Daiavay, Esq, City lospeotor:— Dear 31R= In pursuance ‘of your cirecuon, and of the re- ference to me of tbe annexed peution, by the Hon. the Mayor and Commissioners of Heath, complaining that the premises situated between Fiftietn and Fifty-eighth stree:s, Sixth avenue and Broadway, wore in a fay ‘Con- dition, avd ured for purposes creating & bDuisance endang- ering the public heaith, I made a personal inspection of ‘the premises on Thursday last, the 234 instant, and re- wpectiuliy beg leave to report the facts and condition of ‘twings as I found them. The premises above alluded to are much bigher than the grave of the street, and of a rocky, hitly nature; on the east and west side ran two of our lesding avenues of travel; the portnern boundary is Dut one block from the Central park, thua forming, es a locabty, a beautiful rtion of our city; Dat at present almost entirely (especially that portion siwateu between the Sixth and Seventh aveaues) covered over with miserable abanties, filthy hog pensand yards, afew wretched stables, and all having small sheds or Duilcings, containing kettles and boilers for the boiling of slaughter house offal, hotel oifai, swill, &c. These shanties are vccupied by persons who prosecute the business or evocation of keeping hogs and of collecting offal, swill and garbage from slaughier houses and various hotels and dwellings of the city, and is carted upon these premises, where it is boiled, and then ueed for feeding their hogs. Most of them are ‘‘squatters” upon the ground. A few Qh rent, and I found but one who, as he informed m3, the owner of the Jand which be occupies. They keep from ten to one hundred ) and them- welves und their property by numerous families of fero- cious dogs. Tue yards and hog pens were in a very filthy condition. The pools and the piles of filth and excre- ments around these pens were poisoning the air with their noxious vapors. But the ‘Malakofis’ of the existing nuiespces on thege premises are tne bogs, and the boiiers and ketties wherein the ‘‘offal and swmill boiling” is performed. In and around these boilers and kettles the air is laden with a sickening, offensive, noxious and stinking effluvia, penetrating beyond the boundaries of the premises, creating a nuisance not only dangerous to the besith und comfort of the petitioners, but of all those who bave cocasion to visit or pass that vicinity. This ex- isting nuisance, the fiithiest and most extensive in our city, m the opinion of the undersigned requires prompt and effective remedies; the excuse of the occupants, that — keep them ag clean as they caa, ig no excase at ail, aod is pot true, They koow that the keepiog of that number of hogs and tue boiling of offal is a violation of Jaw; and they know that the condition of their premises, and of necessity their occupation iteeif, is a nuigance, yet they continue their filthy business with a boid as- geveration of their right so to de. Is it not time that the extracrainary powers vested a law ip tho Mayor and Commmissiouers of Health and the Board of Health should at once be exercised, snd the necessary remedies applied and en- forced to abate thie nuisauce? I would respectfuliy sug- gest the following as a meaus of abating tae same:— 1. A Boraiam ano His Sweerneakr.—Tho case of William Hoghes, a confederate of Gordon and Keily, the notorious burglars, came up for examination before Justice Brennan Yesterday. A good looking girl named Julia Kemp, now confined in the House of Detention as a witness, was ex- amined and testified that she had known the accused for two years ana thief, and that he was paying his atten” tions to her while she was living as a domestic in the bouse of Mr. Rhinelander; that Hughes calied upon her frequently, and asked her if she knew where her em- ployer kept his money; witness told him the exact spot where to dod the money, and Hughes vook advantage of the information by carryiog off $8U0. The prisoner also broke open several other drawers in the bureau, 20 a8 to divert suspicion from the witness. The coungel for the Prigoser objected strenuously to the admussion of the witness? testimony, but the magistrate thought it was pertinent, and ruled against the motion to strike out, Hughes was committed for trial, and his sweetheart was committed as an accessory. Axo7nER Fatat AFrray.—As policeman Bradley, of tho Seventeenth precinct, was on duty at the corner of Essex and Stanton streets, on Tuesday night, he was accosted by & man named Benjamin Onriatopher, wh) appeared to be in liqnor and unable to take care of him self, The officer conveyed him to his home at No. 164 Orchard street, where he learned that Christopher had been engaged ina row at tha gro- cery store next door, and had been pushed ont of the place insnch a violent manner that he fell, his head Coming in contact with the sidewalk. Christopher did not appear to be seriously injured, but yesterday morning his wife ixformed the ‘that he was at the point of death, and that his life had been Con cehes of by the physician in attendance. The President of the road was on the train at the time. Michigan Central was bettsr, Erie advanced a fraction. State stocks are steady, but the business doing is vory light. It seems dificult to understand how the company can make avy arrangement making over the control of the road to other parties, without providing for the interest on all the bonds. Nor are we shown what is to protect the lessees from ejectment in the event of suite being brought agairet the property on overdue coupons. The stock- holders, whe now control the property, have atill less reason to lease the road on the terms proposed. As mat- tera stand, there is s possibility tliat the revival of busi- ness may enable the road to pay all its interest and a trifle on the stock. The proposed arrangement would practically wipe the stock out of existence for the present. By what means the proposed lessees intend to satiefy the company that the road would be kept in repair during their lease, we are not informed. It is difficult to con- ceive any bargain on this point which would not be certain to lead to litigation. We have expressed the opinion more than once that the only course for the Erie Company, if they cannot guin delay from their creditors, is to let the law take its course, and to reorg :- nize the property ona new basis; any makeshifts in tno shape of leases will be likely to render the flaal end more injurious to all parties concerned. . The following dividends have been declared:—The Now Amsterdam Fire Insurance Company, a semi-annual divi- dend of eight per cent, payable July 1; the People’s Fire Insurance Company,a semi-annual dividend of six per cent, pabable July 6; the Commonwealth Bank, a semi. annual dividend of three and a half per cent, payabie July 1; the Emigrans’ Industrial Savings Bank, @ dividend at the rate of Give per cent per annum on sums of $500 and under, and at the rate of five per cent per annum on larger sums, payable Jaly 18; the Middletown (Conn.)
