The progrees that the surveying troupe, under Mon- sicur Felix Beily, are making, I presume occasions no trifling interest among the foancial as well as commercial communities at home; for on the issue of this survey de pends ina great measure the final undertaking of the great canal project. I have carefally watched the pro Ceedings of this party for the express purpose of trans- mitting you the same for publication in your valuable journal. I wrote you a hasty portecript, by steamer of the lst, avnouncing that a baitle bad just been fought between the government and emer ey in the neighborhood of Serena, the latter being utterly routed. The information was, in substance, true. Gen, Vidaurri, the leader of the government forces, attacked the revolution- ists, whom he enticed from their entrenchments by strata- gem, and forced them to retreat to Serena, and thence to (be mountains, capturing twelve pieces of artillery, 300 prisoners and the standard of the enemy. But the ab- sence of an official return from the Commander-in Chief, the failure to return to Valparaiso of the victorious army, and the generally current report that Gallo and 1, of his Belpre nit in the fold holding ‘the lan lg ing district of Copiapo, render the rornment statements of the entire pacitication of the North somewhat proble- matical, Paiace still swarms with troops, old c.stom house adjoining it is used ag barracks fora bat- ‘aiion Of infantry, and public contidence is far from being restored. I yeeterday made a visit to the ‘Casamatw” of Castle Taependence, which, 08 the #8" Vfaik”of a bastion,” now a gloomy looking prison, badly lighted and ventilated, bere the convicts are huddled together in strange con- fusion, and entirely without regard. to the various de- grees of crime. In appearance it more resembles a subterranean cavern than anything to which Ican compare it. Two of these diemal cells—in extent about elghty feet, with a breadth of perhaps twenty-five or thirty—connected with each other by a side archway, the light of day being admitted only through a close grating in the extreme end of one ceil, and by a doorway in the other, constitute the priaon ‘im which the criminals of the State and those of foreign birth are immured It was, 1am informed, the custom heretofore and quite recently, to associate the sexes pro- miscuously. On cither side of each cell were miserable, narrow di- visions, formed of four small upright enpports, and covered with @ coarse and dicgy looking c’oth. Some of these contained wretched epologies for the comforts of a bed, while others exhibited naugat but the bard, bare stones of the flagging. All the creature enjoyments of the prisoners herein confined are either provided at their ovn expense, or kinoly furnished by outside friends. It appears, from his statement, that while in company ‘with two friends, and asulperia, one of them ac- cidentally broke s window of the establishment. They immediately entered to explain the matter aad prof- fer payment for the damage done, when they were besot by itsizmates—mcstly Italians—one of whom, seizing a jarge cheese knife from the counter, came to the attack. Mr. Franklin represents himsetf as recovering at ihe time from a Jeogtby spe of illness, by which he had been greatly prostrated. He drew from his bosom a re- voiver for the purpose of self-defenge, and in the mzlée, one of his companions—his pereonat friend—was mortally wounded.
