copies of Seward’s speech have been @ubseribed for already for general circulation. This gene- val subscription, however, must not be considered as en- trely for the benefit of Seward. One prominent object is to show from Seward himself that the republican party is not half so black as it has been painted. The friends of Seward, bowe s&y thet the speech nominates him, and toat it tallies exactly with the change of the time of the Chicago Convention to a day @ month earlier than the Gay first appeinted. SENATORIAL INVESTIGATION, ‘The investigation into the alleged trick by which an act of Congress was smuggled through last session, securing certain lands tn Louisiana, known as the Houmas grant, is going on. ‘MOVEMENTS OF THE PENNSYLVANIA IRONMASTERS. ‘The iron manufacturers of Penmayivania are organizing a formidable lobby to try and get the tariff amended for their benefit this session. Thaddeus Stevens being on the ‘Ways and Means Committee gives them some hopes. As all parties desire to make capital with Pemnsyivania, in view of the Presidential election, some modifications o the tariff may be effected, but the prospectis by n0 means brilliant. TELEGRAPHIC COMMUNICATION WITH CALSFORSIA, Theo bill of Senator Gwin, providing for the construction of a line of telegraph to California, meets.with some oppo- sition, upon the ground of its being special legislation, as it mentions by name the parties who are to receive the contract. There is little doubt that a dill would pass by » large majority which would leave the contract to the low- eat responsible bidder. The contract system has uot always been successful; but it is easy to frame the bill 80 as to require ample security for the performanc: of the work, and thus protect the public interests. APPOINTMENTS CONFIRMED. ‘The Senate went into executive session to day, and con firmed s number of unimportant nominations. THE VACANT UNITED STATES JUDGRAHIP. ‘The President has sent to the Senate the nomination of W. D. Shipman, as United States Judge for Conuecticut, ‘vice Ingersoll, deceased. He is said to be a first rate maa, and fully equal to bis predecessor. THE PACIFIC RAILROAD SCHEMER. There is considerable competition among the different Pacific Ratlroad interests. Sectional routes are out of the question. A well prepared bill for a grana central route may meet with sufficient favor to become a law, but none of the projects at present devised seem to elicit muca {avor. TRS ACQUISITION OF CUBA, The acquisition of Cuba will be brought forward in the Senate soon, when another vigorous debate will take piece on that subject. THE BOUNDARY BETWEEN THE UNITED SYATXS AND THE BRUTE POSSESSIONS. ‘The report received at the State Department, dated in November last, from the party surveying the boundary line between the United States and the British Possessions, says the 49th parallel of latitude, as far as determined, shows @ mountaixous country, and that, with the ex- ception of a few localities, the whole region is eminently unfit for occupation or settlement. The work for next season will extend from the Columbia river to the Rocky Mountains. DE:PATCHES FROM OUR MINISTERS IN CENTRAL AMERICA, Despatches were received yesterday at the Departmect of State from Mr. Dimitry, our Minister in Nicaragua, and from Mr. Clark, our Minister in Guatemals. The iv. telligence received from Mr. Dimitry officially confirms the statement heretofore made, of a couveution between Great Britain and Nicaragua, by which the Mosquito pro- tectorate is finally abandoned by England. Our Minister did not, as has been stated, attempt to prevent the nego- tiation of the treaty. Matters are progressing in a aatisfac- tory manner. The rival interests and speculators are buay endeavoring to secure a grant of the Transit route from the Nicaraguan government. Mr. Dimitry was atili at Managua, and was expected to leavefor Costa Rica be- fore long. Mr. Clark, our Minister at Guatemala, owing to the deli- cate state of his health, had left for the United States. Matters were progressing favorably, and every disposition was manifested to treat our government fairly. THR NEUTRALITY LAWS. Mr. Miles Taylor, from the House Judisiary Committee, has prepared a report, accompanied by » bill, which he will submit to the House at an early day, upon the sub- Ject of the neutrality laws, &c.
