The easy condition of the money market, which was ‘Not anticipated to exist in this current month of Septem- ber, leads many to suppose that the months of October and November will exhibit the same degree of ease, or at all events the absonco of any stringency; and that tho re- Hable monthly receipts of specie will be sufficient to moet the exports for the remainder of the interval betweon now and the revival of cotton shipments in November, by which a large supply of Southern bills will appear. ‘The exports of specie this month are at the rate of geven millions hitherto, and thatsum will doubtless be reached; while our receipts from California will be in all four months in the same period. This isnot likely to be ‘hanged in October, when the payments on account of our early spring imports will have to be remitted, and wonsequently the demand for exchange will rather in- screase than decrease before there is any great supply of Bouthern bills. Gold, therefore, will have to be shipped to about as great anextent as in this month. In the month of November the payments will be still heavier, aho demand for exchange greater, but there will be @ better supply of exchange from cotton shipments ‘to meet the demand. Ships are already stecring to the South for cotton cargoes, which in six or eight weeks will bo on their way to Europe. Already the sound of active business has been resumed at New Orleans and Mobile, ‘and the transactions will rapidly, week by week, increase. ‘Tho cotton merchants and planters of the South are rich— the result of a series of prosperous years—and they can afford to hold their bills for a good market, and not bo apt to growd them go as to depress rates of exchange on Europe Mauch below specie shipping point at any time. The agents of our large banking houses in New York are constantly on the alert out South to buy Southern bills, but the bulk is negotiated through the Southern banks, who send them to heir correspondents in New York, to whom, at some pe- riod of the year, they are in debt for advances. The na- tural activity of business must make money more active, especially at the centres of its circulation, and conse- quently most #0 at New York, tho principal centre. W."°? money is cheap they make it cheaper, and stimulate al sorts of speculation, and when money is dear they make it dearer by their extreme contractions, Some of the banks are now even fostering the mad speculation now in force on the Stock Exchange. Bona fide holders of stocks that have become the subject of speculation are taking advantage of it to sell out, while the speculators are getting deeper in, the result of which will be that by and bye there will be a sudden reaction which will ruin many, All lasting improvement is gradual and regular in its character, and not the effect of combinations which are now in active force. We give below a carefully prepared statement of the business of the New York Central Rail- road Company for tho last six years, framed from the company’s own reports from 1855 downwards. Tho re- ceipts and earnings of the company have been decreasing, yet the company stuck steadily to @ semi-annual dividend of four per cent until the last. The statement shows that such dividends were made out of capital, or by the issue of bonds—that is, creating now stock and new bonds, in order to maintain the appearance of a remunerating busi- ness, and consequently increasing the price of its stock in Wall street. When we sce the directors of railroads among the most rabid speculators on the bourse, we al- ways infer that there is a great probability that the stock in which they speculate, of railway companies in which they are directors, are jobbod according to tho management of the road for Wall street purposes. At the present moment there are many railroad companies that cannot pay their hired laborers regularly, or in full; and back debts for mere wages are accumulating. Railway property ia among the most important of the country, but there are too many competing roads, and the transportation of some of the Western railroads must fall off from this cause alone.
