One thing iscer- tain, no man tainted with the squatter sovereignty here. sies of Douglas, or sympathizing with that decp-dyod traitor, John W. Forney, in his attempts to dissolve the democratic organization, ought to receive a vote in a con- vention of Louisiana democrats, A true democrat will frankly ayow bis hostility against these heretics and their heresies when called upon to do s0, and we promise them the chance will be offered. § How 10 Reconstruct Ts Democratic Party.—The On- tario (N. ¥.) Messenger, democrat, says:— The “‘rank and file” of the democratic party must or- ganize thoroughly ia every school diatrict, circulate demo- Gratic newspapers, punctually attend and control primary meetings, insist w change of the Syracuse Programme of last year, and iostead of being a ‘‘close corporation,” run for the benefit of street number, the democratic party of this State would speedily regain its former p.cs. tige and power, A Wis Concivsion.—Hon. H. 8. Foote, of Mississippi, has written a letter tothe Vicksbarg Whigin which he says he will “certainly not bea candidate” for Congress in the Fourth district of that State. He saya he hay no ambition to participate prominently in such struggles as are likely to occur in Congress during the next two years, and says he belongs to no party organization now existing in Mississippi. This is a very wise conclusion on the part of ex-Sepaior Foote, for if he did persiet in running be most assuredly would be badly beaten by Hon. 0. R. Sin- gleton, the democratic candidate. Tent Districr or Txn xsskx.—Gen. Join L. T. Sneed has received the opposition nomination for Congress in the Tenth district of Tennessee. THE Cry LSSPEUIUK Tammoone.Tha dariaion in Mr. Morton’s mandamus case has wrought quite a change in the aspect of men and things in and around the City Hall, The majority of the Aldermen who had been playing second fiddle to the ousted City Inspector lookea rather disheartened, although now and then they would try to laugh the matter off when interrogated. Morton’s dopu- ties end clerks feel willing to share the fate of their mas ter; and during the day yesterday they were dictating and writivg ali kinds of manifestoes.and petitions to the Board of Aldermen, complaining of the Mayor for his clogging the whecl the Inspector’s department. In the meantime Mayor Tiemann holds his equapilty of tewper, and will exert every pre: tire fo reorganize the City Insp ctor’s department. Mr. Morton is somewhat ercetfallen at the turn of the ‘ables by Judge Allen’s decision, and will, by the advice of his counsel, ex Juage Edmonds, take the case up to the court of last resort on an appeal, where no doubt the dicision will bo sustained. ‘The board of Aldermen, at their meeting to-night, will no doubt give Morton all the consolation they can. ‘Yesterday all the workmen lately employed by Morton were discharged, on aczount ‘of the notification of the Mayor and Comptro'ler that they would receive no pay for their gcrvices, The offices re- main in custody of the police. Weovespay, May 186 P. M. + By the Canada, which passed Cape Race last evening, we havo three days later nows from Europe, the details of which will probably be found in another column. Con- sols were the same as quoted by the Arago, viz., 992; a $s. Amatural reaction had taken place in the breadstuffs market, and cotton was quoted 34 a 34 lower than on the Saturday previous, Provisions were buoyant atan ad. ‘vance in price, In the money market we have again (o quote an ad. vance of rates. First class paper, endorsed, over 90 days, ig not done to-day under seven per cent, aud very choice short paper gocs at six. Six and eight months paper, gcod, cells at 8 a 9 a 10, according to quality—the ad- vance being about equal to one per centall round. No ad." vance haz been made in call loans. So little money is wanted by the brokers that the bankers who supply them find it dificult to employ their means, even at last quotations, Paper, also, is scarce, and it seems unlikely thatthe present flurry will last. There is nothing doing in exchange. Tue steamer from Boston to-day took $1,040,000 in specie and bullion. In alluding yesterday to the rumors of money being sent to Austria from hence, it should have been stated that the ordinary agent of the Austrian government in this city is the Con- sul, who draws on the Barings, the London agoste vt tne government at Vienna, We may add that, in consequence ‘Uf que troubled state of aflairs in Europe, seven-eighths of the purchasers of bills on the Rothschilds of London’and Paris prefer sight drafts to the usual bills at kixty days; and for theee sight drafts their New York correspondent charges 110%. The Austrian Bank has ceased to pay specie, and Austria to export goods; the Austrians wil find it dificult to obtain much gold from abroad without baving negotiated a loan somewhere. ‘The stock market this morning was unfavorably affected by the announcement in the Hxratp that the New York Contral refused, to meet the views of the Southern rail- roads in rofereBés to freights, and nearly all the specula- tive stocks opened a shade lower than tney closed yoster- day. Tbe atreet was {ull of rumors about the railroads, It was at one time asserted. ‘that Mr. Corning, who is in town, is not prepared to break off negotiations with the Southern lines. This story rests on no good basis that we hear of. The Richmond plan, of allowing no differences betwen New York, Philadelphia and Baltimore, is appa- rently the gettled policy of the Central. As to the South- ern lines, they were built expressly in order to do that which the New York Central now declares they shall not do—namely, to afford a cheap outlet for Western produce through Philadelphia and Baltimore—so that the pros- pect of their backing down ig slender. Besides this source of uneasiness, the foreign newa was reported in the street —before it arrived—to be extremely unfavora- ble. Altogether the tendency of the day was rather toward reaction than recovery, though the prices in the afternoon were better than betwetn the boards. New York Central opened this morning at 7234, but fell offto about 7234; in the afternoon it was done at 713{ and closed at 7234 bid. Rock Island continues very active. A natural reaction took place after the high prices of yes- terday; the stock was done as low as 625; for cash, and 60 seller sixty ; it closed at 6234 bid. The reports from the road continue to satisfy the directors here. Galena was off to-day; it was done as low as 63 seller sixty, and closed at 637¢ bid. ‘Toledo was steady. The Michigan ebares did not vary much; they are inactive, though still freely preseed for gale by the jobbers. Pacific Mail im- proved one per cent this morning, closing in the afternoon at 74% bid. There is still some informal talk going on between Vanderbilt and the directors; it will probabiy endin compromise, though the Pacific Mail may suffer somewhat before then. The businees in State siocks and bonds continues to bo moderate at previous prices, In the afternoon stocks were quiet. The market closed weak at the following prices:—Migeouris, 835; a 74; Virginias, 96; 97; Can- ton, 1834 a 19; Cumberland, 1734 a 18; New York Central, 7234 a 34; Erie, 73¢ a 34; Harlem,10%4 a 34; do. prefer- red, 86% a 37; Hudson, 81% a %; Reading, 460%; Michigan Central, 42a 34; Michigan Southern, 9°% a 10; do, preferred, 312{ a 32; Panama, 118 a +4;Mlinois Cen- 34 & 66; Galena, 637% a 64; Toledo, 273; a 1¢; Rock Island, 62g a 3; Illinois Central bonds, 80 a 81; Pacific | Mail Company, 7434 75. ‘The business of the Sub-Tressury today was as fol. lows:— Total receipte ++ $358,789 71 —For custom: 131,009 00 Total payments, 206,405 78 Total balance 5,887,341 96 The excbangos at the Bank Clearing House this moruing were $22,965,456 §7, and the balances $1,626,615 90.
