Whe Mulligan and Riviere Affair ef | Honor. TO THE RDITOR OF THE HERALD, 68a Baaapwar, New York, Oct. 5, 1960. ‘Qu atwordance with the promise of my note of yoster- aey,t will, as briefly as I can, give a true account of the tending circumstances which transpired in the recent diff- ‘oulty between Mr. William Mulligan and Mr. H. A. De Riviere, aud I hope I will be excused for appearing thus f print by the plain necessity of correcting the fuise etatementa which De Riviere aud his two frieads, Smoo- ohia and Prati, have put forth during the temporary abaonce of Mr, Mulligan from the city. ‘The first nows that I had that a rencontre bad taken place between Mr. Mulligan and De Riviere came w me from Mr. Mulligan ouFriday last, who Informed mie that ‘en the previous evening De Riviere, accompanied by two friends, had advanced to greet him in a public houge, but ‘that, having notified De Riviore somo time previous not 20 attempt to sook such recognition, ho spurned bim with expressions of contempt, and subsequently pulled the moustache of oue of the other two a a rebuke to him for hand threatewin ly wader his coat, aa if he in- weet. draw @ we that the the party event away do- ould 1b hin for n, aud that, pei As eb Ghat ‘declacauon, they ho bad pen & per- «| bec beyond ry him with & challeuge Riviere, ternative chailenge from. ‘gil deg and aise a0 aad pulled in case Mr, Mulligan shoukl. not De willing o recognise the claims of such a persou a8 De Riviere. Fret) owas then. to me, and we met on Saturday at 12 Pig to diecuss the matter. After somo conversation I told ‘im that Mr. Mulligan would give De Riviere a meeting, but we required a written challenge before we coull pro This, however, was strongly objected wo on their the ground, as they aid, that it would compro m with the law; mai we, being desirous of leav- no obstacio in tho way of their yege hep then agreed between us, on my proj Lh the peinclpals should ald ght with Colt’s revolvers, dpe mgegpe ery: fifteen paces, with the right to ri to advance on his adversary after the ot iis main condition being fs and remained for ua as the challenge: of meeting, Tn pursuance of that that right we aamed They, however, ol , Whereupon, that the expense of tho journey might possib!: ‘cause of their objection, I suggested, with ag muc! delicacy as I could, that if wantof money were the reason, ‘we bad fifty or a hundred doilars at their service; battheir, answer was, they knew nothing about Canada, ‘and want. —- nearer at hand and op that afternoon. Though no right as the challenging party vo thus dictate ‘wrms, toe Mulligan directed me to concede anything ra- ther than ‘baulk their humor; and Mr. Prati left me to return at one o’clock and let me know when they would be weady to start; aud we, np gn _ they = reall; in earnest, =, ie servi @ surgeon: Sian, on the g At one o'clock P. Mr. Prati, however, was 80 urgent, that we waived our rights again, but notified him to be sure to have his prin- crpal ready to start at three, without further loss of time. Al three we wore awaiting them with our surgeon at the ted place, but they onty appeared to ask the pri of still another hour's postponement, and of even ‘quarter of an hour beyond that, asthe last margin they would desire. We of course protested strongly against their thus taking advantage of our previous concessions ; ‘Dut being willing to allow them th® utmost latitude, and deginning, too, to be a little curious as to what they really intended to do, we gave thom til] a quarter past four o'clock, at which hour we were all to start for the Woo- is EL Ly i 2 ae Most convenient place. Atfour o'clock they gignal they were ready, and drove off towards the ferry, onl we ftliowed: ‘stopping only on our road to take in the surgeon, who, after three o'clock, had returned to his office. ‘This stop, however, cost us the loss of one boat, and we suff a delay at the ferry of just half an hour. There was in my coach, besides my principal, the surgeon and myself, but one other person, though an- other coach, containing three gentlemen, followed us on board. Ov ‘arriving on the Jersey side we found Mr. De ‘Riviere and Prati and Smecchia awaiting us at a tavern oy the road gide; and before starting up the hill, one of lemen in the coach that had followed us, inquired Fa . Prati if there would be any — tor panes be present on the grat io ol mn Was we started in” our coaches up the hil, fol’ a also by a containing two “other persons whom we found at the tavern on the Jer. Prati with ‘an objection to the ais tance that had been fixed upon, accompanied by a request oa their part love it should Be increased from tifteen le paces. I tly resisted this pew invasion of our told rati that we would submit to no al- Yeration of the terms that had been fixed upon, and said 1 was ata loss to conceive why they should wish the dis- dance increased, ow | ‘that it was growing rapidly dark, when fifteen paces had been thought wide enough apart at mid-day. Mr. Prati went to his principal frequently, consuming much time, but always came back to say that De Riviere would not consent to fight at less than thirty paces. “Very well, sir,” then said I, “if M. de Riviere ‘will not adhere to the terms he has agreed on, or wishes to withdraw his challenge, we have nothing more to say; ‘we have received no injury, and we are here, not seeking watisfaction, but in obedieice to your call, ready to give satisfaction to you, and, if you do not want it, that is your own affair.” Upon this Mr: Prati went back to De Riviere, end after some taik, during which it began to rain and quite dark, he "returned to me again and said that Fe Riviere would agree to exchange one shot at Atieen Dut that the remainder must be fired at thirty. joint would not saffer a presumptuous dictation aks wort, and told him positively he must begin to fire at our distance, And not increase it til! the affair was closed. Mr. Prati, thereupon, finding his principal to be intract- able, said he washed his hands of the affair; whereupon Mr. Smeechia came forward sre proposed to compromise a ‘twenty and gal paces, by puting these two numbers ip a hat po fixing en distance by the first drawn out. I replied that I did not come over there to pettle the attir by lottery, and that having been engaged concessions all day, T would hear of no further eee our rights, and that I hardly knew how to understand the demand of a party asking satisfaction to increase the distance. Seeing that I was firm, De Ri ‘viere then requested to speak to me, and after stating it was too dark to proceed further with the business that day, asked me if I would consent to meet another repre- @entative of ‘his that evening after we returned totown. I aid consent, an hour and place were fixed, and having ‘then no further business to transact in Jeraay on that afternoon, I ordered my coach to be driven to ihe ferry. How lovg ‘De Riviere and his friends remained behind in the dark, and what they, remained for, after their own ad- Journment, I do not know. ‘The remainder is soon told. I met De Riviere that eve- = between eight and nine o'clock, but he stated he had et provided Cg! with a new friend, and asked wall further rther time. I then gave him my address and told tim when he wished to communicate with me again he might do so by sending me a note. On the next day (Sunday) he sent me the following:— Carrain Lewis—Dear Sin:—For reasons ee GAPT. H. A. DE RIVIERE. In accordance with the request of this note, I called on De Riviere on Sunday afternoon, when his whole purpose was to tell me he had not found another friend to act for ‘him. This is the last time I saw him or heard from him fm the matter, until, while patiently and quietly awaiting further overtures on his part, I read his untrue and un- warrantable statement in your paper of Tuesday morning Jast. This, sir, is a true account of the affair betwoen Mr. Mulligan and Mr. De Riviere as far as it came under my observation, and I have only to add, in conclasion, ‘that it will require the statements of persons of better Standing than Mr. De Riviere and those who sustained aim in his recent card, to impugn the courage of aman Ake Mr. Mulligan, who served = country with distin- credit in numerous baities, me and of whom General Fecently testified in court that a“ braver soldier ever drew a sabre.” LORENZO LEWIS. FINANCIAL AND COMMERCIAL. Wepwmspay, Oct. 5, 1859. ‘Tho moncy market is firm at the lato advance. ‘The brokers are borrowing at 6 a 7, according to the nature of ‘their securities, and their arrangements with lenders; in Open market the rate is moarer 7 than 6, though on federal or State securities money can be bad easily at the latter rate. At the discount’ houses, rather more paper ‘4s offering, in consequence of the prudent policy pursued « Dy many of the banks; rates do mot vary from those cur- (arent yesterday. Very prime short paper still goes at 63¢ a7; first class, endorsed, four a six months, 7 a8, the etter figure being nearer’ the rate than the former; single ~ Limes, first claes, 8 a 10; ‘names lees generally known, and “ya ‘ver over six months, 9212. The market still fails to pees ‘ent tbe ustal indications of a permanent advance in rates; the amount of money seeking employment is still in excess . % the amount of paper seeking discount. ‘There , © Nothing in foreign exchange to-day. ‘The do- mestie exc tanges, in the West and South, are gradually “becoming le. ¥ favorable to the city. The operations of “the Chicago bankers, by which exchange on New York --was kept at two’ Per cent, have culminated at last; Eastern vexchange in that city Promises soon to rulo at o below sone per cent. At UWieago and St. Louis the rate is such that specie cannot pr. Mtably flow eastward. New Orleans Jhas not yet begun to . traw specie from New York; tho ‘Hte may be expected to Wt in that direction by the cud of he month. ‘Thera was a partial collasro ip the stock market toxay, caused chiefly by Tree sales of New York Oontral stock by ald and new holders. Te Seema that some of the ori. ginal Albeny stockholders tosolved, yesterday, to seit out their interest, amounting to gveral hundred or thousand | shares; besides this, parties who have latterly been buyers om speculation put thelr stock also on the market vhis morning. The Consequence was a general dectige in prices, which, when it reaches a certain point, and the new stock finds a resting place, may lead (o fresh speculation. im the meaptime we have to record lower prices than yesterday throughout tye list. New York Contral opened this morning at 7034, 8 decline of one haif per cent since last evening, ewld down to 78\ at the first board, and to Ti m the street; gold at 7634 in the afternoon, and closed at 7834 bid. ‘This stock ls suffering from the neces- sary reaction from the exaggerated accounts of Septumbor earnings lately circulated through the press. The Western stocks wero all lower, Galena opened at {, sold dowa to 72, and closed at 7144 bid, Rock Island opened at 663, sold down to 6435 , and closed at 64% bid. Fuieto and Fouthern guaranteed beth sold in We morning as jow as 20%. Pacific Mail tumbled down to 15, cloaing at 74 bid. The intelligence given below seoms to have startled some of the stockholdere., State stocks were pretty steady, without much business. In bonds little or nothing was done, In the afternoon the market closed unsettled at the following quotations:—Missouris, 934; a %; Canton, 172.18; Cumberland Coa}, 12} 13; Pacific Mail, 74 4; New York Central, 7834 a %; Erie, 44% a 6; Hudson River, 843; 4 35; Harlem, 93; 4 34; Reading, 413g 4 Xj Michigan Central, 424¢ a 34; Michigan Southern, 43; a 6; do: guaranteed, 204 @ 34; Panama, 117 @ 34; Iinois Cen- tral, 66a 32; Galena and Chicago, 71 @ 34; Cleveland and Toledo, 20% a };; Chicago and Rock Island, 64% 4.65. ‘The California mails were sent to sea to-day (as inti mated in this morning’s Hematp) in Vanderbilt's steam- ship, the Northern Light, for Aspinwall. It seems that the Jobneon party were at the last moment unable to satisfy Mr. King, of the Post Office, of their capacity to carry the mans under the contract; the bargain between Johnson and the Department was therefore annulled by mutual consent, and Johnson’s sureties were Hberated. The mails have been given to Vanderbilt under the condi- tional contract lately made with him by the Department, and which is to inst nine months. The opposition will therefore last that period at allevents. Vanderbilt will, we believe, carry the mails Via Panama until the opening of the Nicaragua route, an event which we are led to believe may perhaps be shortly expected. It need hardly be . added that the St. Louis did not sail to- day for Aspinwall. From what we bear, it seems doubtful whether the principal parties in the ‘‘Ailantic and Central American Transit Company?’ seriousiy expecte { her to perform the voyage. The whole transaction sheds but little credit on the system by which the mail contracts are at present awarded. From firat to last, no one in this city possessing a practical acquaint- ance with steamboat management and Central American affairs ever expected the Johnson contract to be carried ‘out. ‘The railroad earnings for the month of September are caming in slowly. The following are the estimated earn- ings of September, 1659, a8 compared with the estimated earnings of the same month of 1858 (the amounts in both cages prove somewhat short of the fact, when the year’s accounts come to be made up). , 1858. 11850. Within the past few days, too, both roads have suffered cousiderably from the effects of the storm. The indica- tions are that these roads wMfll not yet feel the effects of the crop, though their winter bugincss cannot but be con siderably greater thaw that of last year. The workmg expenses on all these roads are said to be much less than they were a year ago. The freight receipts on the Tuiedu have been for the past two moushs in excess of those of 1858; the fatting off in September was in passengers, ‘The following table shows the last bank statements of the four imam yar ‘a6 Kirton Toe ws 8.
