If these are to be the fruits of the war, the opinions ‘which were so generally entertained in financial circles ‘when it broke out will need modification, It must be re- membered that the atate of things above depicted existed after the battle of Magenta, after the debate in the British Parliament, and after the official announcement of Prus- sia’s position; that is to say, at a time when it may fairly ‘be assumed inst trade was suifering all the injury that the war cap well inflict upon it. The pay ments into the Sub-Treasury on account of the new Treasury notes up to this evening ere about a million and a half, though four days have yet to elapse before the delay allowed the successful bidders willexpire. The pre- ‘vailing impreesion still continues to be, that one-half tha five millions will be paid in overdue Treasury notes, and that the government will net about $2,600,000 in gold by the ‘operation. At the rate the department is drawing on the Bubd-Treasury bere, however, this sum will not long re- main in the vaults, The payments to-day, which included $100,000 sent to Washington, were over a million; and advice was received of about $700,000 ia drafts which are snthe way. Itis hardly expected that the Sub-Treasury balance will even be as large as itis now when the July imterest on the public debt has been paid. The ebipment by the Cunard steamer to day was over $551,600, less than was generally anticipated yesterday. Exchange closed dull, without change of rates. It seems to be euppoeed in monetary circles that the Fulton on Saturday will take out the last of the specie shipments which will be felt by the banks. Money continues very easy, the demand being very limited and the supply ‘abundant. There is some talk in bank circles of relaxing the rule which hasenabled the banks to reduce their Giecount line $9,000,000 within a month. It is to be hoped thet the leading bank officers will have prudence ‘and sense enough to rerist the temptation, and that they will continue te curtail until their line falls beiow $120,000,000, and then keep it there for the present. The banke must perceive that the enormous importations of ‘the first six months of this year—which are in excess of the corresponding period of 1857—call for the utmost cau- tion, and that apy imprudence on wes part may lead to cone of those relapees which have usually hereto. ¢4) owed financial revulsions at an interval of one to two years. The circular which we published on Monday was apparently a preliai- ery move in the campaign; dark rumors are afloat to the €ffect tbat it 12 to be followed by attacks of a stili more effective character, and that, from tho capita! and akill enlisted in the crusade, it ig not doubted but that a suifli- cient number of bolders may be frighiened into selling to Produce a decline of $10 $15 share. Those, therefore, who take an interest in stock movements will know what to expect. The three roads in question cost, on the average, to build, about one-eixth of the cost per mile of the leading foreign roade ; for years, and until the reyulsioa, they earned large profits, which were divided among their Btockbolders at the rate of from eight to fifteen per cent per annum on the stock ; none of them baye any floating debt ; all of them will doa large business this fall if the crops furfll their present promise ; all of them are tn the hands of mansgers against whose integrity and capacity no whisper has ever been ut'ered. What success awaits the jobbers, however, remains to be seen. New York Central was dull to-day, without material chauge ; the stock opened at 757{ and closed at 752; bid.
