Judging from tho contents of the local journals, the material prosperity of the republic is making rapid strides towards substantial improvement. The inaugura tion of the administration of Geffrard seems to have be- gun a new era for this country, 80 long oppressed and trodden under foot; and the people, looking up to the new President as their deliverer, are cheerfully acting on his advice and following his suggestions for the doevelopo- ment of the numerous resources of the exuberant soil. ‘A decree issuod by the President had passed into law, ‘and received the assent of the Legislature, for exploring all tho mines in the country, and for cutting, for exporta- tion, the immense varioties of beautiful and valuable woods to be found in the forests of Gonaives, Tortue and other adjacent islands. The President states that this ac- tion is caused by the deplorable state in which the public finances have been left by the Imperial government. The firstdrawing for $26,000, to be won by twenty-six tickets, varying from $200 to $10,000, was expected to take place at the Capital short! A maritime and land insurance company had also been established under the protection of the President. A-correspondent of the Toledo Blade, writing from San Antonio, Texas, August 19, announces the arrest at that place of'a pair of forgers, counterfeiters, mail robbers, or -what not, named respectively Brown and Sawyer, hailing from Detroit and Chicago. “Brown,’’ says the writer, “is ubout thirty-five years of age, weighs about 135 pounds, is rather pale, though not thin; dark whiskers all around his chin.
