The Chief Justice stated that the calendar contained upwards of forty cases, among which was acase of murder and ove of mansiaughter—Dr. Bi- got, of the Second West India regiment, being the party charged with the last offence. The doceasod was a ser geant in the regiment, and bis death was caused by strychnine being administered to him by the Doctor, in mistake for quinine, This is the secon’ time that dea'h hus been occasioned by the atroiniavering of poison by army doctors, in migtake for muocuoun drugs. ‘The murder cake 1s ove of great atrocity, and will doubt- ess result in the conviction of the prisoners, two in number, A prisoner awaiting trial has just hung hingself ia the station house, My Jast letter, dated Lith inst., was closed with intelli gence of the arriva! of an express messenger at the seat of government, bringing accounts of a serious tumult in ‘the town of Savannah la Mar. On ths following morning his Excelleney the Governor and bis Honor the Auorney General, accompanied by 100 mea of the Royal Artillery and 200 men of the First West India regiment, under the command of Col. Whitfield, left Port Royal in the gunboat Styx for the disafected district. On the arrivai of the versel in the port of Savannah ja Mar the usual salote Was given 10 the Govervor, aud the military ioded with ibeir two fleid pieces, &e., and marched to the Court House, where his Excellency was met by the magistracy of the parish, The Governor stated the reason of his ‘visit, and expreesed bis determination to upboid the ma- Jetty of the law, and called on al! in authority to aid him in doing 80. He thereupon appointed the Hoa. Beojamin Vickers, a member of the Legislative Council, as Custos Rotutorum of the parish, in the room ef the . Toomas McNeil, who was unable to conduct the parochial aftiirs, io ‘consequence of protracted itiness, and issued a procia- mation offering £100 to the person or persons who first gave information againet the ringleaders of the riots of the 8th jost. His Excellency gave orders for the immediate re-erection of tke toll bars that had beon destroyed during the first affray, and intimated his inten- tion «to «freue = @ epecial comminsion for the trial of the rioters, Governor Darling left next day, leaving the military in possession of the town, where they will remain until the trials are over and peace is re- stored ip the parish, ‘The cause for this movement on the part of the Execu- tive ts one that I place on record with regret. True bills are found by the Grand Jury of Westmoreiand against some thirty of the wll-gate rioters, and toe 82h imstant wae fixed for their arraignment. On the morning of that day, eight to ten a ) Among whom were 300 Africans, marched into the town of Savannah la Mar, headed by a band of music. Nearly every person be formed this tumultuous concourse was armed with either a Stick, a cutiass, ora musket, and several carried fl: On the meeting of the Court the names of the riowres were read out, and they were called upon to surrender. This was the signal for the most disgraceful riot that has ever occurred in Jamaica. The people rushed in the Court House, rescued the prisovers, overturned the fur- biture, intimidated the j al officers, drove the Judge off the judgment seat, and defied the Court to proceed with the triais, They were addressed by Mr. Vickers and Mr. Foster Davie—the former an iufluential proprietor in “the pariso, and the new Custos, and the latter a member of ‘Assembly and attorney -at-law—but their speeches had but Jittie effect. The police, who were uuder arms, were assailed with migviles, and the station house partially de- ftroyed, The Africans ren up and down the town, yelling and flourishivg sticks, and swearing to mur. der the Judge and the magistrates, and all ies vowed that they would buro down the es- tates of those who bad been instrumental in the capture of the prisovers, It was in the midst of tais terrible rict that the express messenger was despatched to the Gover- nor. The people remained in the town till alate hour at night, wheo they separated, with the promise tuat they would place the toreh to the four quarters of the parish if one of their party was appregonded, The whole body of rioters will be taken into cusiOiy, and tried watle the mili- tary are iu the parish. No fresh disturbance has occurred Bince the Governor’s vistt. ‘A few days after this outbreak, the people on Holland estate, in the parieh of St. Huzabeth, whicn adjoins West- Moreland, also rose, and place! tue proprietor and mana- ger of thd property hore de cnmbat Revolvers aad gu Were in requisition, but the negroes did no more than mske a row and use threatening lacguege. They said that as the peasantry of Westmoreland had revolted, they would do the same, and alleed that they were oppressed by the upper classes. This nonsense they had heard from some agents of a revolutionary soctety whose heaiquarters is in this city, styling itself the “ Jamaica Reform Asso- ciation.”” These demagogues held: a meetiog in St. Enza- beth a few evenings before tue outbreak on Holland, and wid the people that they were being overtaxel, and that the higher classes were pagparing chgins for theta, &c. If Ube Attorney General would indict # few of these revolu tionists, he would be doing more for the safety of society than tbe trying of a hundred of the Westmoreland rioters, who are but instruments in the hands of designing charia. taps. {tis pleasing to have another subject, which is of high interest to the Isiand, to communicate to you.
