They duly reached the Quartermaster’s, where they found some of the off cers just preparing to retire. The pews was duly camma- nwared; and what a general scampe ivg ensued. Sleep ‘was out of the question; and although it is not expected that a soldier could be surprised at his post, all baads, from General Harney down, were somewhat taken aback. ‘The inquiries after bome and friends, and the why aud wherefores of the trip, cousumed the residue of the nigut, and after reporting to Generai Harney, the aiis returned. By cight o'clock Friday morning the sbip swarmed with uniforms. "The officers, some nineteen or tweuty in num ber, are a remarkably fine looking body of men, and I cannot see why Uncle Sam keeps his best looking men at such out of the way posts. The garrison is on the qui vive, and more officers are expected, as Major ‘Wyse’s court martial is tobe held on Monday. Tvrspay, Oct 25.—We arrived at Port Townsend at 8 o'clock this morning, and took the town by surprise. Colenel Lay was ordered to Victoria by @ revenue cutter, Jeff Pavis, Capt. Magon, which will sail at dusk. The steamer Juha, Capt’ Busboell, arrived at half 10 o'clock with colors flying, having beard of Gen. = Scott's presence via Portland, Steilacoom Col. Nor- men left for San Juan on bis inspection of artil- lery, and tbe Julia sped for Victoria, to inform them that the great Pacificator had dispatched his apswer to Gov. Douglas. Gen Scott remained on board and went up to Olympia, and will return to bis post to-morrow, when he expects the Magsachuset@, Capt. Fauntleroy, to be ready to receive him. His arrival was unexpected, and bis welcome was hearty cheers, but to- morrow he will receive a salute, RICH GOLD DISCOVERIES ON THE SIMILKAMEEN RIVER. A government expressmin, named MeGuire, recently arrived at the Dalles, brings reliable intelligence that new | and rich goia diggings have been discovered pear the above amd river. lowing particulars -—— According to our informant, the discovery is confined toasmall baron the river, which is being worked by solojer8, Qvartermaster’s men, and a large number of Indians, Tbe men from camp'go down aller breaktast, waiking a distance of five miles, and working wot more than half aday, averaging about twenty dollars to the hand. This is without the ordinary conveniences for mining, and with notbing but picks, using frying pans for washing out. With “rockers,” itis estimated tbat frou $54 to $200 to the hand could readily be taken out. We have net learned that any of the neighboring bars have been progpected, but it can scarcely be possible that the rich deposites are confined to ome locality; and when a thorough exammation is had it is more thao likely that rich strikes will be made all aiong the course of the river. Mr. McGuire, who is represented to us a3 ap entirely re- liable man, says that he himself visited the diggings, and saw the mincrs at work taking out gold ata rate fully equal to thatstated. It is represented that the officers in command are very anxious to conceal all knowleage of the discovery, they epprebendmg au immediate rush, that in the present ‘condition of the country must be at tended with great privatons. Should the next advices copfirm these startling reports we may expect to Bee a stampede scarcely equalled by that to Fraser river. OO FINANCIAL AND COMMERCIAL. | Public deposits... Frupar, Nov. 251859. The steadiness reported by the Circassian and Africa in every braneh of trade cnd finance in Burope is calculated to produce encouragement here. The small decline in cotton was fairly expected; the firmness in the breadstaffs market, though quite likely to lead to realizations by the large holders, was anticipated on this sido. In our money market there is no change worth noting, and business is quite dull, Some of the discount houses, report more inquiry; others, on the contrary, seem to think that there is more money offering. The course of our banks in expanding as they are doing, at a ume when the general operations of commerce are on a restricted scale, is attracting a good deal of attention from the coun. try press, and will probably lead to some action in Con- gress as soon as that body meets. It is asserted by an apologist of the banks that each bank President is responsible only to his stockholders, and that it is none of the public’s business how ho con- ducts his bank. The fallacy of this argumient is obvious ataglance. If the prosperity or ruin of banks concern ed only their’ stockholders, then their doings would be of nO public interest. But when, as is the case, the course of the banks governs the general protits of trade, and regulates the standing of financiers and merchants throughout the country; when the suspension of the banks produces a genoral commercial revulsion, checks all commercial operations and ruins thousands who have no direct interest in the banks, it is the height of ab- surdity to pretend that the banks are or can be adminis- tered solely in view of the profits of their shareholders, and regardless of the public good. There i6 comparatively nothing doing in foreign ox change. The bankers report that there isa very light demand for bills, but rates are generally uncbanged, though somo bankers’ bills have sold to day at 100%. ‘The steamer for Europe to-morrow is the New York, fur Bremen, which will probably take out no specie.
