On Saturday laet, Mr. Samuel L. M. Barlow, President of the Ohio and Mississippi, and umpire under the Ostober com- pact, despatched circular letter to the four roads, pro. posing ® new and equitable tariif of fares and freights. That proposal was accepted by the Erio, and at last, we underetand, that it has been accepted by the Central also; it bas been rejected by the Southern roads on the ground that the freight charges proposed were too low. The Southern roads claim that an advance of 100 per cent in freights ts needed. The New York Central capnot agree to this, because it has to compete with the canals; until some arrangement be made with the canal managers—if such an arrangement can be made—it is im- possible for the Central to raise ite freight charges more than 60 per cent over their present figuro without losing ‘the whole of its freighting business. It is therefore out of the question to expect Mr. Corning to do so, and if the Southern roads insist on the point, the war must go on umtii one side or the other bo entirely exhausted. As, however, the Southern lines woula, by accepting Mr. Bar- low’s schedule purely and simply, not only make as much money as they can expect on passengers, but likewiso obtain e'xty per cent more than they are doing at presen} on freight, it is perhaps reasonably expected that they will not persevere in the views Mr. Thomson set forth yesterday avd to-day. Mr. Barlow’s schedule is not per- haps what he desires or what ke is en:itled to; but it is evidently alll © can get at present, and itisa great deal better for his road than a continuance of the present sui” cidal contest. We give elsewhere a mass of information about the frost of the 4th June, which has been reported as having proved so disactrous. It appears to have affected but a parrow strip of country stretching from Maine down through New Engand, the northern part of this State, the northweetern part of Pennsylvania, and the north and voribeastern part of Obio, Itdoes not appear to have been felt with apy severity beyond Ohio. Letters and telegraphs from Illinois, Michigan and Indiana etate that no damage has been dove in those States; Southern Ohio, Southern Penn- sylventa, Jersey, Scutbern New York and the far Western States appear to have escaped aitogother. Nor is it trae, os bas been stated, that the wheat crop has been inj sred. 0 far as we can learn, with very few exceptions, the wheat is none the worse.
