All tuis arises from the viliainy of the last Leg six ture in legalizing the unconstitutional canal drafts, and « the eame time purposely negiecuing to proviue fans for the honest creditors of the Siate The season of canai navigation is nearly half consumed The tolls received tous far this year fall greatly abort o! ‘ADy season since 1836. The entire amount received this year, from the opening of navigation to and including te rst weem in August, amounts to $787,625. During tue fame period of 1868, which was a falling off from former years, the amount was $984,746 29, showing a decreas: ais year of $347,221 29. Should the same comparison exist at the clore of navigation, there will be over haif : million deficit from 1858, when the entire receipts were only $2,111,000. At this rate, the time wili soon arrive when the people will be calied upon to raise means to keep the canals in navigable condiion, besides the acaual interest on the twenty four millions of canal debt, to getber with the principal when dus. And while the cana) sol # are thus daisy decreasiug, the business of their mam moth rival, the Central Raliroad, {a greatly increasiag. Afver laying aside a large semi-annual sinking fund, paying interest upon its indeot. edness, and dividing among ‘Stockholders $720,000. a balance of nearly Dfvecn thousand remains over as crodi' to the next six months. Thus the difference: while the canals of ‘he State are scarcely doing bumness sufi] sien to keep them in repair and pay the officers and lanorern ero, their great rival, the Centrat Railroad, has be come @ ruinous competitor. How can an honest Leginis ture refuse tc reimpose tolls on rai.roads, whea taeir great injury to the public works of tue State is so mani Testiy certain, clear and positive? We bave heretofore drawn attention to the fact that owing to the large export and high price of cotton the exports from New Orleans during the fiscal year ending Yet ult. were 12 per cent greater than those of any pro vious year, The detailed statement of last week’s exports, which we rubjoin, contains some instructive facts. It appears that besides a very handsome export of domestics to Chipa, South Ameries, &c.,New York last week re ex ported foreign dry goods to Great Britain, France and Germany. We took eccasion some time since to suggest to our importers that, since the peace, it might pay to send back some of the goods with which our markets have been overloaded. The hint, we notice, is being acted upon, The re exportation of many descriptions of foreign dry goods, eapecially the more expensive quali- Mes of silks and velveta—for which the demand will pro hably fail short of the goneral anticipations of the trade— would eull be hkely to psy. The export table is swelled | by free shipments of eugar and coffee, which will tend to | #trengthen the merket here and protect importers from | the embarrasements lately cavtod by the maintenance of market prices in the face of accumulating stock. Their offerings of stock below the cash price—in the absence of any consiverabie demand for stock from outside—cansed a elight but general de clire in prices, which lasted throughoat the day. Amoug the stocks most severely attacked was Pacific Mail, ot which a thousand eharce were gold on zellere’ option, caus ‘ng the price to recede three per cent, Rumor, of course, accuses the Commodore of the tele. So long as the direc tors of the Pacific Mail Company keep their concerns a ge cret from their largest stockbolders they must expect their stock {0 fluctuate, The Western shares, espe cially Michigan Central and Southern guaranteed which have Istely shown a teudency to Im prove, were seyercly hammered, We continue io | cull and nor receive from the West accounts of improving trafic. The Cleveland and Toledo, we learn by telegraph, earned durin: she second week in August $12,495, being only’ $44 leas than the game week last year. The managers of the Wa Valley road look forward to ag much business as they cui do. Ali the Weetern etocke, and especially the Michigac abares, have been so largely over gold by the shorts tha’ the first real improvement in traffic will cause a stampede among the bears. New York Central was steady, though hotly attacked. The road is doing well; during the frsi week in August it gained $12,000 over last year. We un: derstand that the Erie will eend no representative tc Niagara. The Receiver considers the present farce, es pecially on third and fourth class freight, too low, and he will concur in any plan which has the effoct of raisiog them. It i known that the Pennsylvania and the Baltimore ard Ohio are in favor of higber freighta. The conal, also, interposes no objection. We trust and believe that no legal quibbles will be allowed to interfere with ‘the adjustment of this complicated concern, and that all Classes of creditors will bo dealt with fairly and honor. *bly. This does not mean, of course, that the fourth mort- kage creditors shall obtain everything and other creditors nothing. As we explained on Monday, the fourth mortgage bondholders can, if they please, take the property by paying the floating debt, overdue coupons and second mort gage; more than this they cannot expect, Mr. Moran is about coming out with a proposal for a reorganisa, tion on a basis of about $28,000,000; he leaves ail the mortgage debts an they are, gives the unsecured creditors stock at par for their bonds, and the stoskhold- ers Dew atock for the old at the rate of 18 por cont. H» alo inure $1,260,000 of new stock, for which he wante money. It is casy to understand that Mr. Moran should seek to prevent the ruling out of the fourth mortgage, which be negotiate, and of ihe nneecared bouds, most of which he sold; but it is not no cosy to eec the advantage of a reorganization which loaves the road burthened with nearly $16,000,000 of debt and $11,000,009 of siock. ‘The following wae the business of the Sub Treasury bi = $356,098 51 recelpla, ’ —Fer customs, ++ 280, oe tose 18 Baiance. 5,193,362 76 ‘The exchanges at the Bank Clearing Houso this morning were $17,844,644 18, and the balances $1,194,824 20. ‘The weekly statement of the Philadelphia banks pre- sents the following aggregates an compared witb thoee of the previous week — Capital stock Lorve,... . x Dec.
